About this file
This file is a questionnaire attachment (Attachment I) to an RFP issued by the Arizona Department of Education for solicitation BPM007009 regarding Off-Duty School Resource and School Safety Officers (SRO/SSO) services. The questionnaire requires detailed narrative responses addressing the offeror's approach, experience, capability, and reliability in delivering comprehensive SRO/SSO management services across all 15 Arizona counties. The response, submitted by Subrosa Protection Group, outlines the company's cloud-based software platform for job scheduling, officer verification, and reporting; its process for assigning officers to eligible school districts; its capacity to service approximately 250 schools and 1,250 weekly officer shifts statewide; and its administrative infrastructure for payroll, scheduling, invoicing, and compliance management. The solicitation requires offerors to demonstrate their ability to work with law enforcement agencies across multiple jurisdictions, provide both on-site and online training for administrators and officers, deliver weekly payroll to participating officers, and maintain comprehensive liability and workers' compensation insurance at no cost to the Arizona Department of Education or participating officers.
Subrosa's proposal emphasizes operational readiness supported by a roster of over 700 AZPOST-certified officers organized into four regional zones (Northern, Central, Southern, and Western Arizona), each overseen by a Regional Field Liaison reporting to a 24/7 operations center in Chandler, Arizona. The company proposes to charge for services through monthly invoices with detailed time-based breakdowns, handle all collections from participating school districts, and maintain a 10% buffer of available officers above average weekly demand to ensure uninterrupted shift fulfillment. The proposal includes comprehensive insurance coverage consisting of $2 million in general liability per occurrence with $4 million aggregate, statutory workers' compensation with $1 million in employer liability, and $1 million in automobile liability for vehicles used in assignments. No specific contract term, renewal options, or budget amounts are disclosed in this questionnaire attachment, though the document indicates that pricing and detailed implementation timelines are addressed in other sections of Subrosa's formal proposal response.

Arizona Department of Education 1535 W. Jefferson Street
Phoenix, AZ 85007
Provide a detailed narrative response to each question below. Proposals without a detailed narrative to the questions below will receive a lower score during the evaluation. The narrative response shall address the following questions, in the order below, referencing the related section of the scope of work.
A. Method of Approach
1. Executive Summary In a maximum of two (2) paragraphs, provide an executive summary in non-technical language to summarize the Offeror’s approaches in meeting the needs as stated in the Scope of Work of the solicitation.
Subrosa Protection Group, an Arizona-based security firm with decades of experience in law enforcement and dignitary protection, is proud to propose our services for the Arizona Department of Education’s Off-Duty School Resource and School Safety Officer Program. As a former law enforcement led provider specializing in the deployment and management of AZPOST-certified officers, we understand the mission-critical importance of protecting Arizona’s students and educators. Our strategic focus lies in delivering scalable, technology-enabled, and policy-compliant off-duty law enforcement solutions—tailored for every corner of the state.
To meet and exceed the scope of work outlined in this solicitation, Subrosa will deploy our proprietary cloud-based command platform, that is fully mobile-enabled, to ensure seamless job scheduling, officer verification, real-time geo-fenced clock-in/clock-out capabilities, and transparent reporting for all parties. We maintain active law enforcement partnerships across all 15 Arizona counties and will leverage our deep local agency relationships to fill shifts swiftly, honor community-based preferences, and provide both ADE and participating LEAs with immediate visibility into officer assignments, compliance status, and job performance. Subrosa's mission is simple: deliver safe, accountable, and fully supported off-duty police coverage statewide—with zero administrative burden on ADE or LEAs.
2. Describe in detail the Offeror’s cloud-based software platform and mobile application that will be used to search and find available jobs pursuant to the requirements of section 4.1, including all subsections, of the Scope of Work.
Subrosa Protection Group utilizes a secure, cloud-based software platform paired with a fully integrated mobile application to manage and coordinate all off-duty job assignments. This system has been modified to meet the demanding needs of managing public safety agencies and is tailored to the unique needs of the Arizona Department of Education. Officers can use the mobile app to view available jobs, accept shifts, update their availability, and manage their work calendars in real time. The platform includes geo-fencing technology that ensures officers can only clock in and out once physically present at the assignment site. This enhances accountability and validates timekeeping. ADE and LEAs will have administrative access to monitor assignments, view shift statuses, verify officer eligibility, and manage job requests. The platform is built with multiple publishing protocols, enabling ADE and local agencies to post jobs by jurisdictional rules, officer certification, and agency-specific guidelines. It supports transparent, auditable operations and ensures that every action is securely recorded and visible to authorized parties.
