About this file

This is Bid Amendment #5 to the Enhanced Digital Driver's License (EDDL) and Central Issuance procurement (Bid Solicitation #25DPP01124 T2466) issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property. The amendment extends the quote submission deadline from September 17, 2025 to October 8, 2025 at 2:00 p.m. Eastern Time and provides answers to 195 electronic bidder questions, attendee lists from the February 25, 2025 optional site visit and February 27, 2025 optional pre-quote conference, and four new exhibits detailing network architecture diagrams, EDDL locations, service level agreements, and current vendor-supplied hardware specifications. The procurement seeks a comprehensive cloud-based solution to develop, implement, and operate an enhanced digital driver's license system that processes approximately 1.5 million licenses and 1 million change requests annually across 46 Agency and Regional Service Center locations and 360 Image Capture Stations. Key deliverables include an Image Capture Application with Image Retrieval System, Central Issuance and Over-the-Counter Card Issuance System, Central Image Repository, and Image Management System supporting both centralized and decentralized card production. The base contract term is seven years with three optional one-year extensions, and the contractor must provide a $5,000,000 performance security bond.

Pricing must be submitted on the State-Supplied Price Sheet as firm-fixed costs with no CPI adjustments; estimated annual volumes include 2.8 million centrally printed credentials, 140,000 over-the-counter cards, and initial procurement of 400 Image Capture Application workstations with 10 percent spare inventory, all new equipment with hardware refreshes anticipated at years four and seven based on manufacturer recommendations not exceeding five-year cycles. The procurement includes a Small Business Subcontracting Set-Aside requirement with a 25 percent good faith effort goal for subcontracting with certified small businesses, though no specific target percentages apply to individual subcategories; bidders must make good faith efforts and may accept specialized services that preclude additional small business subcontracting. All card manufacturing, including card bodies and New Jersey-specific security features, must be performed within the United States. The State will provide existing workstations (Dell OptiPlex 7000 Micro units), Microsoft Dynamics 365 Commerce licenses, physical backdrops, temporary credential printers, receipt printers, cash drawers, and HP M611 printers; contractors must supply new signature pads, cameras, uninterrupted power supplies, over-the-counter card printers, and complete software and integration services. Payment terms follow New Jersey's 60-day standard with 10 percent retainage released upon satisfactory performance certification by the State Contract Manager, and retainage does not apply to third-party delivery costs or card inventory line items.

Section Reference Question (Bolded) and Answer

1.
PDF Documents
Q: When trying to open a Portable Document Format (PDF), I am receiving an error message and am unable to access the PDF. How should I proceed?

A: It is recommended that users utilize Microsoft Edge to view PDFs. Certain PDF forms cannot be opened in the Chrome or Firefox built in PDF viewers that are enabled by default. If using Chrome or Firefox it is recommended that the file is downloaded instead by clicking the download button in the upper right-hand corner of the browser after an error message is received. An alternative option is to disable the built in PDF viewers in Chrome or Firefox.

2.
Quote Submission
Q: Should I check that I have properly completed and attached all of the required documents with my submitted Quote?

A: Yes. Prior to the Quote Opening Deadline, a Bidder should review the documents comprising the submitted Quote to ensure that all of the required documents have been completed and attached. Oftentimes a Quote is deemed non-responsive because a Bidder fails to attach a required form or attaches a blank form. To review a submitted a Quote, a Bidder should log into NJSTART and review each document attached to the Quote submission. Instructions on how to review a submitted Quote can be found in the Quick Reference Guide entitled How to Review a Submitted Quote, which is available on the NJSTART Vendor Support Page under Vendor Reference Guides.

3.
Quote Submission
Q: Please confirm a Bidder may deliver a hardcopy quote instead of submitting a response electronically.

A: Please be advised that all Quotes shall be submitted electronically through NJSTART.

4.
Exceptions
Q: Will the State allow Bidders to take exception to any of the Standard Terms and Conditions?

A: No, the State will not allow Bidders to take exception to any of the Standard Terms and Condition. Terms and conditions on publicly bid procurements must be consistent for all potential Bidders, and cannot be based on a single vendor’s terms.

5.
MBE Company
Q: Can you please post a list of the companies that were at the pre-quote conference, as we would like to see if we can partner with one of them.

A: This Amendment includes the list of attendees for both the Pre-Quote Conference and the Optional Site Visit for review. Please see Bid Amendment Pages 40 and 41 for the list of attendees.

6.

Those sections include 5.8 Liquidated Damages, 5.9 Retainage, 5.10 Electronic Payments and 5.11 Procurement Efficiency Program. Do Sections 5.8 through 5.11 apply to this procurement?

A: This was a formatting error in the Table of Contents. The phrase "NOT APPLICABLE TO THIS PROCUREMENT" only applies to Section 5.7, Authorized Dealers and/or Distributors, and Section 5.8, Liquidated Damages. The Table of Contents has been corrected in the revised Bid Solicitation entitled "T2466 Revised Bid Solicitation 9.5.25."

