Attachment 2 Northeast Region - Plattsburgh 5 December 2019

1.1 Scope

The former Plattsburgh AFB was listed on the National Priorities List (NPL) in 1989 and has a Federal Facility Agreement (FFA) that was signed in 1991. Records of Decision (RODs) have been signed for all Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites included in this PBR TO except for sites where a change in remedy may create a need for a modified decision document.

The ROD for FT002/Industrial Area Groundwater OU, was completed in September 2014. Continued O&M of Soil Vapor Extraction (SVE) systems at one building (Bldg 2753) is required, the systems at the other two buildings (New Building C and Bldg. 2766) will remain deactivated until they meet requirements for removal and require annual monitoring as noted in the site list or require reactivation. The Groundwater OU treatment plant has been deactivated and approved for decommissioning/demolition. O&M of three passive groundwater collection trenches and aeration system will continue as part of the FT002/Industrial Area Groundwater OU Remedy.

All property at former Plattsburgh AFB has been transferred. The most recent Five-Year Review was finalized in February 2015 with the next one scheduled for completion in 2019.

In addition to the requirements presented in this PWS, this scope includes the following:

· The contractor shall be responsible for preventing/mitigating adverse flooding impacts on Air Force environmental monitoring and remediation systems as a result of beaver activity. The contractor will be responsible for removal of beavers and dams if necessary, and coordination/permitting with the property owner and local/state/federal agencies.

· Comprehensive annual inspection and inventory of all existing wells (including monitoring wells installed for PFAS Investigation or other activities) including an annual well inventory/maintenance report, review/update of locational/survey data, field verification of existing wells, and resolution of any discrepancies in existing/prior reporting. Includes replacement of any lock, keys, caps or other appurtenances and repair of any wells (including LF vents, etc.) that are deteriorated from wear and tear, weather, or damaged.

· State Required Electronic Data Deliverable (EDD): submitted IAW requirements outlined in Environmental Information Management System (EIMS) database software application EQuISTM from EarthSoft® Inc. for data submissions to manage environmental data, NYSDEC, Pursuant to 6 NYCRR 375-1.11(a).

· Contractor shall perform quarterly inspections and maintenance of whole-home water treatment systems designed to treat PFOS/PFOA in drinking water including carbon recycling and replacement and quarterly sampling/reporting. Current applicable parameters include:

a. Biennial (every 2 years) regular carbon recycling and replacement for 1 system (a 3, 3-cubic foot vessel system)

b. Biannual (every six months) replacement of whole house particulate filters

c. Quarterly collection of 4 primary system samples (well head, GAC1, GAC2, and post treatment at the faucet or other point of distribution) plus QC samples including DUPs/MS/MSD and field blanks utilizing appropriate specialized PFC sampling protocols to avoid cross contamination and in accordance with applicable AF policy and other requirements

· Provision of potable water for 1 month for the 1 private residence with treatment unit, in the event of system failure (i.e. bottled water, gallon jugs, etc.). Current applicable parameters include:

a. Adequate drinking water intake is approximately 4 liters or 1 gal. per person per day (reference Mayo Clinic recommendations at: http://www.mayoclinic.org/healthy-living/nutrition-and-healthy-eating/in-depth/water/art-20044256).

b. Cooking requirements per household per day is 15 liters or approximately 4 gallons.

c. Average household of 2 persons.

Contractors are not responsible for the following:

· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support

· Bi-weekly internal contract status teleconferences are held prior to engaging with the regulators to update the technical team on site remedial status and coordinate document review efforts.

· Monthly BRAC Clean-up Team (BCT) teleconferences are held to update regulators on site status and coordinate document review efforts.

· Semiannual face-to-face BCT meeting are usually conducted in the 2nd and 4th Quarter of each year (June and December).

2.6.2 Public Meetings and Hearings

· Annual RAB meetings are held in the 4th Quarter of each year (usually align with the second semiannual face-to-face BCT meetings). RAB frequency may increased to semi-annually or RAB adjournment may occur within the next year or two depending on coordination with stakeholders. This adjournment process requires additional support including public notice and court reporter activities.

2.6.5 Site Access: Permits, Easements, and Work Site Access

· The contractor shall coordinate with the county airport to obtain access to the flightline area in order to facilitate inspection of sites and any site work within the boundaries of the airfield.

· The contractor shall support/perform screening and response to requests for information from the public and other stakeholders related to development activities on and surrounding former base property including verification of LUC, review of plans in relation to existing restrictions, etc.

· The FT002 remedy is subject to surface water Discharge Permit Equivalent which is administered by the NYSDEC. The current FT002 Discharge Equivalent expires May 31, 2022. Sampling for PFCs as part of discharge monitoring and reporting will be required if PFCs are added to the list of analytes by the regulators upon renewal of the permit. The contractor shall comply with the requirements of the discharge permit equivalent and will be responsible for submission of the discharge criteria renewal request as necessary within the PoP of the Contract.

3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates

· Produce environmental property condition maps such as land-use controls, tables, and other graphics, which shall depict environmental conditions at the base.

· GIS will incorporate information gathered from field surveys, records searches, computer-aided design (CAD) files and base drawings, chemistry and geology data, information from interviews, historical photos, Environmental Baseline Survey (EBS) and Environmental Impact Statement (EIS) data, and property transfer information including parcel boundaries, deeds, and environmental disclosure documents.

· Mapping (including provision of printed and electronic maps to the AF) and applicable surveys, GIS and map plotting support necessary to accomplish ad hoc real estate transactions including removal/application of environmental restrictions on applicable parcels/deeds. This includes all items included in the environmental baseline survey (EBS) and associated updates and management and development of restricted areas using GIS.

· Support management of LUC mapping and attribute data including definition of LUC boundaries as the LUC/IC management is expanded.

6.14 Land Use Controls (LUC)

· The contractor shall support/perform screening and response to requests information from the public and other stakeholders related to development activities on and surrounding former base property including verification of LUC, review of plans in relation to existing restrictions, etc.

· The Contractor shall obtain and provide copies to the Air Force of annual reporting required by state covenants for applicable sites by respective property owners including self-certification forms for LUC compliance from all property owners associated with LUC at former Plattsburgh AFB.

· Provide supporting information and technical support to the Air Force for property owner requests to remove restrictive covenants.

6.15 Five-Year Reviews

· Preparation of the statutory Five-Year Review by September 2022 (to be initiated in 2021 with draft submitted by May 2022). CERCLA sites that have not reached UU/UE are to be included in a statutory 5 year review. A second Five-Year Review will be required in 2027 with initiation date in 2026. Non-CERCLA Five-Year Reviews (aka AF Policy Review) is required at non-CERCLA sites per AF policy. Organization of the documentation associated with these sites will be dependent on regulatory and AF inputs.

· Implementation of the 2019 Five-Year Review recommendations (expected to be finalized by early 2020) and recommendations from subsequent five-year reviews.
