About this file
This is an Optional Pre-Quote Conference PowerPoint presentation for Bid Solicitation #25DPP01124 T2466, issued by the State of New Jersey Department of Treasury's Division of Purchase and Property on behalf of the Motor Vehicle Commission. The conference addressed procedural questions regarding the Enhanced Digital Driver's License (EDDL) and Central Issuance system procurement. The solicitation seeks a comprehensive cloud-based solution including an Image Capture Application, Central Issuance and Over-the-Counter Card Issuance System, Central Image Repository, and Image Management System to support approximately 1.5 million annual license processing and 1 million change requests. The conference was held on February 27, 2025, with electronic questions due by 2:00 p.m. on March 17, 2025, and quotes due by 2:00 p.m. on May 21, 2025. The base contract term is seven years with potential three one-year renewal options. Performance security of $5,000,000 is required from the successful vendor.
The presentation emphasized critical price sheet submission requirements, including mandatory completion of all price lines on the State-Supplied Price Sheet without formatting modifications, blank lines, or additional language or assumptions. Anticipated procurement volumes include 400 image capture workstations, 10 over-the-counter card issuance printers, 2.8 million central print cards, and 140,000 over-the-counter cards. A Small Business Subcontracting Set-Aside requirement applies to all procurement categories. The current environment encompasses 46 Agency and Regional Service Centers and 360 Image Capture Stations. Vendors must demonstrate compliance with NIST and industry cybersecurity frameworks through submission of SOC2 Type II audit reports and comprehensive security documentation. The presentation warned that quotes with additional language, reservations, conditional statements, or non-responsive formatting would be deemed non-responsive and subject to rejection.