10.
Bid Solicitation, Section Solicitation –Cover Page & Sections 1.1 - Purpose, and Intent and Background
Q: (3.8) The solicitation cover states: “SET-ASIDES Small Business Set-Aside For Goods and Services (3 boxes are checked) and Section 1.1 states: “This procurement is a Small Business Subcontracting Set-Aside.” However, Section 3.8 states: “3.8 SMALL BUSINESS SET-ASIDE CONTRACTS Not applicable to this procurement” Question: Please clarify if a small business set-aside (for subcontracting only) is required.

A: The Bid Solicitation Cover page indicates that this Contract is a Small Business Subcontracting Set-Aside for Categories 1, 2, and 3. Therefore, Section 3.8, Small Business Set-Aside Contracts, is not applicable as the full Contract is not a Small Business Set-Aside. Please see Bid Solicitation Section 3.13.8.1, Small-Business Subcontracting Set-Aside Contract, for more information on subcontracting set-asides goals.

Q: If a small business subcontracting set-aside is required, please provide the set-aside amount, and if it is a target (goal) amount or a fixed (hard requirement) amount.

Q: RFP states: "Additionally, the awarded Contractor must sustain all current EDDL System capabilities, efficiency, security enhancements, manufacturing, production, and distribution at present MVC operational levels while development, testing, and implementation of the new System is conducted and the System is replaced in its entirety.” Question: We assume operating the incumbent's system is not within scope. Please confirm.

A: The State confirms that the Contractor operating the incumbent’s system is not within the scope of this Solicitation.

Q: If the State expects the contract awardee to operate the incumbent's system, please specify how this will be accomplished.

A: The State does not anticipate a need for the contract awardee to operate the incumbent contractor’s system.

12.
Bid Solicitation, Section - 1.1 Purpose, and Intent and Background
Q: The RFP states: "… the awarded Contractor must sustain all current EDDL System capabilities, efficiency, security enhancements, manufacturing, production, and distribution at present MVC operational levels while development, testing, and implementation of the new System is conducted, and the System is replaced in its entirety.” Is the State looking for assurances from the Contractor that the current operation will not be negatively impacted while the new system is being developed or is the State requesting the Contractor to take over the management and operation of the current, existing system, which will have been provided by another Contractor if a new Contractor is being selected?

A: The current operation must continue uninterrupted while the new system is being developed and transitioned to. The contract awardee will not be simply taking over management and operation of the current system.

14.
Bid Solicitation, Section 1.2.1 - Current Program Background
Q: The RFP states “Due to a necessary 2020 security change, NJ driver licenses are no longer printed in person. NJ State driver’s licenses renewed online or at an Agency location are centrally processed, issued, printed, and mailed to the license holder” Throughout the RFP, in areas such as 4.1.1 D, on Page 17, and 4.3 on Page 19, Over the Counter (OTC) printing capabilities are required of the Contractor. In Section 4.9.2, on Page 29, it states that OTC needs to be made available at 23 MVC locations. The price sheet also requires the Contractor to provide pricing on 140,000 credentials per year that will be issued OTC. If the security change mandates that no driver licenses are printed in person, is there a requirement for OTC production capabilities?

A: Yes, OTC printing capabilities are required and the Contractor must provide such production capability as specified within the Bid Solicitation.

Q: If there is a requirement, can the State provide confirmation that 23 locations and 140,000 credentials per year are accurate numbers?

A: Please see the response to Question #13. Additionally, 140,000 is an estimated quantity and may be subject to change before, during, and after Contract award.

A: Change requests are made up of transactions such as duplicates, upgrades, downgrades, and changes to the biographical data on the license such as name, address, date of birth, etc.

16.
Bid Solicitation, Section 1.2.1 - Current Program Background
Q: What is the difference between Agency and Regional Service Center sites and how they operate?

A: With exception to the Trenton Regional Service Center (TRSC), which is the only Regional Service Center authorized to issue New Jersey State Drivers Licenses, NJMVC Regional Service Centers do not process standard driver license transactions.

19.
Bid Solicitation, Section 1.2.1 Current Program Background and Attachment 3 – State-Supplied Price Sheet
Q: The price sheet supplied estimated volumes of 2.8 million issuances per year, plus 140,000 OTC. However, in section 1.2.1 Current Program Background, paragraph 3 states that an average of 1.5 million licenses, plus 1 million change requests are issued annually. QUESTION: So all bidders are estimating from the same card quantity, can the State please explain the significant difference in annual card volume and adjust the price sheet as necessary?

A: The total estimated card volume is approximately 2.8 million per year, which includes 1.5 million new or reissued licenses, 1 million change requests, and an additional 150,000 OTC issuances. The estimated quantity on Price Line #10 has been revised on the revised State-Supplied Price Sheet dated 9.5.25 to reflect 2,500,000.

20.
Bid Solicitation, Section 2.1 - Electronic Question and Answer Period
