ATTACHMENT 5, QUESTIONS TO INDUSTRY
1.0 Background
This is your opportunity to influence the MIOES acquisition strategy. Because we are still in the market research phase, the MDA has not yet made any acquisition strategy decisions. The acquisition team requests a response to any or all of the following questions. The team appreciates the resources necessary to provide a comprehensive review of and response to the RFI package and understands if you choose to respond to only a subset of the questions. Interested industry parties will not be the Government team’s only source for this information, but you are one of several significant and valuable sources of information the team will leverage.
The responses are for the Government acquisition team’s internal use only, and will support its market research efforts in preparation for development of the acquisition strategy. The responses may be cited in the market research report, incorporated into the acquisition strategy, or incorporated into any request(s) for proposal issued; your response will not be published in SAM.gov or shared with other industry parties interested in MIOES acquisition. The acquisition team will not provide any feedback on your response, although a member of the acquisition team may contact you if the MDA has questions regarding your response.
Although the frame of reference for many of the questions may be the current IRES contract, that frame of reference is not intended to reflect or indicate the preferred acquisition strategy for the MIOES contract.
2.0 Instructions
Submit responses to the questions using this document. Do not substitute your own document or modify the format of this document with the exception of expanding row heights. Complete the fourth column by typing “Yes” or “No” in response to the question, “Is your response proprietary?” “No” is assumed if the field is blank.
You may add proprietary markings as necessary, insert attachments, and insert links to public websites in the response block. There is no page limit on the response to these questions and the Government acquisition team encourages you to provide as much detail in response to each question as possible—to include all assumptions made and the rationale for all responses and recommendations. You are not required to answer all questions and can choose which ones you want to answer.
Please submit your response to this attachment no later than September 9, 2022. Please review RFI Attachment 3, Submission Forum and Information Protection, for the transmittal options.

Please identify commercial and Government solicitations and contracts that may have characteristics (e.g., diversity of requirements, performance dependencies, etc.) similar to the MIOES acquisition.
Please tell us what you think are the most significant positive or negative aspects on the solicitations and contracts you identified as they may apply to the MIOES acquisition.
2
What existing or planned Government Wide Acquisition Contracts (GWACS) and/or Best-in-Class contracts do you recommend the MDA consider leveraging in support of any or all of the MIOES acquisition?
3
Background: In 1995, the contract was divided and two separate contracts were awarded as follows:
Contract #1: Enterprise Communications and Information Technology (IT) and facility operations.
Contract #2: Mission Operations, mission unique communications and IT, Research and Development (MDS Testing support) In 1999, these contracts were re-combined after that strategy became “problematic” during contract performance. The justification for that action included the following explanation: Virtually all activities under the research and development contract require corresponding activities under the operations and maintenance contract. Because of this, the Government had become a prime integrator between the two efforts with too much Government and contractor labor and other resources devoted to administration of details between the two contracts rather than to the true business of mission performance.
Question: If the MDA awards multiple contracts for the MIOES acquisition, how would you suggest the MDA structure a systems engineering, mission assurance and program integration construct that would enable the necessary integration between the contracts?
Question: Over and above associate contractor agreements, how do you suggest the MDA define the MIOES integration requirements and incentivize multiple contractors to work closely together to meet the MDA mission needs?
What is your recommendation for packaging of the MIOES requirements—all requirements on one contract as they are today under the IRES contract or allocation of the capabilities to separate contracts?
Note: Consider the following in your response: How can the MDA obtain best-in-breed capability/service providers if all of the MIOES capabilities remain on one contract? If you recommend separate contracts, provide a recommendation for the scope of each contract. Describe incentives, contract type and fee structure that would encourage this type of leveraging and collaboration under the MIOES contract.
5
Describe your experience in leveraging technical capabilities of highly skilled small businesses that have niche capabilities and matching them with program areas that have relevant capability gaps. Describe the structure of the teaming arrangements that enabled this reach back.
6
What contract strategies/approaches do you recommend to enable quick preparation of fully documented post award proposals and quick and efficient negotiation of task orders and/or modifications?
7
Describe any known or expected services, products, or solutions within scope of this contract that might be offered as a Commercial Solutions Opening (Reference section 803 of the National Defense Authorization Act (NDAA) for FY 2022 (Pub. L. 117-81))
8
What contract approach, strategies, terms, incentives, and cost/price tools do you recommend the MDA use to maintain competitive-like pricing throughout the life of any single-award contract?
9
Describe your experience in utilizing alternative worksite arrangements in a telework environment. Describe how those arrangements were balanced with work that was required to be performed on-site at a government facility. Describe the challenges and risks that were experienced and how those challenges were met and risks mitigated. Share any lessons learned and recommended contract terms and conditions that would enable successful execution of telework plans.
10
Share source selection lessons learned, processes and evaluation criteria that enable discrimination between offerors. Be as specific as possible and provide the rationale for your recommendations. (Please be more specific than overarching technical, management, past performance and cost evaluation factors.)
11
Provide your thoughts on utilizing oral presentations as part of the evaluation process. Share any lessons learned or concerns regarding the use of oral presentations. Suggest potential topics and guidelines.
12
What specific data would your company want to have access to that you do not currently have access to in order to submit a proposal? What specific data would you need in order to transition the work from the incumbent? What artifacts would you expect to see in a bidder’s library?
13
In your opinion, what are the significant potential organizational conflicts of interest between the MIOES contract(s) and any other MDA and / or non-MDA contracts with which you are familiar; and what is your recommendation for how the MDA could mitigate those potential conflicts?
14
Identify recommendations and concerns regarding any aspect of the MIOES acquisition.
15
Scenario: The Government will require various detailed cost and accounting reports on a frequent basis on this contract. Accurate cost reporting and future cost estimates are necessary to manage the contract and ensure proper funding is received.
Question: Describe your experience in establishing cost reporting structures, internal cost controls and management controls, cost reporting and development of cost estimates.
16
Scenario: The volume and complexity of projects under this contract require significant planning and coordination to ensure schedule performance reporting is accurate.
Question: Provide specific examples of your experience in planning, developing, and reporting schedule data, metrics, and variance analysis against an integrated master schedule, the critical path. In the examples of planning and developing a schedule, provide examples of identifying and integrating external dependencies into the schedule and reporting.
17
Scenario: The Government will require integrated program management principles to manage cost, schedule, and performance on this contract by work breakdown structures.
Question: Provide examples of your experience in demonstrating 1) integration of, 2) reporting from, and 3) use of business systems to manage cost, schedule, and performance.
18
Describe your company's experience in developing and executing contract transition plans to move services from one contractor to another without interrupting current capabilities.
· Include the approximate number of personnel involved in the transition
· Include any lessons learned from the transition
· Include any government direction you would want to see included in the IRES to MIOES transition
