1.1 Scope
The former Pease AFB is located in the towns of Newington and Greenland and the city of Portsmouth in Rockingham County, New Hampshire. In December 1988, the former Pease AFB was selected to be closed by the Secretary of Defense’s Commission on Base Realignment and Closure. The former Pease AFB was closed as an active installation in March 1991. In accordance with Executive Order 12580— Superfund Implementation, the U.S. Air Force is designated the lead agency authority to conduct CERCLA cleanup activities at the former Pease AFB and is responsible for all costs associated with the cleanup of contamination associated with past U.S. Air Force activities. The former Pease AFB was proposed for addition to the National Priorities List in 1989 and was listed in 1990. On April 24, 1991, the U.S. Air Force, EPA, and NHDES signed the interagency former Pease AFB FFA under CERCLA Section 120 establishing the protocols for conducting the environmental study and cleanup of the former Pease AFB.
The FFA established eight IRP zones at the former Pease AFB. Zones 6 and 8 are located in the western portion of the former Pease AFB, within Parcels L and M, which is the area established by the DOI as the Great Bay National Wildlife Refuge and are not part of Air Force Five-Year Reviews.
• Zone 1 is located in the eastern part of the former Pease AFB and includes the following IRP sites: Bulk Fuel Storage Area (SS013), Paul’s Brook (Site 23), Flagstone Brook (Site 26), Landfill (LF) 5 (LF005), and Railway Ditch.
• Zone 2 is located in the northwestern sector of the former Pease AFB and includes the following IRP sites: Burn Area 2 (AB037), Burn Area 1 (AB022), Landfill 1 (LF001), Leaded Fuel Tank Sludge Area (DP010), and the Peverly Brook (Site 24).
• Zone 3 encompasses the area of the former Pease AFB where most of the industrial and aircraft maintenance shops were located. And includes the following IRP sites: Building 113 (TU032), Building 136 (ST081), Building 119 (SS036), Building 227 (ID039), Building 22 (SS049), Motor Pool (ST072), and Building 234 (ID073). The Haven water supply well is also located within Zone 3.
• Zone 4 is located on the southeastern margin of the former Pease AFB and includes the following IRP sites: Landfill 6 (LF006), Construction Rubble Debris-2 (DP017), and Lower Grafton Ditch (Site 20).
• Zone 5 is located at the northern end of the former Pease AFB and includes the following IRP sites: Fire Department Training Area 2 (AT008), Construction Rubble Debris-1 (DP009), Knights and Pickering Brooks.
• Zone 7 is located in the southwestern portion of the former Pease AFB and includes the following IRP site: Old Jet Engine Test Stands (SS045).
The following sites are not identified with a Zone: Flightline Refueling System (ST085), Pumphouse 2 (SS084), Plume 13/14 (SS082), Plume 41 (SS083), and Building 410 (SS016).
All property at former Pease AFB has been transferred. The next Five-Year Review is projected to be finalized in September 2019 under the current PBR contract.
In addition to the requirements presented in this PWS, this scope includes the following:
· Comprehensive annual inspection and inventory of all existing wells (including monitoring wells installed for PFAS Investigation or other activities) including an annual well inventory/maintenance report, review/update of locational/survey data, field verification of existing wells, and resolution of any discrepancies in existing/prior reporting. Includes replacement of any lock, keys, caps or other appurtenances and repair of any wells (including LF vents, etc.) that are deteriorated from wear and tear, weather, or damaged.
· For sites identified in the Pease Northeast Region BECOS TO 2 PWS Attachment 1, regulatory concurrence has not been attained for Post-closure Monitoring and Maintenance Plans (PCCMP) or Long-Term Monitoring Plans (LTMP) with regard to sampling locations, parameters, and frequencies. Baseline sampling in accordance with plans in place prior to 2015, should be conducted for each identified site. Recommended changes to PCCMPs and LTMPs will be provided for regulatory concurrence within one year from baseline sampling. The frequencies of monitoring identified in Attachment 1 reflect the Air Force minimum requirement for pursuing regulatory concurrence and the minimum level of monitoring to be conducted absent approved PCCMPs and LTMPs.
Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted herein and in Attachment 1.

2.6.1 Meeting/Teleconference Support
· Internal teleconferences to discuss deliverables held weekly for first 12 months and bi-weekly for remainder of PoP.
· Monthly internal contract status teleconferences are held prior to engaging with the regulators to update the technical team on site remedial status and coordinate document review efforts.
· Quarterly or otherwise BCT teleconferences are held to update the technical team and regulators on site status and coordinate document review efforts.
· Face-to-face BCT meetings that are held to allow for on-site status updates to the technical team and regulators, and to review past field efforts and present future efforts for consideration by the team.
2.6.2 Public Meetings and Hearings
· Quarterly Restoration Advisory Board (RAB) meetings.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· NHDES Groundwater Management Permit (GMP) required for the following sites: SS013, ST081, SS082, SS083, SS084, ST072, DP009, DP017, ST085, and LF001.
· NHDES Registration of Remedial Injection (injection permit) required for injection of compounds into the ground/groundwater to enhance groundwater remediation or for discharge of treated water.
· New Hampshire State Permit to Operate (SP-0168 for SS082 and SS084). As this applies to non-CERCLA sites, there is no exemption. Currently carries a base fee of $500 regardless of SVE operations.
· The contractor shall coordinate with the Air Force, the New Hampshire Air National Guard, and the Portsmouth International Airport / Pease International Tradeport and other parties to obtain access to the flightline area or other areas of the former Pease AFB in order to facilitate inspection of sites within the boundaries of the airfield or adjacent off-base properties.
2.9 Contractor Documentation
· No base-specific requirements in addition to those in the PWS.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· Produce environmental property condition maps such as land-use controls, tables, and other graphics, which shall depict environmental conditions at the base.
· GIS will incorporate information gathered from field surveys, records searches, computer-aided design (CAD) files and base drawings, chemistry and geology data, information from interviews, historical photos, Environmental Baseline Survey (EBS) and Environmental Impact Statement (EIS) data, and property transfer information including parcel boundaries, deeds, and environmental disclosure documents.
· Mapping (including provision of printed and electronic maps to the AF) and applicable surveys, GIS and map plotting support necessary to accomplish ad hoc real estate transactions including removal/application of environmental restrictions on applicable parcels/deeds. This includes all items included in the environmental baseline survey (EBS) and associated updates and management and development of restricted areas using GIS.
· Support management of LUC mapping and attribute data including definition of LUC boundaries as the LUC/IC management is expanded.
6.14 Land Use Controls (LUC)
· The contractor shall support/perform screening and response to requests information from the public and other stakeholders related to development activities on and surrounding former base property including verification of LUC, review of plans in relation to existing restrictions, etc.
· The Contractor shall obtain and provide copies to the Air Force of annual reporting required by state covenants for applicable sites by respective property owners including self-certification forms for LUC compliance from all property owners associated with LUC at former Pease AFB.
· The Contractor shall provide supporting information and technical support to the Air Force for property owner requests to remove restrictive covenants.
6.15 Five-Year Reviews
· Preparation of the statutory Five-Year Review by 2024 (to be initiated in 2023). CERCLA sites that have not reached UU/UE are to be included in a statutory 5 year review. A second Five-Year Review will be required in 2029 with initiation date in 2028. Non-CERCLA Five-Year Reviews (aka AF Policy Review) is required at non-CERCLA sites per AF policy. Organization of the documentation associated with these sites will be dependent on regulatory and AF inputs.
· Implementation of the 2018 Five-Year Review recommendations (expected to be finalized by Sept 2019) and recommendations from subsequent Five-Year Reviews.
