About this file

This is a questionnaire attachment from the Arizona Department of Education's solicitation for Off-Duty School Resource and School Safety Officers (Solicitation No. BPM007009). The solicitation seeks a vendor to manage and deploy AZPOST-certified law enforcement officers to serve as School Resource Officers (SROs) and School Safety Officers (SSOs) across Arizona's 15 counties. The vendor must provide services to approximately 250 schools, managing approximately 1,250 weekly shifts. The response deadline is July 11, 2025. The contract requires the vendor to establish formal partnerships with local, county, and state law enforcement agencies; utilize a cloud-based software platform for shift scheduling, officer assignment, and reporting; and ensure all participating officers are engaged as 1099 independent contractors with agency approval and ADE certification. Key service components include real-time shift scheduling and assignment, geo-fenced officer tracking, comprehensive reporting and database access for ADE and law enforcement partners, weekly officer payroll processing, on-site and online training, 24/7 technical support, and liability and workers' compensation insurance coverage at no cost to officers or ADE.

Windom Security, an Arizona-based security services firm currently managing over 250,000 annual hours of security services including municipal contracts with Phoenix, Tempe, and Scottsdale, proposes to fulfill this requirement using TrackTik, a cloud-based workforce management platform. The vendor's implementation plan includes a dedicated statewide team comprising a Program Manager, five Regional Coordinators, Regional Scheduling Specialists, and a Training & Compliance Lead to ensure coverage across all 15 counties. Windom commits to prioritizing officer assignments from the same jurisdiction as requesting school districts to maintain consistency and community relationships, implementing first-come-first-served shift selection with escalation protocols for unfilled positions, and providing both on-site and virtual training through Microsoft Teams. The vendor affirms financial capacity to cash flow the program at scale, including weekly officer payments and all administrative costs, with no additional financial burden to ADE or participating officers beyond shift compensation for officers performing assigned duties.

Solicitation No. BPM007009

Off-Duty School Resource and School Safety Officers

Arizona Department of Education 1535 W. Jefferson Street

Phoenix, AZ 85007

Provide a detailed narrative response to each question below. Proposals without a detailed narrative to the questions below will receive a lower score during the evaluation. The narrative response shall address the following questions, in the order below, referencing the related section of the scope of work.

A. Method of Approach

1. Executive Summary

In a maximum of two (2) paragraphs, provide an executive summary in non-technical language to summarize the Offeror’s approaches in meeting the needs as stated in the Scope of Work of the solicitation.

Windom Security proposes to support the Arizona Department of Education (ADE) by collaborating with local, county, and state law enforcement agencies to develop and maintain a robust database of AZPOST-certified officers eligible to serve as School Resource Officers (SROs) and School Safety Officers (SSOs). Our approach includes forming formal partnerships with law enforcement agencies across Arizona, with special attention given to assigning officers from the same jurisdiction as the requesting Local Education Agency (LEA), as outlined in the RFP. Officers will be approved by both their agency and ADE and enrolled in our platform as 1099 contractors with agency authorization. With deep experience as the municipal security provider for the cities of Phoenix, Tempe, and Scottsdale, Windom has a proven track record in public-sector coordination and workforce scale.

To manage the program effectively, Windom will utilize TrackTik—a leading cloud-based security workforce management system—which fully satisfies the software and scheduling capabilities required by ADE. TrackTik enables streamlined shift scheduling, geo-fenced officer check-ins, real-time mobile communications, and customizable site-specific electronic reporting. This system provides visibility to ADE and local law enforcement and ensures transparency and accountability. Windom currently manages over 250,000 hours of annual security services and is fully equipped to support over 1,250 weekly shifts across 250 schools in all 15 Arizona counties. Our 24/7 help desk, comprehensive training programs, and detailed reporting tools will ensure that LEAs receive professional, qualified, and consistent safety services throughout the duration of the contract.

2. Describe in detail the Offeror’s cloud-based software platform and mobile application that will be used to search and find available jobs pursuant to the requirements of section 4.1, including all subsections, of the Scope of Work.

Windom Security will utilize TrackTik, a secure, cloud-based security workforce management platform, as the primary system for managing School Resource Officer (SRO) and School Safety Officer (SSO) assignments. TrackTik is fully compliant with all elements outlined in Section 4.1 of the Scope of Work and provides an intuitive interface through both a desktop portal and a mobile application to support efficient job scheduling, officer deployment, and reporting.

