The ATC General Notes (note 9) on drawing MH402 states, “provide all control panels with an integral UPS to protect devices in the event of brief power interruptions.” Does this apply to all controllers (including VAV terminal units) or does it apply only apply to network controllers and/or large equipment controllers?
RESPONSE: The note is intended to be applicable to network controllers and/or large equipment controllers, not controllers of smaller equipment.
RFI #58 - The storefront spec has information in regards to blast requirements, however the window spec does not mention blast requirements. Typically we will see an entire spec section on blast requirements along with details or areas on the elevations where the requirements are needed. Please provide additional information in regards to Blast Requirements.
RESPONSE: RESPONSE: See attached specification 08 56 53, Blast Resistant Windows.
RFI #62 - (1.2, D., 2.) Based on the described drilling conditions encountered during completion of the geothermal test well, with casing installed to a significant depth (105’), it should be assumed that during completion of the proposed geothermal well field the casing will not be removable using conventional means (forklift, drill rig wench, etc.) and will remain permanently installed in each borehole. With this in mind, please detail what specifically will be required by the installing Contractor to demonstrate to the Government that the temporary casing is immoveable (not removable).
RESPONSE: In the RFI, the questioner makes a distinction between the language of specification (“physically immovable”) and the alternate phrase “not removable”. The term “conventional means” is also introduced as (it is assumed) to draw the distinction with “non-conventional” means. The intention of specification is that:
1. The Contractor shall use every means available, with the normal equipment already on-site, to remove any temporary casing that has been set as needed for any drilling purposes (e.g. drilling through unconsolidated formations above rock, allowing for the use of a down-hole air driven hammer, etc.). Examples of normal equipment might include, but is not limited to, equipment like a drill rig’s wench, the pull out capability of the drill head itself (with a “sub-assembly” connecting the drill motor to the casing), etc. It is not the intention of the specification that the Contractor use extraordinary or non-conventional means (e.g. a heavy crane) to attempt to remove the casing. Any casing that is not removed must comply with the requirements of paragraph 1.2.D.2 and all Federal and State of Maryland regulations.
(1.4, B.) Specification states GHX submittals should include product data on “sensors” and “dry coolers.” This items are not defined further within the specification section and appear to be outside of the GHX Contractor’s scope of work. Please clarify.
Submittals do not need to include sensors or dry coolers, which are not included in Section 23 66 00.
(1.4, C.) Specification states GHX submittals should include data and installation details, “…prepared, stamped, and signed by a qualified Licensed Engineer.” Since the GHX installation is required to comply with IGSHPA standards and practices, will the services of a Licensed Engineer in this capacity be necessary? If so, would/could the engineer of record provide? Please inform.
Paragraph 1.4.C list a variety of submittal items including “…all necessary data and installation details associated with the GHX drilling and grouting” and later “well construction log records, flush/purge procedures/results, hydrostatic results, etc.” The last sentence of this paragraph then requires that these items be “…prepared, stamped and signed…” by a PE. Unless the Contractor is required by the Government to redesign the GHX (e.g. altering grout selection, borehole spacing/depth/circuiting/pipe-sizes, etc.) a PE is not required to be involved with the preparation of any drawings or “installation details” nor drilling activities in general like “well construction logs”. The intent of this paragraph is primarily to insure the critical activities of proper flushing, purging and pressure testing are supervised by a PE. How that physical work is to be accomplished is specified in several paragraphs including, but not limited to, 3.3.F, 3.4, and 3.7. In regards to the second question, the engineer of record cannot provide these services to the Contractor.