3. Describe the Offeror’s process of assigning requests pursuant to the requirements of section 4.2, including all subsections, of the Scope of Work.
Subrosa has implemented a highly disciplined process to assign officers to eligible school districts. This begins with receiving assignment requests from eligible LEAs via the online portal or direct dispatch communication. Each assignment is logged, time-stamped, and matched to a pool of officers who have been pre-approved and vetted through ADE’s SRO/SSO certification criteria and their home agency’s secondary employment policies. When multiple eligible officers are available, the platform gives priority to those affiliated with the requesting LEA’s jurisdiction and with the highest ranking. Should a preferred officer not be available, the system opens the opportunity to neighboring jurisdictions, ensuring all assignments are filled swiftly and without disruption. The platform honors any LEA request to reassign an officer and provides visibility into performance history and prior shift attendance. All assignments are tracked in real-time, with alerts generated for unfilled positions or compliance issues, enabling Subrosa’s administrative team to intervene immediately if escalation is necessary.
4. Describe and illustrate in detail the plan that ensures the Offeror has the capacity of servicing all 15 counties pursuant to requirement of section 4.3.
Subrosa Protection Group has operational readiness to support over 250 schools and up to 1,250 weekly officer shifts across all 15 counties of Arizona. Our team has developed working relationships with municipal, county, and tribal law enforcement agencies statewide. Officers are grouped in our system by county and agency jurisdiction, ensuring local priority while allowing for flexible statewide coverage in the event of shift gaps. Our 24/7 centralized dispatch center, located in Chandler, AZ, oversees scheduling, deployment, and shift monitoring, providing real-time coordination across rural and urban environments alike. In addition, we employ regional field liaisons assigned to each quadrant of the state (Northern, Southern, Central, and Western Arizona) who act as boots-on-the-ground support and coordinate directly with local departments, ensuring smooth day-to-day operations and rapid issue resolution. This layered infrastructure provides resilience, scalability, and built-in contingency to meet the full demand outlined in the Scope of Work.
5. Describe the Offeror’s database platform for reports pursuant to the requirements of section 4.4, including all subsections, of the Scope of Work.
Subrosa's reporting infrastructure is designed to offer full visibility into every assignment, shift, and officer activity. The platform includes a robust database with customizable dashboards that allow ADE staff to filter information by county, school, officer, or agency. Each shift includes digital logs of check-in and check-out times, location verification through GPS, and officer notes when applicable. Reports can be generated on-demand or scheduled for automatic delivery on a weekly, monthly, or quarterly basis. These reports are aligned with the requirements of Section 5 of the Scope of Work and include metrics such as shifts filled, shifts left unfilled, officer hours by school, and agency participation. Subrosa also provides quarterly and annual reports containing narrative summaries of successes, challenges, and recommendations for ongoing improvements. These reports are audit-ready and accessible through our administrative portal at no cost to ADE.
6. Describe the Offeror’s plan to manage and administer ADE requests for AZPOST-certified law enforcement officers pursuant to the requirements of section 4.5, including all subsections, of the Scope of Work. Provide details for each subsection.
Subrosa offers full lifecycle management of ADE assignments for AZPOST-certified officers. Our system first verifies that each officer has active AZPOST credentials and has completed ADE-mandated training prior to their eligibility to accept any assignment. For payroll, Subrosa issues weekly direct deposit payments to officers, complete with detailed pay stubs and earnings summaries. Shift scheduling is handled through our software platform, which matches officer availability with LEA needs and prevents scheduling conflicts or overages that would violate agency secondary employment policies. For invoicing and collections, Subrosa bills ADE monthly with clear, detailed breakdowns of services rendered by officer, date, and school. We also handle all collections, ensuring ADE incurs no financial burden for coordinating payment.
Furthermore, our management team actively liaises with law enforcement agencies to ensure participation policies are respected, and that any officer complaints, incidents, or scheduling conflicts are resolved with professionalism and transparency.
Subrosa’s approach to managing ADE’s SRO and SSO assignments includes full-service administration of the following:
1. Payroll Management o Officers are paid weekly via direct deposit.
o Transparent pay statements include shift breakdowns and withholdings (if applicable).
