About this file

This is Bid Amendment #7 to Bid Solicitation #25DPP01124 for the Enhanced Digital Driver's License (EDDL) and Central Issuance system, issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property. The amendment addresses questions submitted during the second electronic question and answer period and provides revisions to the original bid solicitation and state-supplied price sheet. Key revisions are made to Bid Solicitation Sections 1.2, 3.13.8.1, 3.14, 4.3.3, 4.3.4, and 6.7G. The current quote submission due date has been revised to October 29, 2025 at 2:00 p.m. Eastern Time, with the solicitation requiring 75 card samples total (25 each for driver's licenses, permits, and identification cards) to be submitted within 48 hours of the state's request for the oral presentation. The contract encompasses a seven-year base term with potential three one-year extensions, requiring contractors to understand all scope of work sections containing "shall" or "must" language and to address all technical evaluation criteria demonstrating comprehensive understanding of system requirements.

The amendment clarifies significant pricing and technical requirements for bidders, particularly regarding mobile driver's license (mDL) implementation and hardware refresh cycles. Mobile driver's license pricing has been removed from the current price sheet and will not be evaluated as part of the EDDL quote; however, bidders must propose their mDL approach and experience within technical quotes, with final pricing and deliverables to be negotiated post-contract award through contract amendment. Image capture hardware and over-the-counter printer hardware must undergo refresh cycles every three years, with bidders required to provide firm-fixed unit costs for Years 1, 4, and 7. The state clarifies that anticipated annual card volumes range from 2.5 million to 5 million cards, with the price sheet reflecting 2.65 million cards annually (2.5 million central print and 150,000 over-the-counter), and states that manufacturing of card bodies prior to personalization must be conducted in the United States. The amendment maintains all other instructions, terms, and conditions of the original bid solicitation.

Section Reference Question (Bolded) and Answer

196
T2466 Revised Bid Solicitation 9.5.25
Q: To allow time for review and action based on responses to the second round of questions, would the MVC consider an additional 3-week extension?

A: The Quote submission due date has been revised to October 29, 2025.

197
T2466 Revised Bid Solicitation 9.5.25 - Quote Opening Date
Q: Would the MVC kindly allow for a six-week extension to the current due date? This additional time will enable the MVC to thoroughly review and respond to the second round of questions submitted by vendors and provide comprehensive clarifications. This, in turn, will allow all prospective vendors sufficient time to prepare and submit their most complete and competitive proposals.
198
T2466 Revised Bid Solicitation 9.5.25 - Quote Opening Date
Q: Given the magnitude of the first round Q&A and the need to adjust our approach based upon the answers provided, will the State allow a six-week extension and adjust the proposal due date to November 19, 2025? This will help ensure vendors can properly review and accommodate answers/scope clarifications --- providing the citizens of New Jersey the best solution possible.
199
T2466 Revised Bid Solicitation 9.5.25 & Attachment 3-Price Sheet
Q: A card solution to meet all the requirements as written is possible, but the set of functionalities requested is complex and there are very different options each with their own limitations and benefits. Q. Would MVC consider allowing bidders to propose two separate card solutions to provide the best value for New Jersey as long as they met all the requirements?

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5.

200
Question 53 not answered
Q: Question 53 (first question) asked for guidance on the number of sample cards required and if a set of different card types are required for the Oral Demonstration. The answer provided by MVC refers us to the answer for Question 48. However, Question 48 does not provide an answer to this question. Please restate the answer to question 53 (first question).

A: As stated in Bid Solicitation, Section 4.5.3, a total of 75 card samples must be provided. The Contractor must provide 25 card samples for each of the DL, Permit, and ID cards.

201
T2466 Bid Amendment 5 9.5.25- Follow up to Question #54
Q: Question 54 refers to the Scope of Work Section and asks how to respond to the requirements listed in it. MVC’s answer is a copy and paste of the card samples response to question 53 and does not answer the question asked. Please restate the answer to question 54. Please confirm which parts of the Scope of Work Section require a detailed answer.

A: In the technical quote submission, all sections within Section 3 that include "shall" or "must" need to be addressed. Items in Section 4 outline the scope requirements. The Division cannot advise how or what information a Bidder should provide in its reply to the Scope of Work, as the totality of the information will be used to evaluate the Quote submitted pursuant to Bid Solicitation Section 8.9.1 Technical Evaluation Criteria:

Ability of firm to complete the Scope of Work based on its Technical Quote: The Bidder’s demonstration in the Quote that the Bidder understands the requirements of the Scope of Work and presents an approach that would permit successful performance of the technical requirements of the Contract.