The TrackTik mobile application enables officers to view, select, and accept available shifts in real time and to clock in and out using geo-fencing technology, ensuring they are physically present on-site (Section 4.1.1). The platform grants ADE full access to view and manage all job assignments (Sections

4.1.2 and 4.1.3), while local and county law enforcement agencies are provided visibility into ADE-funded and requested shifts through secure user roles (Section 4.1.4). Additionally, TrackTik supports customizable publishing workflows to accommodate agency- or school-specific guidelines for shift assignments (Section 4.1.5).

Windom ensures that all participating SROs and SSOs are engaged as independent 1099 contractors, not as ADE employees (Section 4.1.6). Officers are required to register through TrackTik with agency approval to verify eligibility. This platform will serve as the centralized hub for scheduling, compliance monitoring, officer communications, and reporting—ensuring efficient delivery of services to Local Education Agencies while maintaining transparency and oversight for ADE and law enforcement stakeholders.

3. Describe the Offeror’s process of assigning requests pursuant to the requirements of section 4.2, including all subsections, of the Scope of Work.

Windom Security has developed a structured and compliant process for assigning SRO and SSO requests, in alignment with Section 4.2 of the Scope of Work. Upon receiving assignment requests from eligible Local Education Agencies (LEAs) (Section 4.2.1), Windom utilizes the TrackTik software platform to efficiently distribute those requests to a pre-approved pool of AZPOST-certified law enforcement officers. The TrackTik system enables rapid dissemination of job opportunities via mobile devices and supports shift selection on a first-come, first-served basis, while maintaining the flexibility to honor agency-specific scheduling preferences and procedures.

In adherence to Section 4.2.2, only those officers who have been deemed eligible by both their law enforcement agency and the Arizona Department of Education (ADE) will be assigned to a school site.

TrackTik ensures that officer eligibility is verified and recorded in the platform before officers are permitted to accept assignments. Local officers from the same jurisdiction as the requesting LEA are given priority during the assignment process (Section 4.2.1), further enhancing consistency and fostering strong relationships between schools and their communities. If an LEA requests a reassignment or prefers a different officer, Windom promptly honors such requests, in compliance with Section 4.2.3.

Additionally, all officers assigned under this program are required to meet ADE’s certification criteria and timelines (Section 4.2.4) and must be onboarded to the TrackTik platform with appropriate agency verification.

This structured yet flexible assignment model allows Windom to deliver consistent, high-quality service that balances the operational needs of LEAs, the oversight responsibilities of law enforcement agencies, and the program integrity standards set by ADE.

4. Describe and illustrate in detail the plan that ensures the Offeror has the capacity of servicing all 15 counties pursuant to requirement of section 4.3.

Windom Security is fully prepared to service all 15 counties across Arizona by deploying a dedicated staffing team specifically tasked with managing the Arizona Department of Education’s SRO and SSO program. This team will include a statewide program manager, regional coordinators, scheduling specialists, and agency liaisons, each assigned to specific counties or clusters of counties to ensure localized oversight, efficient coordination, and real-time responsiveness to LEA needs. This decentralized but integrated staffing model enables Windom to maintain strong communication with law enforcement partners in each jurisdiction, ensuring that local officers are prioritized for assignments and that requests are fulfilled quickly and compliantly.

Our staffing team will be supported by TrackTik, a proven, cloud-based scheduling and officer management system that allows Windom to manage high volumes of shifts with precision and accountability. TrackTik enables Windom to handle up to 1,250 weekly shifts—representing service to approximately 250 schools statewide—by automating job posting, geo-fenced clock-in/out, schedule visibility, and custom site reporting. With over 250,000 annual hours of security staffing already under management, including municipal contracts for the cities of Phoenix, Tempe, and Scottsdale, Windom has both the operational experience and infrastructure to support a program of this scale. The combination of our dedicated staffing team and technology platform ensures a reliable, scalable, and responsive service model capable of meeting the needs of all 15 Arizona counties as outlined in Section

4.3 of the RFP.

5. Describe the Offeror’s database platform for reports pursuant to the requirements of section 4.4, including all subsections, of the Scope of Work.

Windom Security utilizes TrackTik as its robust, cloud-based database platform to manage and generate detailed reports related to the Arizona Department of Education’s SRO and SSO programs. TrackTik’s reporting module allows for real-time access to critical operational data, including officer deployment, shift coverage, location-based metrics, and agency participation. The platform enables dynamic filtering and customized data views by county, specific school site, and individual officer, fully aligning with the reporting requirements outlined in Section 4.4.

