About this file

This is a Questions and Answers (Q&A) document for federal contract SXHT 16-1028, addressing inquiries regarding the repair and renovation of the PMEL facility in Building 981 at a Space Force installation (Patrick Space Force Base/Cape Canaveral Space Force Station).

The document addresses 49 questions spanning mechanical systems, electrical work, fire alarm systems, building controls, and project logistics. Key requirements include: provision of temporary HVAC and air conditioning systems with temporary power during construction in an occupied facility; replacement of electrical distribution panels identified in drawings; installation of fire alarm systems with coordination to the Installation Fire Department; and implementation of building-level HVAC control systems meeting cybersecurity and communication protocol requirements per UFC and SLD 45 IFS standards. The Government clarified that contractors may use building-level components from any brand meeting BACnet/MSTP protocols and cybersecurity requirements, rather than restricting to proprietary systems, though the specification previously emphasized ALC WebCTRL. Critical Government commitments include: completing all Risk Management Framework requirements independently, addressing CISA cybersecurity vulnerabilities directly with manufacturers, verifying Buy American Act/Trade Agreements Act compliance for specified products, and arranging ownership of configuration software licenses. The contractor must provide temporary cooling for any offline AHU units, coordinate power outages with the Space Force Telecommunications Team at least two weeks in advance, perform factory training on fire alarm systems per specification requirements, and follow industry best practices for duct cleaning and system balancing. Warranty coverage begins upon final project completion and extends for 10 years.

20. The attached excerpt of M-002 and specification 23 05 15, pages 271-272 seems to have a discrepancy on piping material to use. Please clarify which we should follow?

22. Please clarify the extent of the required duct cleaning. Does it include all ductwork or just the ductwork in the mechanical rooms? If all ductwork is to be cleaned, please provide an as-built drawing.

A: See drawings and specs. Contractors should use best practices for final duct system operation.

23. The existing electrical distribution equipment is not provided with arc flash warning labels. Please confirm whether an arc flash coordination study and installation of updated arc flash labels are required as part of this project.

It was observed that existing distribution panels 2DP-2 and 2DP-3 appear outdated, and replacement parts and breakers are difficult to source and may be obsolete. Accessing and modifying these panels may result in extended outages and potential scheduling impacts.

Please advise whether panels 2DP-2 and 2DP-3 are to be replaced as part of this project.

A: Replace electrical panels that are identified in the drawings and specifications.

Please clarify what temporary power measures will be required if outages are performed on the affected distribution panels identified on Sheet E-601.

A: Spec Section 01 00 00, Subpart 1.5 states, “Power outages shall only affect HVAC equipment,” and “Contractor will let the Space Force Telecommunications Team (SLD 45/SCXP) and the Contracting Officer know of any power outages for B981 at least 2 weeks before starting work.”

Sheet E-601 references distribution panel 2DP-4 to be located in Room 38; however, this panel is not shown on the power plan. Please provide approximate location of the distribution panel 2DP-4 on the power plan E-100

A: Drawings E-601 and E-701 note that the location of panel 2DP-4 would be located in Room 38 of Building 981.

Will the building be occupied during the course of construction?

A: Yes

28. With the scope of work being in separate areas of the building, is there a phasing plan that is to be followed for the duration of the project?

A: Contractors discretion to work in phases if not phased portable A/C to be provided.

29. Do we need to replace existing isolation valves servicing units? If so are we able to coordinate a shutdown to drain or do we need to plan on a freeze line?

A: Yes, the valves need to be replaced. Contractors’ discretion whether to shutdown to drain or plan on a freezing line.

30. Is this project able to be worked normal hours 0700 – 1500?

A: Refer to Spec Section 01 00 00, Subpart 1.12 for work hours

31. Are there any temp cooling requirements while the units are taken offline?

A: Yes

32. The noted spec section includes a requirement to "field test to include testing and inspection of the equipment to be controlled and submit an Existing Conditions Report"…exactly what equipment are we inspecting since we have no knowledge of any additional equipment in this facility. furthermore, will the new controls firm perform that testing or will the incumbent vendor?

A: Spec Section 23 09 00, Subpart 3.1.1, states in part, “Perform a field survey, including testing and inspection of the equipment to be controlled…” Refer to mechanical drawings, including Drawing M-601, of the equipment to be controlled.

33. The referenced spec section states in part that the contractor is to inspect, calibrate and adjust as necessary to place in working order any existing devices to be reused. Please provide a list of those devices and confirm who will perform that testing if a new BAS system will be installed?

A: Spec Section 23 09 00, Subpart 3.1.1, states in part, “Inspect, calibrate, and adjust as necessary to place in proper working order all existing devices which are to be reused.” Contractor is responsible for confirming new devices per Drawing M-002, General Note 3, “Verify existing conditions prior to performing new work.”

