About this file
This is Addendum #6 to a Request for Proposal (RFP) issued by the Georgia Department of Juvenile Justice (DJJ) for a Multi-Functional Kiosk System to be deployed across 27 state-owned DJJ secure facilities. The addendum, dated July 20, 2015, modifies the original procurement requirements to include the provision of mobile devices and tablets that interface with the kiosk system, which DJJ will purchase from the successful supplier. The kiosk system will enable youth in DJJ custody to conduct morale and welfare communications including email and video visitation with approved family members, submit confidential PREA and grievance allegations, request medical treatment through sick call slips, and download DJJ-approved educational content onto tablets. The system will serve approximately 1,460 youth currently housed in both Youth Development Centers (YDC) and Regional Youth Development Centers (RYDC), though DJJ noted that this population figure is subject to fluctuation and not guaranteed to remain constant. The kiosk units will be installed in housing units to provide limited, monitored privacy for youth during video visitation calls. The successful supplier will be responsible for all engineering, installation, wiring, system control, staff training, and ongoing maintenance of the complete solution. The revised proposal submission deadline was extended to August 7, 2015, at 2:00 PM, and suppliers were required to submit a signed acknowledgment of the addendum with their proposals.
The addendum stipulates that suppliers must submit the revised Annex H Cost Proposal form with their proposals, indicating that pricing terms and cost structures were modified as a result of the newly required mobile device and tablet components. The addendum emphasized that this RFP will result in a purchase of the supplier's complete solution by DJJ, rather than a service contract or lease arrangement. The procurement indicates limited involvement from the Georgia Technology Authority (GTA) and its subcontractors. The kiosk system explicitly will not include or support a commissary function. Suppliers were encouraged to regularly check the procurement website for any additional changes to the RFP documents, with the notation that in cases of conflict between previously released information and the addendum, the addendum language would control.