As required in Section 4.4.1, Windom will provide the Arizona Department of Education with unlimited access to this database platform at no cost. ADE officials and designated law enforcement representatives will be granted secure user credentials, allowing them to view reports on demand and export data for review and compliance tracking. Reports can be tailored to meet the unique administrative needs of each participating LEA or agency, and include automated data collection for invoicing, shift fulfillment, and officer activity logs. This centralized database ensures transparency, accountability, and seamless collaboration across all stakeholders while enabling the submission of accurate and timely quarterly and annual reports required under the contract.

6. Describe the Offeror’s plan to manage and administer ADE requests for AZPOST-certified law enforcement officers pursuant to the requirements of section 4.5, including all subsections, of the Scope of Work. Provide details for each subsection.

Windom Security has developed a comprehensive plan to manage and administer all requests from the Arizona Department of Education (ADE) for AZPOST-certified officers serving as School Resource Officers (SROs) and School Safety Officers (SSOs). Our plan ensures full compliance with the requirements of Section 4.5 and its subsections, while prioritizing service consistency, officer accountability, and transparent communication.

4.5.1 Law Enforcement Officer Payroll

Windom Security will process weekly payrolls for all contracted officers using a secure and automated payroll system integrated with the TrackTik platform. Officers clock in and out using geo-fenced verification, which directly links to their earnings, ensuring accurate and timely compensation. As required, all officers will be paid weekly for work performed in the prior week, with detailed records maintained for auditing and reporting purposes.

4.5.2 Scheduling

Our dedicated staffing team will coordinate with LEAs and law enforcement agencies to post and assign shifts in TrackTik. The system allows for real-time scheduling and visibility across all users—LEAs, officers, and ADE administrators. Officers select shifts based on agency approval and assignment criteria, while schedulers monitor and reassign shifts as needed to ensure service coverage statewide.

4.5.3 Invoicing and Collections

Invoices will be generated and submitted weekly, aligned with the ADE’s reporting schedule. TrackTik’s reporting tools will produce itemized invoices based on shifts worked, including officer names, locations, durations, and applicable administrative fees. Windom’s accounting department will manage all collections and will coordinate with ADE to resolve any billing discrepancies.

4.5.4 Relations with the County, Local, and State Agencies Supporting the ADE SRO and SSO Program Windom establish and maintain formal working relationships with law enforcement agencies throughout Arizona, including Phoenix, Tempe, and Scottsdale. Our regional coordinators and agency liaisons will engage directly with each participating agency to ensure ongoing coordination, officer eligibility confirmation, and compliance with agency-specific off-duty policies. Windom’s staffing team will work in partnership with these agencies to manage officer registrations, handle scheduling preferences, and quickly address concerns related to deployments or assignments.

Through the combination of structured workflows, dedicated personnel, and the TrackTik platform, Windom Security is fully equipped to manage all facets of the ADE’s SRO and SSO officer deployment program efficiently and in strict alignment with Section 4.5 of the Scope of Work.

7. Describe the Offeror’s plan to deliver either on-site or online training for all SROs and SSOs pursuant to the requirements of section 4.10, including all subsections, of the Scope of Work.

Windom Security maintains a dedicated internal training department that currently manages all onboarding and training protocols for our municipal contracts with the cities of Phoenix, Tempe, and Scottsdale. This experienced team will extend its operations to support the Arizona Department of Education’s SRO and SSO programs, ensuring that all officers and administrators receive thorough, accessible, and consistent training in accordance with Section 4.10 of the Scope of Work.

To fulfill the dual-format training requirement, Windom will provide both on-site and online training options, tailored to accommodate the needs of participating Local Education Agencies and law enforcement officers.

4.10.1 Onsite Training

For LEAs and law enforcement agencies that prefer in-person instruction, Windom’s training team will conduct onsite training sessions that include:

• Distribution of printed training guides specific to SRO/SSO duties.

• Walkthroughs of the TrackTik system for scheduling, shift management, and reporting.

• Live practice job scenarios to simulate clock-in/out procedures, geo-fencing, and reporting tasks.

• On-site coaching for administrators on how to post, review, and manage assignments.

4.10.2 Online Training

For broader accessibility and ongoing reinforcement, Windom also provides virtual training through interactive presentations conducted via Microsoft Teams. This training would include:

• Downloadable digital training manuals for both officers and administrators.

