About this file
This Supplier Questions & Answers document, issued June 11, 2015, addresses inquiries related to the Georgia Department of Juvenile Justice (DJJ) Multifunctional Kiosk System RFX (DJJ0000209). The RFX was initially posted to the internet on May 18, 2015, and seeks proposals for installing a state-of-the-art kiosk system across 25 DJJ secure facilities (revised from the original 27 facilities per Addendum 3). The kiosk system will enable youth to conduct email and video visitation communications with approved family members, submit confidential PREA and grievance allegations, request sick call services, and download DJJ-approved books and music onto mobile devices to promote positive behavior. The supplier is responsible for providing all equipment, engineering, installation, wiring, system control, training, and ongoing maintenance. The initial contract term is set for one year or possibly less depending on the award date, with the number of kiosks to be installed at an initial rate of one per dorm or housing unit across the facilities. DJJ will separately obtain tablets for youth displaying positive behavior traits and will purchase media content independently.
The supplier must include all equipment, installation, wiring, and associated costs in their cost proposal, with the DJJ paying upfront for these capital expenses rather than incorporating costs into per-transaction charges for services. DJJ declined to extend the initial one-year term to allow contractors to recoup installation costs and rejected a request to waive the performance bond requirement. The Q&A document confirms that DJJ will provide the Annex H Cost Proposal form through Addendum 3 and permitted a second round of supplier questions following the posting of the cost proposal form. Exhibit 1 details the number of housing pods across the 25 facilities, ranging from 2 to 12 pods per facility, with Regional Youth Detention Centers containing between 2 and 9 pods and Youth Development Campuses containing between 4 and 12 pods.

In other words, is this a cost bid or does the cost for all of the equipment, instillation and other technologies need to be built into the charges for video visitation, books, music, videos and such?