202
T2466 Bid Amendment 5 9.5.25-Follow up to question #54
Q: It seems Question 54 contains the answer to question 53. Can the MVC provide the answer to question 54? Please confirm which parts of the Scope of Work Section require a detailed answer.

A: Please review the response listed in Question #201.

Q: Do only the sections labeled "REQUIREMENT” require a detailed answer as the other sections seem to be an overview of the current solution.

A: Please review the response listed in Question #201.

203
T2466 Bid Amendment 5 9.5.25- Follow up to Questions #92 & 93
Q: The supported languages listed in question 92 and 93 are different for the signature pad. Q. Please confirm which list should be used for estimation?

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5. Please refer back to the Answers posted in Bid Amendment #5.

204
T2466 Bid Amendment 5 9.5.25- Follow up to Questions #98 & 111 and Attachment 3-Price Sheet
Q: Price sheet and answers to questions 98 & 111: Answer to question 98 states “While the State of NJ intends to implement mDL deliverables during the Contract term, the pricing of the mDL will be negotiated after Contract award through a Contract amendment.” Answer to question 111 states “mDL is intended to be an integral part of this Solicitation. Bidders are instructed to provide pricing accordingly” and a line has been added to the revised price sheet for Mobile Driver’s License (mDL) in Section A.

These two answers seem to contradict each other. Please clarify if pricing is to be provided for the mDL as part of this RFP response NOW, or if mDL pricing will be provided later during the contract term as a part of a contract amendment?

A: The Bid Solicitation and the State Supplied Price Sheet have been revised. The pricing for the mDL will not be part of the evaluation of Quotes for the EDDL. However, as outlined in the revised Section 3.14 of the "T2466 Revised Bid Solicitation 10/14/25," Bidders shall include their proposed approach and experience in mDL program implementation within their technical Quotes. As stated in the new Section 4.3.4 of the revised Bid Solicitation, the final pricing and deliverables will be negotiated post-Contract award through the Contract amendment process described in the State Standard Terms and Conditions (SSTCs) Section 5.14. Please note that the mDL pricing previously listed as Line Item #3 on the Price Sheet has been removed.

Q. If mDL should not be included in the price sheet, please provide an updated pricing sheet with the line item in Section A removed from the updated price sheet. Q. If mDL should be included on the price sheet there also needs to be line items for annual operational and maintenance costs.

A: Please see the revised Bid Solicitation and State Supplied Price Sheet.

Q: If mDL pricing is to be provided as part of this RFP response NOW will it be scored?

A: Please see the revised Bid Solicitation and State Supplied Price Sheet.

205
T2466 Bid Amendment 5 9.5.25-Follow up to question #77
Q: Can the MVC provide the number of USB ports on the computer and confirm that no USB hub is required to be provided by the vendor?

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5. Please carefully review the entire Bid Solicitation for requirements.

206
T2466 Bid Amendment 5 9.5.25-Follow up to question #114
Q: Can the MVC please confirm that the 24-hour window on expedited shipping starts once gated issuance has been cleared and it is ready for production?

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5. Please carefully review the entire Bid Solicitation for requirements and the answers provided in Bid Amendment #5.

207
T2466 Bid Amendment 5 9.5.25- Follow up to Question #125
Q: The answer to question 125 states…”New Jersey statutes require the MVC to issue licenses with "digitized color pictures." Licenses must adhere to the current statues and have a digitized color picture.” Q. Please confirm this means the primary portrait on the card must be in color.

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5. Please carefully review the entire Bid Solicitation for requirements and the answers provided in Bid Amendment #5.

208
Bid Amendment #5 - Follow up to Question #125
Q: If a color portrait is required on the credential, will the State consider allowing the primary portrait on the card front to be laser engraved (grayscale) and the second portrait (ghost image) on the back of the card to be in color in order to comply with the state statute?

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5. Please carefully review the entire Bid Solicitation for requirements.

209
T2466 Bid Amendment 5 9.5.25-

Follow up to question #126 Q: Answer to question 126 states that card samples are required to be submitted within 48 hours of written request, however the revised Bid Solicitation, Section 4.5.3. Card Samples still lists 72 hours. Please confirm what the timeframe is for card sample submittal upon written request.

A: Materials for the oral presentation, as outlined in Section 3.27, including card samples, must be provided within 48 hours of the State’s request. However, any card sample requests made during the Contract term, as outlined in Section 4.5.3, must be delivered within 72 hours of the request.

210
T2466 Bid Amendment 5 9.5.25-Follow up to question #136
Q: Can the MVC please confirm that 1:1 Verification occurs at the counter and not on the backend?

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5.