2. Scheduling o Dynamic platform matching officer availability, agency eligibility, and LEA needs.
o Automated reminders and compliance alerts issued prior to shift start.
3. Invoicing & Collections o Invoices submitted to ADE monthly and supported by detailed time records.
o Collections fully handled by Subrosa—no burden on ADE or LEAs.
o Active coordination with local and state agencies to ensure secondary employment policy alignment.
o Field liaisons serve as local agency advocates to facilitate communication and escalation.
7. Describe the Offeror’s plan to deliver either on-site or online training for all SROs and SSOs pursuant to the requirements of section 4.10, including all subsections, of the Scope of Work.
Subrosa provides both virtual and in-person training solutions to ensure all stakeholders understand their roles and use the system effectively. For administrators at ADE and LEAs, we conduct virtual onboarding sessions covering platform navigation, shift creation, compliance tracking, and report generation. Each session includes digital reference materials and access to recorded trainings. For officers, we provide both written training manuals and online modules that include practice jobs, system demonstrations, and policy overview. Officers must complete a mandatory orientation and pass a certification step before becoming eligible to accept assignments. When required, Subrosa also dispatches field trainers to conduct in-person walkthroughs at school sites, ensuring a clear understanding of site-specific protocols, safety considerations, and engagement expectations. All training materials are ADA-compliant and available in multiple formats.
Subrosa provides both on-site and online training modalities in compliance with ADE standards:
• Administrator Training o Delivered via live virtual sessions and written SOPs.
o Topics: Job posting, compliance tracking, and platform access.
• Officer Training o Online modules covering platform navigation, expectations, and reporting protocols.
o In-person training includes shift walkthroughs, role-specific briefings, and safety standards.
Training guides and practice assignments are part of the onboarding process. No officer is assignable until they’ve completed the certification steps required by ADE and Subrosa.
8. Describe the in detail the Offeror’s plan to assign SROs and SSOs pursuant to the requirements of section 4.11, including all subsections, of the Scope of Work.
Officer assignments are managed through Subrosa’s proprietary system, which publishes jobs to qualified officers via mobile push notifications and SMS alerts. When a school submits a shift request, it is entered into the platform and first offered to eligible officers based within the requesting LEA’s jurisdiction. Officers may then claim shifts on a first-come, first-served basis.
However, Subrosa’s system allows for alternative publishing options based on local agency policies, including assignment rotations, staggered publishing windows, and restricted group invitations. Officers are organized into county-specific teams that provide continuity and reduce travel time. If no officer accepts an assignment within the designated window, the platform expands access to a broader pool of regionally eligible AZPOST-certified personnel. The process is transparent and trackable, ensuring no shift remains unfilled due to administrative lag or communication breakdown.
Assignment process includes:
• Software-Driven Publishing:
o Jobs posted via mobile app and SMS notification to certified officers.
o Publishing rules align with local agency requirements and shift rotation preferences.
• First-Come, First-Served Structure:
o Officers may claim shifts via app interface.
o Publishing preferences can be adjusted by ADE or local agency, if needed.
• County-Based Grouping:
o Officers grouped by county to ensure local familiarity and rapid response.
o System expands to statewide access if local officers are unavailable.
• Fallback Mechanism:
o Real-time redistribution of unclaimed shifts to broader eligible officer pools.
9. Describe the in detail the Offeror’s plan to assign SROs and SSOs work shifts pursuant to the requirements of section 4.12, including all subsections, of the Scope of Work.
All shifts assigned through Subrosa meet the contractual minimum duration of four hours per request. When operationally appropriate, an eight-hour shift may be divided into two four-hour blocks to accommodate officer availability and school scheduling needs. We ensure that officer assignments remain in compliance with each agency’s combined on- and off-duty work hour limits, and our software flags potential overages before an assignment is confirmed. Shift requests submitted by LEAs are published at least two hours before the start time, and the system enforces this timeline automatically unless granted exception by ADE. Our workflow is designed to prioritize jurisdictional preference—jobs are first published within the applicable county or LEA, and only then expanded statewide if not filled. For schools that require vehicle usage, Subrosa coordinates directly with law enforcement agencies to arrange vehicle deployment and applies applicable billing for vehicle usage and insurance coverage.
Subrosa adheres strictly to the following:
• Minimum Shift Length: 4 hours per request; 8-hour shifts can be split as needed.
• Agency Limitations: Officer shifts comply with their department’s combined on/off-duty thresholds.
