About this file

This is a calculation template for demonstrating compliance with subcontracting limitations under FAR 52.219-14 for contract FA2521-25-B-0003, SXHT 23-1030 Repair HVAC Building 535. The template applies to contractors assigned NAICS code 4 (Construction by special trade contractors) and requires submission with the proposal.

The calculation template establishes that contractors must perform at least 25% of contract work in-house, with no more than 75% of Government-paid amounts (excluding material costs) going to non-similarly situated entity subcontractors. The six-step calculation requires: (1) entering total contract value for the prime offeror/contractor and similarly situated entities; (2) deducting all material costs; (3) calculating the subtotal of non-material costs; (4) identifying total value of non-SDVOSB work excluding materials; (5) calculating the self-performed work amount; and (6) dividing self-performed work by total non-material costs to derive a percentage that must equal or exceed 25%. An authorized representative must certify the accuracy of calculations, provide their signature, typed name, title, company name, and date of submission.
