ATTACHMENT 1, NOTICE DETAILS
1.0 Purpose
This is not a request for a quote or a proposal. This request for information (RFI) is issued for the purpose of conducting tactical market research for the Missile Defense Agency (MDA) Integration and Operations for Enterprise Solutions (MIOES) contract. This is the follow-on contract to the current Integrated Research & Development for Enterprise Solutions (IRES) contract. This market research will assist the MDA with identifying interested and capable sources and developing its acquisition strategy for the MIOES contract. Key market research goals include gaining knowledge of commercial practices, identifying and minimizing barriers to competition, identifying and maximizing small business opportunities, identifying risks, identifying potential requirements definition and contract construct alternatives, identifying appropriate request for proposal and contract terms and conditions, and identifying potential evaluation discriminators and evaluation approaches.
2.0 MIOES Overview
The MIOES acquisition seeks to enable stakeholders to achieve Missile Defense (MD) mission objectives by providing an efficient and flexible, multi-purpose, capabilities-based contract(s) to execute objectives in the following technical areas (TA):
· TA 1: Enterprise Information Environment and RDT&E IT Services and Solutions
· TA 2: Missile Defense System (MDS) Mission IT Support and Solutions
· TA 3: MDS Mission Operations
· TA 4: MD Integration & Operations Center (MDIOC) Facility Operations & Sustainment
· TA 5: Systems Engineering & Integration
Successful realization of objectives within the first four technical areas cannot be achieved without thorough systems engineering, integration, mission assurance and interoperability identified in technical area five. The challenge is to simultaneously and efficiently execute multiple stakeholder requirements across these technical areas. Integration and de-confliction of critical assets, maintaining positive configuration control, and rapid reprioritization of resources is essential to operating and maintaining this dynamic environment. For general information regarding the MDA, please visit the MDA public website at www.mda.mil.
3.0 Current IRES Contract
MIOES is a follow-on acquisition to the current IRES contract (HQ0796-17-D-0001). The IRES contract is a single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract with an ordering period of August 2017 through August 2025. Cost-plus-award-fee (CPAF), cost-plus-incentive-fee (CPIF), cost-plus-fixed-fee (CPFF), Fixed Price Incentive Firm (FPIF) and firm-fixed-price (FFP) task order types are permitted, but the predominant task order pricing and incentive arrangement to date has been CPIF. The approximate value of all IRES task orders as of August 2022 is $2.3B. The IRES contract is primarily, but not exclusively, executed from the MDIOC, located on Schriever Space Force Base, Colorado. The Enterprise Communications and IT Environment is not localized to the MDIOC but rather spans the globe. Jacobs Technology is the IRES prime contractor. Although an award was made to a large business, there are approximately 100 small business vendors/subcontracts involved in performing the requirements. The MIOES market research and acquisition planning activities may not encompass all current IRES requirements and may also consider strategic sourcing opportunities involving MDA requirements not currently fulfilled using the IRES contract, but similar in nature to the current IRES efforts.
4.0 Acquisition Strategy
The results of this market research will have a direct influence on the MIOES contract acquisition strategy; consequently, the MDA has not yet made any acquisition strategy decisions with regard to the MIOES contract. The combination of all requirements into the Technical Areas shown in Attachment 2 of this notice and a unified RFI are for the convenience of the acquisition planning team and provide a method to account for the potential MIOES requirements. The combination of all requirements into these technical areas is not intended to reflect or dictate a preferred acquisition strategy with regard to selection of a Product Service Code (PSC) and NAICS code; one or multiple contract(s); definite- or indefinite-delivery, indefinite-quantity (IDIQ) (single- or multiple-award) arrangements; pricing approaches and incentive arrangements; or full and open competition(s) versus small business set aside(s). Respondents are free to address all or part of the requirements detailed in Attachment 2. Additionally, identification of how requirements are organized or executed under the current IRES contract is a point of reference for information only and is also not intended to reflect or dictate a preferred acquisition strategy. MDA is seeking to develop an acquisition strategy that enables the government to obtain optimal solutions (balancing technical, cost, and schedule risks) and recognize that one single contractor may not always be able to offer the optimal enabling capability/solution to meet the requirement. The MDA is seeking a contract structure or portfolio of contracts that enables the alignment of optimal capabilities/solutions to the requirements.
5.0 Multiple SAM.gov Notices
Because of the diversity of the technical areas and to ensure widest dissemination of the RFI, this same notice is posted to the SAM.gov website using the reference numbers, and North American Industry Classification System (NAICS) codes listed below. The same notice posted under multiple NAICS codes is not intended to reflect or dictate a preferred acquisition strategy or multiple strategies.