34. The Mechanical G10 SLD45 Requirements state that "If Mechanical Systems are being replaced or upgraded in a facility that is occupied, then temporary air conditioning shall be provided under the provisions of the contract t include any temporary power for the delivery and distribution of temporary air conditioning. Is temporary Air Conditioning required during performance of this contract? We find no other reference to Temporary Air Conditioning or temporary power in these documents? Please clarify the extent of termporary AC (if any) and where the power for that equipment will originate.

A: Temporary A/C is required for any AHUs that are offline. Power location will be determined by the Contractor with respect to what type/voltage of portable A/C unit that is being used.

35. The control SPEC 23 09 00 specifies ALC as the control vendor of choice… it is our understanding that Schnieder Electric Ecostruxure is currently in use in that facility. If so, are we replacing the building level controller to support the new ALC architecture? No demo work is shown on the existing control system. Please advise.

A: Drawing M-701 indicates work to be done on HVAC system controls.

Furthermore, Spec Section 23 09 00, Subpart 1.1.2 and Drawing M-701 show basis of design with required communication protocols. However, Contractor is allowed to install building-level system parts from any brand. For the building router approved equal requirements and salient characteristics, Contractor may provide and install a building router per drawings and specs as noted without the terms, “ALC,” “WebCTRL,” or “Automated Logic Corporation,” as long as communication protocol and cybersecurity requirements are met (e.g. UFC and SLD 45 IFS).

36. The mechanical G10-SLD45 requirements as shown on Drawing 002 show “preferred” VFD manufacturers as ABB, Trane and Danfoss…Control notes on Drawing M-701 state “VFD Manufacturer shall be ABB per IFS G10 HVAC Requirements” …there seems to be a conflict with what manufacturers are approved. Please clarify.

A: SLD 45 IFS Appendix G10, states ABB is the preferred vender.

37. Drawing M-701 makes the statement that “Per the IFS G13, the network architecture is Schnieder Ecostruxure and no approved substitutions…but we have found repeated comments thru-out the documents referencing ALC WebCTRL to be used. Please clarify where and or what is being used and to what extent support may be required if the DDC system is being replaced. Please edit the documents to alleviate any discrepancies in that regard.

38. Mechanical General Note 24 states to upgrade the Building Level Controller (BLC) before equipment is installed to ensure proper operation and communication. Is this controller being upgraded? Or replaced with ALC WebCTRL building level controller.

A: Refer to Drawing M-701 for HVAC controls work to be done.

39. Mechanical General Note 7 states that all hangers, clamps and other various fasteners shall be 316 stainless steel… is 316 stainless steel required for interior supports, hangers, clamps, etc or only on exterior hardware? If so, would we replace all of the existing carbon steel support components in each mechanical room?

A: SLD 45 IFS Appendix G10, G10.12.8 states, “All outside materials such as hangers, clamps, and other various fasteners must be 316 stainless steel.” Replace all interior supports with indoor style brackets.

40. Is the intent to isolate-drain each mechanical room and respective section of the facility during renovations? It appears the POC for the new CHW and HW piping serving each AHU is upstream of the existing isolation valves? Otherwise, we will need to freeze each CHW-HW branch pipe serving its respective AHU in order to install new isolation valves.

A: Contractors discretion use best practices.

41. Brand-Name Specification Section 23 09 00, 1.1.1 names WebCTRL by Automated Logic Corporation as the required Enterprise Server without listing salient characteristics or "or equal" criteria.

FAR 11.104 requires brand-name specifications to identify salient characteristics that allow offerers to propose equivalent products, and FAR 6.303 requires a Justification and Approval when competition is restricted to a single source. Please clarify whether a J&A has been completed for this brand-name specification or provide salient characteristics for an “or equal”.

A: For approved equal requirements and salient characteristics, Contractor may provide and install a building router per drawings and specs as noted without the terms, “ALC,” “WebCTRL,” or “Automated Logic Corporation,” as long as communication protocol and cybersecurity requirements are met (e.g. UFC and SLD

45 IFS).

42. RFI Question 2: Certification & Competitive Bidding

Section 1.1.2 states "all system-level parts may be any brand, as long as the protocol utilized is BACNet/MSTP." However, the same section requires contractor personnel to hold ALC-specific certification before commencing any work on the EMCS or building-level systems. Please clarify how the Government intends for non-ALC integrators to competitively bid building-level work when the certification requirement is manufacturer-specific and the manufacturer restricts certification to their sole authorized dealer in this territory. This creates a situation where the only contractors able to bid are the contractors the sole authorized dealer provides bids to, and then as a result, making themselves the sole available sub for controls work.

A: The Contractor is allowed to install building-level system parts from any brand.

UFC and

SLD 45 IFS).