(3.3, C.) After piping is installed, initial backfill can proceed after piping is “tested, and flushed, purged, (minimum 4 ft. per second) inspected, and approved while still under pressure…”. Also see Drawing MP301 stating, “Each BTES quadrant shall pass inspection, flushing/purging, pressure testing, etc. before each quadrant is back-filled.” In addition to the safety concerns of leaving open trenches, in order to keep up with production of the GHX installer’s horizontal piping operation as well as preserve the integrity of trench bottoms/excavations for proper compaction, it should be anticipated that backfilling will need to occur every day this operation is active on-site. With the requirement to complete flushing and purging the piping prior to backfilling, trenches over a large portion of the total field (an entire quadrant or ¼ of the site, per MP301) would need to remain open until these steps could be achieved. Would it be acceptable to pressure test sections of horizontal piping for inspection and approval, maintaining pressure on each section while backfilling, and then flushing and purging once piping connections are made at the vault? Please advise.
RESPONSE: Flushing/purging must occur prior to pressure testing to remove air/debris to minimize effect on pressure testing that follows. Backfilling during horizontal piping installation in BTES borefield excavation shall occur after flushing/purging and pressure testing of an entire quadrant is complete. This would allow for any leaks found during pressure testing to be located and repaired. It is recommended that flushing/purging and pressure testing be completed in multiple stages (in lieu of flushing/purging and pressure testing an entire quadrant simultaneously) as the horizontal piping and vertical borehole piping is connected to their respective perimeter vault and the core vault. Trenching required for horizontal header piping must also be flushed/purged and pressure tested prior to backfilling. Horizontal trenching for header piping and BTES borefield excavation do not have to occur simultaneously. There is no “trenching” at the BTES borefield itself, so safety concerns should be focused on the perimeter of the BTES and the trenches. Contractor must account for any work required for preserving integrity of trench/excavation bottoms as well as safety requirements.
RFI #63 - On drawing MP301 there are (6) Geothermal Vaults shown, the 6th being at the upper right hand corner of the Geothermal Field. There are only 5 detailed, or listed elsewhere. Please verify that there will only be (5) Geothermal Vaults required.
RESPONSE: RESPONSE: Only (5) vaults are indicated within the wellfield. The 6th in question is an existing condition on the site.
RFI #70 - Drawing AS201 references cut sections on page AS315 that are incorrect for the exterior façade elevations. Please provide amended cut section references.
RESPONSE: See revised drawing AS201 (Attached)
RFI #72 - Sheet LP203 indicates Roof K and N to be the accessible green roof locations. Sheet AS004 indicates Roof G, I, and K to be the accessible green roof locations. Please advise which sheet is correct.
RESPONSE: RESPONSE: Roof G, I and K are accessible green roofs per sheet AS004.
RFI #73 - Please confirm that the vehicle barrier shown on sheet CS201 is the only barrier that applies to specification section 347113. If there is another vehicle barrier needed, please specify a product and crash rating.
RESPONSE: RESPONSE: Vehicle barrier shown on sheet CS201 is the only barrier that applies to specification section 347113
RFI #75 - Pages AS606 and AS607 have duplicate identification numbers for SF-27, SF-28, SF- 29, and SF-30. Please clarify designations on elevation/ cut sections.
RESPONSE: See revised drawing AS606 (Attached)
RFI #78 - It is not clear as to what type of top track will be needed, confirm deflection requirements for interior non structural framing (Spec 092216) RESPONSE: Provide total allowable maximum vertical deflection of 1”.
RFI #79 - On AS117 reflected ceiling plans there is a blank space shown at each Dining room. Please provide info on what the ceiling is, what the height is and in these locations how height transition is made?
RESPONSE: See attached revised drawing AS119.
RFI #80 - Currently there is not detail for the patient lift systems in each room on the rcp drawings. Please provide detail so a full understanding of the support system along with installation of the lift can be understood.
RESPONSE: Ceiling Mounted Patient Lifts are VA Furnished and Contractor Installed.
Support system per specification 11 73 00.
RFI #81 - we supplied the emergency standby generator package that is now providing backup power to the chiller building. The package included two Kohler model 2000REOZMD generator sets, a number of automatic transfer switches, and the paralleling switchgear, all of which is rated for medium voltage, specifically 4160 volt. The only problem that we see with the new system that is due to bid in a few weeks is one of the paragraphs in the specification. It is paragraph 1.1.A – B, which state the following:
1.1.B states that “Engine generators provided via this specification section must be configured such that they will be compatible for paralleled operation with two (2) existing medium-voltage (4160V) generators currently operating at the Chiller Plant (Building 321).