Please register at reference number HQ0857-MIOES-A to “Watch This Opportunity” and to “Add Me To Interested Vendors.”
6.0 Non-Government Support Personnel
The MDA will use MDA Advisory and Assistance Services (A&AS) contracts to support the acquisition planning and request for proposal preparation phases of this acquisition. These non-Government support personnel have executed MIOES non-disclosure agreements with the MDA. MDA support contractors involved in the MIOES acquisition planning and request for proposal preparation phase activities will not be allowed to compete for MIOES contracts(s). Submission of a response to an MIOES sources sought synopsis, request for information, or special notice posted to SAM.gov or submission of information related to the MIOES acquisition but not specifically requested by the MDA constitutes your acknowledgement and agreement that the information you provided, including any marked or unmarked proprietary information, may be disclosed to these non-Government support personnel.
7.0 Historical & Background Information
Contractual historical and background information have been provided with this RFI as referenced in Attachment 2. It is important to note that the purpose of providing this information with this RFI is to assist potential offerors in understanding the breadth, depth and complexity of the MIOES scope. A primary purpose of this RFI is for interested vendors to determine if they are reasonably qualified to perform the MIOES requirements in part and/or in whole. The government intends to provide sufficient historical and background information that will enable potential offerors to make this determination. The level of detail provided with this RFI will not be the same level of detail that will eventually be provided in the bidders’ library when the RFP is released.
Eventually, at time of RFP release, the bidders’ library will contain historical contract information and documents, anticipated governance documents, and background and reference documents to assist interested parties with understanding the MIOES requirements. Interested parties are encouraged to contact the contracting officer prior to submission of a Freedom of Information Act request to determine if the document(s) of interest will eventually be added to the library.
8.0 Industry Day and One-On-One Discussions
An Industry Day (briefings and MDIOC tours) and one-on-one discussions will occur during the week of 26 September 2022 in Colorado Springs, Colorado. The industry day will consist of a series of briefings describing the requirements, and tours within the MDIOC. The briefings and tours are not intended to provide the same level of detail to prepare a technical and cost proposal in response to an RFP. The intent is to provide sufficient information that will enable potential offerors to prepare a capability statement as outlined in Attachment 6 and make a determination if they are reasonably qualified to perform the requirements of the MIOES contract in part and/or in whole. All briefings will be made available to interested vendors.
The government will schedule one-on-one meetings for those vendors interested in meeting with the government. The purpose of the one-on-one meetings is to give vendors an opportunity to ask questions to better understand the requirements of the MIOES contract. It is not a marketing opportunity for vendors. These meetings are being held to assist vendors as they determine whether they are reasonably qualified to perform one or all portions of the contract.
Because of space limitations at the MDIOC, due to COVID 19, we are requesting it be your intent or expected intent to submit a capability statement, as outlined in Attachment 6, to participate in-person in the industry day and in-person one-or-one meetings. If it is not your intent to submit a capability statement and would still like to engage in discussions with the government, virtual discussions are an option. A copy of the briefings and an audio link will be available to all interested parties.
The details and logistics of signing up for and participating are contained in Attachment 5.
There will be a 45 – 60 minute break for lunch. Participants can bring their lunch or pre-order and pay for a lunch from the MDIOC cafeteria. Pre-ordering is suggested to ensure enough time for lunch. Orders must be placed through the Protocol Office. Protocol will then provide a point of contact at the cafeteria for each vendor to make payment no later than 72 hours prior to the 27 September Industry Day. If you are interested in pre-ordering please send the request to Matthew Stevens at matthew.stevens.ctr@mda.mil and Matthew will email you further directions.
9.0 Small Business
One objective of this RFI is to determine the capability of small business to meet the requirements contained herein, and to inform the acquisition strategy with regard to setting aside any future acquisition for small businesses. Question 19 from Attachment 6 is meant specifically for small businesses that will assist the MDA in developing the acquisition strategy.

13.0 MDA Organizational Conflict of Interest (OCI) Guidance
The MDA has not yet made any acquisition strategy decisions with regard to the MIOES acquisition. The MDA understands how important the OCI analysis and mitigation process will be to a company’s decision to pursue these requirements as a prime contractor or subcontractor. Consequently, the purpose of this attachment is to provide current MDA guidance and policy that will influence the MIOES acquisition OCI analysis and mitigation approach. This guidance and policy illustrates MDA OCI philosophy, although all parts of MDA Instruction 5013.78-INS, dated October 14, 2020, may not apply specifically to the acquisition once the final requirements and acquisition.