43. RFI Question 3: Contractor Performance Responsibility

Section 1.1 requires the contractor to provide a "complete" DDC system, which implies single-source performance responsibility. However, the Enterprise Server is pre-selected as a proprietary platform whose programming tools, software licensing, and ongoing support are available exclusively through the manufacturer's authorized dealer network and are not accessible to the installing contractor. Please clarify how the Government intends for the contractor to accept performance responsibility for a complete system when critical components of that system — including front-end programming, graphical interface development, and software maintenance — cannot be independently performed, serviced, or competitively procured by the contractor or without the manufacturer's sole authorized dealer.

A: The Contractor is allowed to install building-level system parts from any brand.

UFC and

SLD 45 IFS).

44. RFI Question 4: Manufacturer Independence (Section 1.1.4)

Section 1.1.4 requires that "all necessary documentation, configuration information, programming tools, programs, drivers, and other software are licensed to and otherwise remain with the Government" such that the Government can perform "repair, replacement, upgrades, and expansions of the system without subsequent or future dependence on the Contractor, Vendor or Manufacturer." However, the specified manufacturer's programming tools — including EIKON, SiteBuilder, and ViewBuilder — are proprietary applications available exclusively through the manufacturer's authorized dealer network, subject to license terms that restrict redistribution and sublicensing.

Additionally, the sole dealer for this territory has refused to provide pricing to select contractors. Please clarify how the Government intends for the contractor to deliver manufacturer independence per Section 1.1.4 when the specified platform's business model requires ongoing dealer dependence for access to programming tools, software updates, and technical support as well as the dealer restricting bids.

A: The Government has arrangements to perform repair, replacement, upgrades, and expansions of the system without subsequent or future dependence on the Contractor, Vendor or Manufacturer.

45. RFI Question 5: Unrestricted Rights & Proprietary Information

Section 1.7 requires all submittals "contain no proprietary information and be delivered with unrestricted rights." Section 1.8 requires the contractor to provide all programming and configuration software and license it to the project site. However, the specified manufacturer's programming and configuration tools are proprietary, dealer-licensed applications subject to end-user license agreements that restrict redistribution and sublicensing. Please clarify how the Government intends for the contractor to deliver submittals with unrestricted rights and no proprietary information when the specified platform's tools are inherently proprietary and cannot be freely licensed to the Government.

A: The Government has arrangements to own the license of configuration software from the Manufacturer.

46. RFI Question 6: RMF Authorization to Operate

UFC 4-010-06 requires facility-related control systems on DoD installations to complete the Risk Management Framework process and obtain an Authorization to Operate before connecting to the base network. Please clarify whether the Government will provide existing RMF artifacts and FIPS 140-2 validation for the specified platform, or whether the contractor is responsible for developing the full RMF ATO package — and if so, whether that cost should be included in the bid.

A: The Government will complete all RMF requirements independent of this project.

47. RFI Question 7: CISA Known Vulnerabilities CISA has issued multiple ICS advisories for the specified WebCTRL platform, including ICSA-24-326-01 addressing CVE-2024-8525, rated CVSS 9.8 Critical for unauthenticated remote code execution. However, CISA's recommended mitigation directs users to contact the manufacturer's authorized dealer for patches, which are not independently available to the installing contractor. Please clarify whether the contractor is responsible for remediating all known CISA vulnerabilities prior to system acceptance, and if so, how the contractor is to obtain security patches that are exclusively distributed through the manufacturer's dealer network.

A: The Government will directly address CISA vulnerabilities with the manufacturer.

48. RFI Question 8: BACnet Secure Connect UFC 4-010-06 requires encrypted communications for facility-related control systems on DoD installations. However, BACnet Secure Connect (BACnet/SC) compliance on the specified platform requires separately purchased add-on components that are available exclusively through the manufacturer's authorized dealer network and are not independently procurable by the installing contractor. Please clarify whether BACnet/SC compliance is required for this installation, and if so, how the Government intends for the contractor to procure and price these components when they cannot be obtained outside the manufacturer's dealer channel.

A: BACnet Secure Connect (BACnet/SC) is required at the platform level, not necessarily the building level. The Contractor is allowed to install building-level system parts from any brand.

49. RFI Question 9: Buy American Act / Trade Agreements Act

FAR 25.2 requires compliance with the Buy American Act for construction materials on federal projects. However, the specified manufacturer's published literature describes its products as "American Assembled" rather than "American Manufactured," and the manufacturer's parent company (Carrier) operates manufacturing facilities outside the United States. Please clarify whether the Government has verified BAA/TAA compliance for the specified product, or whether the contractor is responsible for making that determination and should include a BAA/TAA compliance analysis in its submittal.

A: The Government has verified BAA/TAA compliance for all specified products.