T2466 Bid Amendment 5 9.5.25- Follow up to Questions #143 and Attachment 3-Price Sheet
Q: Answer to question 143 states “the 7-year base term of the Contract includes the Set-up/deployment phases.” Q: If the 7-year based term includes set up/deployment (13-week mobilization period and 365-day delivery period, for a total of 1 year 3 months of delivery), is it correct to assume that the vendor will only produce 5 years and 9 months of card volume during the 7-year contract period?

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5.

Q. If so, can the price sheet be updated to reflect this? Currently, the price sheet is showing 2.65M annually (2.5M Central Print and 0.15M over the counter) for a full 7 years. Total volume for a full 7 years would be 18.55M cards versus a 5-year and 9-month total of 15.24M cards, which is a significant difference that would impact pricing assumptions.

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5.

212
T2466 Bid Amendment 5 9.5.25-Follow Up to Question #156
Q: The State notes that “the timestamped weighted evaluation criteria will be made available with the Contract Award File after the Notice of Intent to Award is issued upon request.” In the interest of transparency, will the State kindly reconsider its position and provide a detailed evaluation criteria breakdown prior to the bid submission deadline?

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5.

213
T2466 Bid Amendment 5 9.5.25- Follow Up to Questions #120 & 163
Q: Will the State remove the requirement for manufacturing of card bodies prior to personalization to be performed in the United States? The State has asserted that “the manufacturing of card bodies, prior to personalization and mailing, must be conducted in the United States.” However, it is important to note that the manufacturing phase occurring before personalization does not involve or require any personally identifiable information (PII); furthermore, all such sensitive data will remain securely within the United States. Additionally, the manufactured card bodies originate from a highly secured and certified complex and then are securely transported to the central print facility—located within the U.S.—via armed trucks accompanied by trained security personnel, ensuring their protection throughout transit. Permitting the production of card bodies outside the U.S. without compromising PII not only upholds the data protection standards the State rightfully prioritizes but also empowers the vendor community to incorporate and propose some of the most advanced security features available globally—many of which, as confirmed by leading document and security experts, originate from international sources. In light of this, and with the aim of fostering robust competition while preserving the State’s stringent security requirements, we respectfully urge the State to reconsider its position and allow for the manufacturing of card bodies prior to personalization to take place outside the United States.

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5.

214
T2466 Bid Amendment 5 9.5.25-Follow up to question #163
Q: Can the MVC confirm if this also includes hardware like cameras to be made in the US?

A: This question is outside the subject matter for the second electronic Question and Answer period as set forth in Bid Amendment #5.

215
T2466 Bid Amendment 5 9.5.25- Follow up to Questions #174 & 182 and Attachment 3-Price Sheet
Q: Question 174 and 182. Answer to Question 174 states “The State has modified the State-Supplied Price Sheet to indicate that the 400 workstations will be purchased only during Year 1 with equipment refreshes occurring every three (3) years as part of the new system's implementation.” However, the answer to question 182 states “The State anticipates each of the 400 workstations shall be replaced once every 5-years during the scheduled refresh cycle.” Q. Can the state please clarify whether the workstations will need to be replaced every 3 years or every 5 years?

A: Image Capture Hardware and OTC Printer Hardware must undergo a refresh cycle every three (3) years. Bidders are required to provide a 'Firm-Fixed Unit Cost per Occurrence' in the designated columns for "Year 1," "Year 4," and "Year 7" for Price Lines 7 through 9 on the Price Sheet. Workstations will be replaced only in the event of failure or in accordance with the manufacturer's specifications or recommendations.

Q. If every 5 years, can the state please revise the price sheet to appropriately reflect this requirement.

A: Please see the answer above.

216
T2466 Bid Amendment 5 9.5.25- Follow up to Questions #179 and Attachment 3-Price Sheet
Q: Answer to question 179 states “MVC issues approximately 10-15 thousand cards daily for a total volume equaling ~ 4.3 million a year.” Q: 4.3 million per year conflicts with the 2.65 million number provided in the revised price sheet (Attachment 3). Please clarify the annual volume assumption that should be used for our response to this RFP.

A: As originally stated in the State’s answer to Bid Amendment #5, Question #179, MVC issues approximately 10-15 thousand cards daily…”. This daily card issuance quantity varies between 3.6mil and 5.4mil annually which is estimated in Q179 at an annual value of approximately (~) 4.3mil. cards. However, the State Supplied Price Sheet accompanying this solicitation reflects an anticipated order quantity of 2.5mil. to provide Bidders with a firm fixed price quantity for competitive bidding purposes. The State expects to order no less than 2.5mil cards each year and may order up to 5mil cards annually. Note: For pricing purposes, Bidders are advised to utilize the figures (values and volume) provided in the State Supplied Price Sheet accompanying this solicitation.