• Live or recorded virtual sessions to demonstrate TrackTik features, job selection workflows, and officer expectations.

• Interactive Q&A segments and simulations for officers to engage with the system in real time.

• Digital tracking of training completion to ensure compliance and readiness.

Both formats are fully supported by Windom’s 24/7 help desk, ensuring that participants have ongoing access to assistance after their initial training. This hybrid model provides flexibility, scalability, and consistency in preparing SROs, SSOs, and administrators for program success across all counties in Arizona.

8. Describe the in detail the Offeror’s plan to assign SROs and SSOs pursuant to the requirements of section 4.11, including all subsections, of the Scope of Work.

Windom Security employs a comprehensive, technology-driven process for assigning SROs and SSOs, fully aligned with the requirements of Section 4.11 of the Scope of Work. At the core of this plan is TrackTik, a cloud-based workforce management platform that facilitates efficient, transparent, and scalable officer scheduling across all 15 counties in Arizona.

4.11.1 Job Assignment Publishing

Once a shift request is received and approved by ADE, it is immediately published through the TrackTik platform and pushed to eligible AZPOST-certified law enforcement officers via their mobile devices.

Officers receive real-time notifications of available shifts and can review all relevant assignment details before accepting.

4.11.2 First-Come, First-Served Selection and Flexible Publishing Options Officers can claim shifts on a first-come, first-served basis, in accordance with ADE’s general guidelines. However, the platform also accommodates alternate publishing methods to comply with school-specific or agency-specific posting preferences. These options—such as agency-priority groups or restricted release timing—can be configured in partnership with local agencies and ADE to maintain flexibility and control.

4.11.3 County and Local Grouping for Assignment Consistency

To ensure consistent staffing and familiarity with school environments, Windom will organize officers into regional assignment groups by county and local agency. This structure enhances continuity, promotes stronger relationships between officers and schools, and helps ensure jurisdictionally appropriate deployment.

4.11.4 Contingency Assignments for Unfilled Jobs

If a job remains unfilled after release to the local group, it will be automatically escalated and made available to any qualified AZPOST-certified officer registered on the TrackTik platform, regardless of their agency affiliation. This helps maintain service continuity and ensures that all shift requests are addressed promptly.

4.11.5 Independent Contractor Enrollment

All officers participating in this program will be onboarded as 1099 independent contractors with Windom Security. As part of the onboarding process, officers must register in the TrackTik platform, receive agency approval, and complete required training. This structure ensures clear administrative boundaries and compliance with employment classification requirements.

Windom Security’s structured assignment model—supported by advanced scheduling technology and strong law enforcement partnerships—ensures that all SRO and SSO shifts are filled quickly, fairly, and in full compliance with ADE's operational and regulatory standards.

9. Describe the in detail the Offeror’s plan to assign SROs and SSOs work shifts pursuant to the requirements of section 4.12, including all subsections, of the Scope of Work.

Windom Security has developed a compliant and operationally efficient plan to assign SRO and SSO work shifts as outlined in Section 4.12 of the Scope of Work. Our shift assignment process is powered by the TrackTik platform, which offers flexible scheduling, geo-verified attendance tracking, and robust communication tools. This ensures seamless coordination between LEAs, law enforcement agencies, and the officers delivering services on campus.

4.12.1 Shift Duration and Split Shifts

All SRO and SSO assignments will adhere to the minimum four (4) hour shift requirement. When operationally necessary, Windom allows for an eight (8) hour shift to be divided into two distinct four-hour segments, in full compliance with ADE’s guidelines. Shift structuring options are communicated to officers through TrackTik when they view available jobs.

4.12.2 Adherence to Law Enforcement Agency Duty Limits

Windom ensures that all scheduled assignments comply with the maximum combined on- and off-duty hours established by each officer’s employing law enforcement agency. The TrackTik system allows for input and enforcement of agency-specific duty policies, which prevents over-scheduling and protects the health and readiness of officers.

4.12.3 Posting Deadlines for LEA Requests

Eligible LEAs must submit SRO or SSO assignment requests at least two hours before the shift start time. Windom’s administrative staff will support LEAs in meeting this posting window by providing ongoing guidance and system training. Late or urgent requests may be handled with elevated outreach and immediate job publishing to maximize the chance of filling the shift.

4.12.4 Jurisdictional Posting Hierarchy

Windom prioritizes the assignment of officers from the jurisdictional agency corresponding to the school location. Requests are first posted within that agency's pool of approved officers. This jurisdictional-first approach helps build familiarity between officers and school communities and aligns with ADE’s community-focused deployment strategy.

