1.1 Scope
The former Griffiss AFB is located in Oneida County, City of Rome, New York was designated for realignment under the under Base Realignment and Closure (BRAC) in 1993 and formally realigned on September 30, 1995. Griffiss AFB was listed on the National Priorities List (NPL) in 1987 and a Federal Facility Agreement (FFA) was signed in 1990 that is supplemented by a letter reestablishing FFA review times for documentation (April 1991). A partial deletion was approved in March of 2009. Records of Decision (RODs) have been signed for all Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites included in this effort except for sites where a change in remedy may create a need for a modified decision document.
Four buildings are included as part of the SD052 Soil Vapor Intrusion (SVI) site (SD052-01 Bldgs 785 & 786 & SD052-02 Bldgs 774 & 776) governed by an SVI ROD finalized September 2016. These sites have passive sub-slab vapor mitigation systems in place with active systems on stand-byOne (1) CERCLA site (ST006 Bldg 101) was projected for closure under the current AFCEC PBR but will likely require system expansion/optimization and additional operations and maintenance and monitoring of a sub-slab soil vapor extraction system. No updated reporting is available for this site. The 2017 Rebound Evaluation Report for ST006 has been overcome by events and the system has been deactivated pending necessary evaluation and optimization efforts (see attachment 1 for details on current remedy status).
All property at former Griffiss AFB has been transferred. The next Five-Year Review is projected to be finalized in September 2020 under the current PBR contract.
In addition to the requirements presented in this PWS, this scope includes the following:
· The contractor shall be responsible for preventing/mitigating adverse flooding impacts on Air Force environmental monitoring and remediation systems as a result of beaver activity. The contractor will be responsible for removal of beavers and dams if necessary, and coordination/permitting with the property owner and local/state/federal agencies.
· Comprehensive annual inspection and inventory of all existing wells (including monitoring wells recently installed for PFAS Investigation and any wells identified in the August 2018 Wood Well Survey) including an annual well inventory/maintenance report, review/update of locational/survey data, field verification of existing wells, and resolution of any discrepancies in existing reporting. Includes replacement of any lock, keys, caps or other appurtenances and repair of any wells (including LF vents, etc.) that are deteriorated from wear and tear, weather, or damaged.
· State Required Electronic Data Deliverable (EDD): submitted IAW requirements outlined in Environmental Information Management System (EIMS) database software application EQuISTM from EarthSoft® Inc. for data submissions to manage environmental data, NYSDEC, Pursuant to 6 NYCRR 375-1.11(a).
Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted herein and in Attachment 1.

2.6.1 Meeting/Teleconference Support
· Bi-weekly internal contract status teleconferences are held prior to engaging with the regulators to update the technical team on site remedial status and coordinate document review efforts
· Monthly BRAC Clean-up Team (BCT) teleconferences are held to update regulators on site status and coordinate document review efforts
· Semiannual face-to-face BCT meeting are usually conducted in the 2nd and 4th Quarter of each year (June and December)
2.6.2 Public Meetings and Hearings
· Annual Restoration Advisory Board (RAB) meetings have been held in the 3rd Quarter of each fiscal year (usually aligns with the 1st BCT meeting of the year). RAB adjournment is being considered and may occur within the next year (2020) depending on coordination with stakeholders. If delayed until the initiation of this contract, this adjournment process may require additional support including public notice and court reporter activities.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· For Building 775, the groundwater extraction and discharge system on standby since 2016 was designed to contain the contamination plume (>50 μg/L) upgradient of extraction wells (EW) EW-1R and EW-3, extract contaminants from the aquifer, and discharge them to the existing sanitary sewer system for treatment at the City of Rome Water Pollution Control Facility (see site list and applicable documentation to learn more about the site). The Special Permit for Discharge of Contaminated Groundwater (Permit Number BEA-1621) was issued Aug 16, 2016 and is set to expire August 15, 2021. This permit details annual and per gallon discharge fees and sets conditions governing the authorized discharge of wastewater to the Rome POTW.
· The contractor shall coordinate with the county airport to obtain access to the flightline area in order to facilitate inspection of sites and any site work within the boundaries of the airfield.
· The contractor shall support/perform screening and response to requests for information from the public and other stakeholders related to development activities on and surrounding former base property including verification of LUC, review of plans in relation to existing restrictions, etc.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· Produce environmental property condition maps such as land-use controls, tables, and other graphics, which shall depict environmental conditions at the base.
· GIS will incorporate information gathered from field surveys, records searches, computer-aided design (CAD) files and base drawings, chemistry and geology data, information from interviews, historical photos, Environmental Baseline Survey (EBS) and Environmental Impact Statement (EIS) data, and property transfer information including parcel boundaries, deeds, and environmental disclosure documents.
· Mapping (including provision of printed and electronic maps to the AF) and applicable surveys, GIS and map plotting support necessary to accomplish ad hoc real estate transactions including removal/application of environmental restrictions on applicable parcels/deeds. This includes all items included in the environmental baseline survey (EBS) and associated updates and management and development of restricted areas using GIS.
· Support managing LUC mapping and attribute data including further definition of LUC boundaries as the LUC management is expanded.
6.14 Land Use Controls (LUC)
· The contractor shall support/perform screening and response to requests information from the public and other stakeholders related to development activities on and surrounding former base property including verification of LUC, review of plans in relation to existing restrictions, etc.
· The Contractor shall obtain and provide copies to the Air Force of annual reporting required by state covenants for applicable sites by respective property owners including self-certification forms for LUC compliance from all property owners associated with LUC at former Plattsburgh AFB.
· Provide supporting information and technical support to the Air Force for property owner requests to remove restrictive covenants.
6.15 Five-Year Reviews
· Preparation of the statutory Five-Year Reviews including one in 2025 (to be initiated in 2024). CERCLA sites that have not reached UU/UE are to be included in a statutory Five-Year review. A second Five-Year Review will be required in 2030 with initiation date in 2029. Non-CERCLA Five-Year Reviews (aka AF Policy Review) is required at non-CERCLA sites per AF policy. Organization of the documentation associated with these sites will be dependent on regulatory and AF inputs.
· Implementation of the 2020 Five-Year Review recommendations (expected to be finalized by Sept 2020) and recommendations from subsequent five-year reviews.
