13.4. Currently, MDA operates in a federated IT governance model across the common core IT infrastructure, RDT&E, and Mission Operations environments; multiple engineering, change and configuration management processes drive asymmetric changes within the infrastructure and network components. De-centralized engineering and configuration management causes unique event and test configurations as well as accompanying information assurance, supply chain, and mission assurance challenges.

• Identify other contracts / organizations that you are aware of that have successfully implemented IT governance models that provide autonomy of execution while still conforming to centralized governance and industry best practices that the acquisition team should consider benchmarking.

14.2 The Missile Defense Space Enterprise Architecture (MDSEA) provides MDA/SS with an architecture and infrastructure to support Space Operations activities. This framework provides a virtualized ground system computer environment to support developmental and operational space capabilities. It is a multi-functional and tiered security collaborative environment for space integration, operations and analysis for MDS space capabilities. MDSEA supports current Spacebased Kill Assessment (SKA) Payload Operations and will be home of the operational SKA Payload Operations Center (POC). Supports Joint Sensor Integration & Exploitation, Missile Defense Space CONOPs and future architectures development; Discrimination, Dim Target Detection /Tracking, and Wideband data exploitation; MDS Space Integrated Master Test Plan (IMTP) event support and execution; and Space domain awareness mission support. Will support future Hypersonic and Ballistic Tracking Space Sensor (HBTSS) prototype space operations, integration, and test & evaluation.