4.12.5 Escalation Protocol for Unfilled Assignments

If a shift cannot be filled through the local or county agency pool, Windom will immediately escalate the job posting to all eligible AZPOST-certified officers statewide who are registered in the TrackTik system and approved by both their agency and ADE. Officers must be active in the system to view, accept, and be compensated for assignments. All job activity—including clock-in/out, communications, and reporting—must occur through the TrackTik mobile app.

4.12.6 Coordination of Vehicles for Law Enforcement Use

When an LEA or law enforcement agency requires that an officer utilize a marked or agency-provided vehicle, Windom will coordinate the arrangement directly with the agency.

• 4.12.6.1: Vehicle-related costs will be billed separately and reasonably, per agency specifications.

• 4.12.6.2: Windom will verify that each vehicle has proper insurance coverage before deployment to ensure legal and financial protection for all parties involved.

Windom’s shift assignment model ensures that all SRO and SSO services are scheduled in compliance with state and agency requirements, delivered efficiently, and tracked transparently through a centralized digital platform.

10. Provide a narrative to illustrates that liability and workers’ compensation insurance is provided at no cost to the officers or ADE pursuant to the requirement of section 4.13 of the Scope of Work.

Windom Security affirms that all officers performing work under the Arizona Department of Education’s SRO and SSO programs will be covered by comprehensive insurance, including both liability and workers’ compensation coverage, as required under Section 4.13 of the Scope of Work. These insurance protections are fully managed and provided by Windom Security and are offered at no cost to either the officers or ADE.

This ensures that all participating AZPOST-certified law enforcement officers are protected while on assignment, without assuming personal liability or incurring out-of-pocket expenses. Windom's insurance coverage is integrated into our service model to support safe, professional operations and to fully comply with the contract’s risk management requirements. No additional administrative burden or financial responsibility is placed on ADE or the officers related to insurance coverage.

11. Provide a detailed plan to provide technical support and service pursuant to the requirement of section 4.15 of the Scope of Work.

Windom Security is committed to delivering dependable and responsive technical support to ensure the success of the Arizona Department of Education’s SRO and SSO programs. In compliance with Section

4.15 of the Scope of Work, Windom will provide 24/7 technical support and service assistance via telephone and email to all end users, including ADE personnel, LEAs, law enforcement agencies, and assigned officers.

To execute this support model, Windom will assign a fully dedicated team to oversee every aspect of this contract. This team will include a Program Manager and key support staff who will manage onboarding, scheduling, system access, and troubleshooting. All support staff will be trained on the TrackTik platform and on the specific operational requirements of the ADE program, ensuring accurate and timely responses to user needs.

This dedicated team will serve as the primary point of contact for all technical assistance, including issues related to scheduling, officer registration, shift notifications, and platform navigation. Windom’s commitment to responsive support helps ensure uninterrupted service delivery and high satisfaction across all participating counties and agencies.

12. Provide a detailed plan that ensures off-duty officers performing jobs as SROs and SSOs will be paid weekly.

Windom Security ensures that all off-duty AZPOST-certified law enforcement officers performing duties as School Resource Officers (SROs) and School Safety Officers (SSOs) under the Arizona Department of Education program will be paid weekly for all completed shifts, in full compliance with Section 4.16 of the Scope of Work.

To achieve this, Windom will utilize a secure and efficient payroll system that is fully integrated with the TrackTik workforce management platform. Officers clock in and out of shifts using geo-fencing within the TrackTik mobile application, creating accurate, time-stamped shift records. These records are reviewed and approved by Windom’s dedicated payroll processing team each week. Once verified, officer payments are processed and disbursed on a consistent weekly schedule, covering all work completed during the prior week.

All payments are issued via direct deposit or other preferred electronic payment methods, ensuring reliability and timeliness. Windom’s payroll infrastructure is already used to manage over 250,000 hours of annual security service, including municipal and government accounts, and is well-equipped to support the volume and cadence of this contract. This process not only ensures officer satisfaction and trust but also promotes operational accountability and transparency across the program.

B. Experience, Capability, and Reliability

1. Describe the Offeror’s ability and experience to comply and coordinate with law enforcement agencies rules, policies, and procedures pursuant to the requirements of section 4.6 through 4.9 of the Scope of Work.