• Posting Timeframes: Assignments are posted at least two hours in advance unless a documented exception is granted.
• Jurisdictional Priority: Assignments routed to local/county agency officers first, then escalated statewide if needed.
• Vehicle Usage:
o If requested, vehicle deployment will be billed appropriately.
o Subrosa ensures proper insurance coverage for any vehicles used.
10. Provide a narrative to illustrates that liability and workers’ compensation insurance is provided at no cost to the officers or ADE pursuant to the requirement of section 4.13 of the Scope of Work.
Subrosa Protection Group provides comprehensive liability and workers’ compensation insurance coverage at no cost to the Arizona Department of Education or to participating officers. Our insurance policies include $2 million in general liability coverage per occurrence with a $4 million aggregate, statutory workers’ compensation coverage with $1 million in employer liability, and $1 million in automobile liability for vehicles used in connection with any SRO or SSO assignment. All officers, administrators, and schools participating in the ADE program are named as additional insureds where appropriate, and certificates of insurance will be provided prior to contract award and renewed annually. Our insurance coverage complies fully with Section 4.13 of the Scope of Work and is underwritten by carriers rated A- or better by AM Best.
11. Provide a detailed plan to provide technical support and service pursuant to the requirement of section 4.15 of the Scope of Work.
Subrosa will operate a toll-free, 24/7 technical support desk accessible by phone, email, or live chat. Officers, LEAs, and ADE users can receive immediate assistance for technical issues, scheduling questions, or system functionality concerns. Our technical support desk is staffed by knowledgeable professionals trained specifically on the ADE program parameters and the nuances of off-duty law enforcement assignment management. Urgent issues such as log-in failures or scheduling lockouts are responded to within 30 minutes. Non-critical inquiries are addressed within two business hours. All support requests are tracked and logged to ensure quality control and trend analysis, enabling continuous improvement.
12. Provide a detailed plan that ensures off-duty officers performing jobs as SROs and SSOs will be paid weekly.
Subrosa ensures that all officers performing work under this contract are paid on a weekly basis for hours worked the previous week. Our payroll schedule runs Friday through Thursday, with direct deposit payments issued by the following Friday. Officers receive detailed electronic pay statements and have access to their payment history via the platform. Officers are engaged as 1099 contractors unless otherwise specified by their agency or contractual status, and Subrosa handles all tax reporting obligations accordingly. This timely, predictable payroll system incentivizes continued participation and reliability among participating officers and eliminates any risk of payment delays that could negatively impact shift fulfillment.

B. Experience, Capability, and Reliability
13. Describe the Offeror’s ability and experience to comply and coordinate with law enforcement agencies rules, policies, and procedures pursuant to the requirements of section 4.6 through 4.9 of the Scope of Work.
Subrosa Protection Group possesses extensive experience in working with federal, state, county, municipal, and tribal law enforcement agencies throughout Arizona and beyond. Our leadership team is composed of former law enforcement officers, military veterans, and operational experts who understand the internal structures, expectations, and command hierarchies of public safety institutions. This institutional knowledge allows us to seamlessly navigate the secondary employment policies unique to each agency, while preserving officer compliance and agency integrity.
Our process begins by conducting formal onboarding sessions with each participating department to confirm their internal rules, documentation requirements, shift caps, and jurisdictional preferences. These parameters are integrated directly into our cloud-based scheduling system, preventing accidental non-compliance or scheduling conflicts. Each agency maintains visibility over their officers’ participation in the ADE program through secure, read-only access to assignments involving their personnel.
Subrosa also maintains active communication channels with designated agency liaisons to ensure rapid resolution of any incidents or administrative escalations. In cases where policy clarification or interpretation is required, our in-house law enforcement advisors work directly with command staff to ensure our deployments remain fully aligned with evolving agency expectations. Additionally, we provide all LEAs with the ability to coordinate with our program managers to request officer substitutions, express concerns, or inquire about specific assignment histories. This culture of transparency and collaboration is a hallmark of our operating model and a key reason Subrosa remains a trusted partner to dozens of public safety organizations across the state.
14. Provide a detailed description and visual representation of the Offeror’s plan that demonstrates its capacity to service approximately 250 schools (1,250 weekly shifts) in all 15 Arizona counties in full compliance with the requirements outlined in section 4.3 of the Scope of Work. The response should clearly outline logistical strategies, resource allocation, staffing plans, and any other relevant factors that support successful implementation.