The problem with this is that the existing switchgear at the chiller building is 4160V, as are the generators and the automatic transfer switches. For the new package being bid for the Replacement Community Living Center, the generators are specified to be 4160V but the paralleling switchgear specified for the new system is specified to be 277/480V. Using a stepdown transformer to allow the new generators to operate at 4160V in conjunction with the new switchgear at 277/480V is not the issue but rather, having the two systems working together when the switchgear at the chiller building is 4160V while the new switchgear at the community living center is 480V is a problem.
Please address this and let us know if the design can be altered, either by designing the switchgear in the new community living center to also be rated for 4160V OR by eliminating the need for the system at the chiller building to communicate with and operate in conjunction with the system at the new community living center…OR maybe there is another answer.
RESPONSE: The new CLC generators need to be able to operate in parallel with the existing chiller plant generators. In the future, the VA intends to relocate the CLC generators to a location near the chiller plant and construct a central generator plant which will operate at 4160V. This future central generator plant will have its own paralleling gear and distribute emergency power to the campus via new underground emergency power feeder loops. As part of the future central generator plant project, the 4160V emergency feeder loops will be reconnected to the 4160V to 480/277V step-down transformers at the CLC and the paralleling gear at the CLC will be modified to disable the paralleling function and create a main-tie-main switchgear.
RFI #84 - Please provide a specification and details for the 06 20 00.D2 - Aluminum Reinforced Extruded Vinyl Pergola.
RESPONSE: Unclear what drawing this note is called out on.
RFi #85 - On the reflected ceiling plans AS121, AS122, and AS123 in the Reflection Areas 115, 136, and 150, we can see large squares on the drywall ceilings that are identified as Decorative Ceiling Panels, please verify if this is the Armstrong SoundScapes Shapes that are spelled out in Spec section 090600 pg.10. We could not locate any additional spec information on this product, please provide.
RESPONSE: The large square shapes are the Armstrong SoundScapes, 48” x 48” x 7/8” square edge, Item #5447 panels or equal, suspended and installed from structure above per manufacturers ceiling system installation guide and details and as indicated in specification section 09 06 00.
RFI #87 - Specification 055000 - Metal Fabrications - 1.1.B.9 - Extruded Aluminum Shapes - Please provide further direction for this part of the specification. It appears to be missing.
Does this section refer to the extruded aluminum cornice for example? We are unable to determine what is required for the aluminum cornices. SAF has at least 16 different cornice profiles on their website.
Please provide a specification for the extruded aluminum shapes to accurately estimate the required products.
RESPONSE: Specification 05 50 00 – Metal Fabrication – 1.1.B.9 Extruded Aluminum Shapes refer to configurations and profile as shown on drawing AS610, detail 2 for sub-detail CA-3 and CA4.
RFI # 88 - While reviewing the technology drawings today, we noted that there is a General Note on all of the T-series sheets starting with Sheet T101 that reads as follows:
1. All work shown on this sheet shall be included in Option 3 – Connecting tunnel/corridor and all associated work.
The note is on the regular house plans and not just on the option plans. In addition, Option 3 is not the correct option number for the tunnel work. This note could impact how subcontractors submit their pricing and should likely be clarified prior to bid time.
Response: “General Notes: 1. All work shown on this sheet shall be included in Option 3
– Connecting tunnel/corridor and all associated work.” Is deleted on sheets T101 through T127 and T129 through T146.
Sheet T128T, “General Notes: 1. All work shown on this sheet shall be included in Option 3 – Connecting tunnel/corridor and all associated work.”
Is Revised to read, “1. All work shown on this sheet shall be included in Option 2 – Connecting tunnel/corridor and all associated work.”