Windom Security has extensive experience working with local municipalities in the Greater Phoenix area and is fully prepared to comply with all agency-specific rules, policies, and procedures, as outlined in Sections 4.6 through 4.9 of the Scope of Work. As the contracted municipal security provider for the cities of Phoenix, Tempe, and Scottsdale, Windom has developed long-standing operational relationships with Arizona law enforcement leadership and command staff. This background ensures our team understands the importance of strict adherence to departmental secondary employment protocols, officer eligibility requirements, and jurisdictional guidelines.

In compliance with Section 4.6 and 4.7, Windom will coordinate closely with law enforcement agencies to ensure all officers working off-duty SRO or SSO assignments meet agency standards and participate only with official approval. We recognize and respect that each agency may have its own secondary employment policies, including restrictions on hours, conduct, and uniform usage. Windom will honor those policies without exception.

As required in Section 4.8, Windom’s dedicated project staff will maintain open communication with law enforcement agencies, ADE, and LEAs to resolve any questions about officer eligibility or site-specific assignments. This includes ensuring that officers are properly registered in the scheduling system and have their agency’s endorsement prior to accepting shifts. Further, in accordance with Section 4.9, Windom will support LEAs in adapting or modifying local policies to successfully incorporate our officer management services in alignment with agency-approved secondary employment procedures. Officers will only be scheduled once they are properly registered, trained, and approved within the TrackTik system. Our current operations span over 300 active locations each night, including clients in government, infrastructure, education, and commercial sectors. This includes serving as the municipal security provider for the cities of Phoenix, Tempe, and Scottsdale, where we work closely with public officials, law enforcement liaisons, and regulatory stakeholders to deliver consistent and compliant services.

Windom Security proposes to support the Arizona Department of Education by collaborating with local, county, and state law enforcement agencies to develop and maintain a robust database of AZPOST-certified officers eligible to serve as School Resource Officers (SROs) and School Safety Officers (SSOs). Our approach includes forming formal partnerships with law enforcement agencies across Arizona, with special attention given to assigning officers from the same jurisdiction as the requesting Local Education Agency (LEA), as outlined in the RFP. Officers will be approved by both their agency and ADE and enrolled in our platform as 1099 contractors with verified agency authorization. With deep experience in multi-agency coordination and compliance oversight, Windom offers a tested and reliable pathway for expanding and sustaining ADE’s school safety coverage model across all 15 counties.

To support this statewide implementation, Windom has assembled a dedicated staffing team led by a Statewide Program Manager and supported by five Regional Coordinators representing Northern, Western, Central, Eastern, and Southeastern Arizona. These coordinators will manage daily operations, LEA support, and officer engagement in their assigned territories. Each region is supported by a Regional-Level Scheduling Specialist, responsible for shift coordination and coverage resolution. All staffing activity will be monitored and reinforced by a Training & Compliance Lead, who oversees onboarding, field-readiness, and adherence to ADE requirements and agency policies.

Our training process is led by Windom’s in-house Training Department, which has successfully managed onboarding for hundreds of personnel across municipal contracts. Training is offered in both onsite and virtual formats, using interactive materials delivered via Microsoft Teams, digital manuals, and practical demonstrations. Officers and administrators receive hands-on instruction on our TrackTik platform, including shift selection, timekeeping, reporting protocols, and site-specific documentation. This ensures every officer and LEA participant is fully prepared to engage with the system and meet the standards established in the Scope of Work.

Central to Windom’s operational success is TrackTik, our cloud-based workforce management system, which will be utilized to assign, track, and report all SRO/SSO activity. This platform enables real-time shift visibility, geo-fenced clock-ins, site-specific reporting, automated notifications, and custom dashboards for ADE and LEA use. It is purpose-built to handle high-volume assignments such as the 1,250 weekly shifts across 250 schools required under this contract, while ensuring transparency, accountability, and customization by agency or school site.

In addition to technical and staffing readiness, Windom possesses the working capital required to fully cashflow this program at scale. We have the internal financial systems and reserves to support weekly officer payments, manage onboarding and scheduling costs, and deliver uninterrupted service from day one. This financial capacity—combined with our structured staffing model and proven municipal experience—ensures Windom can support this program statewide, with consistency and confidence.

In conclusion, Windom Security combines the logistical infrastructure, public-sector experience, financial stability, and compliance expertise necessary to support ADE’s statewide vision for school safety. Our approach is collaborative, scalable, and performance-driven, and we are fully committed to partnering with ADE to safeguard Arizona’s educational environments through excellence in program delivery.
