Attachment 2 Northeast Region - Loring 5 December 2019

1.1 Scope

The former Loring AFB is located in Aroostook County in northern Maine, approximately 3 miles west of the Canadian (New Brunswick) border. The former Loring AFB occupies approximately 9,000 acres and is bordered on the south and east by the town of Limestone, on the north by the towns of Caswell and Connor, and on the west by the city of Caribou.

The former Loring AFB was placed on EPA’s National Priorities List of sites in 1990. Under CERCLA §120, a Federal Facility Agreement (FFA) between Environmental Protection Agency (EPA) Region 1, the Maine Department of Environmental Protection (MEDEP), and the U.S. Air Force was signed in January 1991 and amended in 1995 (FFA, 1995). The FFA governs the environmental activities being conducted at the former Loring AFB. Following the signing of the FFA, the former Loring AFB was placed on the U.S. Congress Base Closure List (1991) and was closed in September 1994. All property disposal actions are complete. Recipients include: U.S. Fish and Wildlife Service for a wildlife refuge; U.S. Department of Labor for a Job Corps Center; Loring Development Authority of Maine for economic development; Department of Interior holds some parcels for the Aroostook Band of MicMacs; and others.

In addition to the requirements presented in this PWS, this scope includes the following:

· No base-specific requirements in addition to those in the PWS.

Contractors are not responsible for the following:

· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support

· Currently, conduct one in-person BCT meeting per year in the spring in Portland, Maine. Currently, routine BCT teleconference calls are conducted every two weeks.

2.6.2 Public Meetings and Hearings

· The Loring RAB has been adjourned.

· No base-specific requirements in addition to those in the PWS.

2.6.5 Site Access: Permits, Easements, and Work Site Access

· Currently, all existing off-base easements extend beyond this PBR.

· No base-specific requirements in addition to those in the PWS.

3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates

· No base-specific requirements in addition to those in the PWS.

6.14 Land Use Controls (LUC)

· Where possible, the Contractor shall obtain and provide copies to the Air Force of annual reporting required by state covenants for applicable sites by respective property owners.

· The Contractor shall provide supporting information and technical support to the Air Force for property owner requests to remove restrictive covenants.

6.15 Five-Year Reviews

· Preparation of the statutory Five-Year Review by September 2025 (to be initiated in 2024). CERCLA sites that have not reached UU/UE are to be included in a statutory 5 year review. A second Five-Year Review will be required in 2030 with initiation date in 2029. Non-CERCLA Five-Year Reviews (aka AF Policy Review) is required at non-CERCLA sites per AF policy. Organization of the documentation associated with these sites will be dependent on regulatory and AF inputs.

· Implementation of the 2020 Five-Year Review recommendations and recommendations from subsequent five-year reviews.