Capacity to Service 250 Schools / 1,250 Weekly Shifts Statewide (Section 4.3) Subrosa Protection Group has developed and tested a statewide deployment model that is purpose-built to support sustained operations across 250 schools and 1,250 weekly shifts throughout all 15 counties in Arizona. This model is grounded in logistical precision, local agency collaboration, flexible staffing protocols, and real-time technology oversight—ensuring compliance, readiness, and uninterrupted service delivery.
Logistical Strategy and Regional Command Structure Our operational framework is organized into four command zones—Northern Arizona, Central Arizona, Southern Arizona, and Western Arizona. Each zone is overseen by a Regional Field Liaison responsible for coordinating local assignments, engaging with law enforcement partners, resolving last-minute coverage issues, and providing boots-on-the-ground leadership. These liaisons are embedded within their respective territories and report directly to our 24/7 operations command center in Chandler, Arizona.
Each Field Liaison has access to dedicated rosters of pre-vetted AZPOST-certified officers organized by agency affiliation and county. This enables jurisdictional prioritization when filling assignments and ensures that local familiarity and continuity are maintained whenever possible.
Officer Database and Resource Allocation Our personnel roster includes over 700 AZPOST-certified officers who are active within our platform and approved for secondary employment. Officers are grouped by primary jurisdiction and cross-listed into regional pools to provide coverage flexibility. Officers can be deployed to any part of the state within compliance limits, but preference is always given to those operating within their home agency’s jurisdiction, as required under Section 4.3.
To maintain uninterrupted shift fulfillment, Subrosa maintains an active officer availability buffer of at least 10% above the average weekly demand. This ensures that unexpected vacancies, illness, or scheduling changes do not impact continuity of service.
In higher-density districts such as Maricopa, Pima, and Yavapai Counties, we pre-assign standby personnel and implement tiered publishing schedules to allow for rapid shift replacement. For more rural counties, our regional liaisons work directly with officers to schedule consecutive day assignments to minimize travel inefficiency and improve consistency for LEAs.
Technology Integration and Dynamic Scheduling Subrosa’s proprietary cloud-based scheduling platform dynamically balances job posting, officer eligibility, geographic proximity, and agency-specific rules to ensure all shifts are filled compliantly and efficiently. Shift publishing occurs in staggered intervals, giving priority access to county-specific officers before expanding to regional and then statewide officer pools.
ADE and LEAs have administrative visibility into every assignment via the dashboard. Real-time tracking ensures that shift fulfillment rates, time-on-post, and jurisdictional alignment can be audited at any time.
Redundancy and Crisis Readiness Subrosa also maintains a Rapid Response Contingency Pool—an elite standby roster of highly mobile officers trained for quick deployment across county lines. These officers are equipped and cleared for emergency coverage requests, last-minute cancellations, or surges in security demand due to incidents or heightened risk environments.
Every school site within the ADE-funded program will be geofenced in our platform, and each assignment is mapped to GPS tracking, time-stamped entries, and officer verification logs. Any missed check-ins are immediately escalated to the Operations Center, which initiates the contingency coverage protocol within minutes.
Compliance Assurance and Local Partnerships Subrosa’s operating agreements with local and county agencies provide seamless compliance with secondary employment policies, officer eligibility criteria, and post-assignment reporting standards. Our regional liaisons meet quarterly with agency partners to review performance metrics, resolve any concerns, and update operational protocols as needed.
This infrastructure—blending localized command, centralized logistics, layered personnel capacity, and advanced scheduling technology—gives Subrosa the operational resilience to service every school in the program with absolute accountability and readiness.
Subrosa Protection Group’s ability to service 250 schools and 1,250 weekly shifts across Arizona is anchored in a four-zone operational model—Northern, Central, Southern, and Western Arizona— each led by a Regional Field Liaison. Backed by a 24/7 operations center and a roster of over 700 AZPOST-certified officers, our structure enables jurisdictionally compliant, rapid deployment across all 15 counties. Dynamic scheduling software and local agency alignment ensure timely, efficient, and policy-compliant officer assignments statewide.
This scalable, proven system blends real-time reporting, contingency staffing, and regional leadership to ensure uninterrupted coverage. Designed for maximum flexibility and reliability, our approach meets all requirements of Section 4.3 and provides ADE with a fully compliant and immediately deployable school safety solution.
