About this file

Summary

This is a proposal response from RollKall Technologies LLC to the Arizona Department of Education (ADE) Solicitation No. BPM007009 for Off-Duty School Resource and School Safety Officers services. The solicitation, issued June 12, 2025, with a response deadline of July 11, 2025, seeks a comprehensive technology platform and managed services solution to coordinate off-duty law enforcement officers for school safety assignments across all 15 Arizona counties, covering approximately 250 schools and 1,250 weekly shifts. RollKall proposes a cloud-based Software-as-a-Service (SaaS) platform hosted on Microsoft Azure that enables schools and law enforcement agencies to post, assign, and manage off-duty officer assignments while maintaining AZPOST certification compliance, GPS-verified attendance, automated 1099 contractor management, and real-time reporting capabilities. The contract will operate on an ongoing basis with quarterly and annual reporting requirements, formal Memoranda of Understanding with participating law enforcement agencies, and 24/7 technical support infrastructure. RollKall's proposed approach includes role-based portal access for ADE administrators, Local Education Agencies (LEAs), law enforcement agencies, and officers; multi-tiered assignment escalation logic prioritizing local agency officers first; automated compliance enforcement for certifications and work hour limitations; and optional managed services for LEAs requiring administrative support.

RollKall's pricing structure includes a 7.0% administration fee applied to officer hourly pay rates and vehicle fees, with unlimited database access provided to ADE at no cost. The proposal includes comprehensive liability insurance coverage at no cost to officers or ADE and proposes a proprietary "Workers' Protection" accident and disability insurance policy for independent contractor officers, taking exception to the traditional workers' compensation requirement. RollKall commits to weekly payment guarantees through ACH direct deposit for all completed shifts and guarantees a minimum 90% assignment fulfillment rate, though the proposal takes exceptions to this requirement. The company demonstrates relevant experience managing over 4 million off-duty law enforcement hours annually across 2,000+ agencies in 44 states, with specific references provided from Amarillo ISD Police Department, Waco ISD Police Department, and Miami Police Department. RollKall's leadership team includes law enforcement founders and executives with extensive experience in workforce management, operations, and public safety technology, with dedicated account management, implementation, and 24/7 customer support assigned to the ADE contract. The proposal took exceptions to several Scope of Work requirements related to workers' compensation coverage, weekly payment guarantees, and the 90% fill rate guarantee, arguing these create co-employment risk and are not applicable to independent contractor arrangements.

Off-Duty School Resource and School Safety Officers

Arizona Department of Education 1535 W. Jefferson Street

Phoenix, AZ 85007

A. Method of Approach

1. Executive Summary

RollKall Technologies is the nation's leading law enforcement-founded provider of off-duty management technology, uniquely positioned to deliver comprehensive school safety officer coordination for the Arizona Department of Education (ADE). Our proven platform currently serves officers from over 2,000 law enforcement agencies across 44 states, including multiple Arizona departments, facilitating more than 4 million off-duty/vendor-paid detail law enforcement hours annually. RollKall's solution will enable ADE to reduce administrative overhead by an estimated 75% while ensuring 100% compliance with AZPOST certification requirements and providing real-time visibility into all 1,250 weekly shifts across Arizona's 15 counties.

Our labor related, legally compliant and technology integrated approach combines cloud-based technology with comprehensive managed services to streamline every aspect of school resource officer (SRO) and school safety officer (SSO) coordination. The platform enforces Arizona-specific requirements including AZPOST certification verification, mandatory 1099 contractor management, GPS-verified school site attendance, and automated payment processing. In full compliance with Section 4.4.1, RollKall provides unlimited access to our database platform to ADE at no cost, ensuring complete transparency and control over the statewide program. Our solution immediately scales to support 250 schools across all Arizona counties while maintaining the formal agency relationships required under Section

4.14.1 and the rigorous quarterly reporting mandated in Section 5.2.

2. Section 4.1 - Cloud Based Software Platform and Mobile Application

Describe in detail the Offeror’s cloud-based software platform and mobile application that will be used to search and find available jobs pursuant to the requirements of section 4.1, including all subsections, of the Scope of Work.

RollKall offers a secure, cloud-based SaaS platform purpose-built for law enforcement agencies to manage off-duty job scheduling and fulfillment, in alignment with the requirements outlined in Section 4.1 of the Arizona RFP. The platform operates on Microsoft Azure infrastructure within U.S. data centers, supporting on-demand scalability, high availability, and robust security—including SOC 2 Type II certification and CJIS-aligned protocols . The system includes role-based access for all stakeholder types: (1) agency administrators and coordinators via a secure web portal; (2) LEA partners (e.g., schools) through a separate request portal; and (3) officers through a dedicated mobile application. This fully integrated architecture allows ADE, LEAs, and local law enforcement agencies to view, schedule, and monitor off-duty assignments as required under Section 4.1.1(B).

Core Platform Features for School Safety:

Section 4.1.1 - Mobile Application Clock-In/Clock-Out with Geo-Fencing: RollKall's native mobile application provides comprehensive geo-fenced clock-in and clock-out functionality, ensuring officers are physically present at assigned school locations. The system creates customizable geofences around each school site with precision ranging from 50-500 meters. If enabled, RollKall can prevent officers from clocking in unless they are within the designated geographic boundary, preventing fraudulent time reporting and ensuring accountability.

Section 4.1.2 - ADE Access to View Assignments: ADE administrators receive full platform access through a secure, role-based web portal providing real-time visibility into all school assignments across all 15 Arizona counties.

Section 4.1.3 - ADE Access to Create and Manage Internal Assignments: The platform enables ADE to create, modify, and manage internal assignments through administrative controls while maintaining oversight of all LEA-requested shifts.

Section 4.1.4 - Law Enforcement Entity Access: All participating law enforcement agencies receive dedicated portal access to view ADE-funded assignments, approve officer participation, monitor shift compliance, and manage agency-specific rules and preferences.

Section 4.1.5 - Publishing Options for School-Specific Agency Guidelines: The platform supports multiple publishing options including first-come-first-served, rotation-based, seniority preference, and restricted group assignments that can be configured by LEA, school, or assignment type.

Section 4.1.6 - Independent Contractor Classification: All assigned SROs and SSOs will be properly classified as independent contractors (1099 workers) with comprehensive documentation, tax management, and compliance tracking built into the platform.

3. Section 4.2 - Assignment Requests Describe the Offeror’s process of assigning requests pursuant to the requirements of section 4.2, including all subsections, of the Scope of Work.

RollKall’s platform is purpose-built to meet the assignment and prioritization requirements outlined in Section 4.2 of the RFP. The process begins when a Local Education Agency (LEA) submits a request for a School Resource Officer (SRO) or School Safety Officer (SSO). This request is reviewed and posted by a designated coordinator through RollKall’s secure administrative web portal. Once posted, the job is made visible to a targeted group of eligible officers based on agency-defined rules. These rules can include AZPOST certification, departmental approval, role-specific qualifications, prior experience, and scheduling limits such as maximum hours or required rest—ensuring full compliance with Section 4.2.1 .

Section 4.2.1 - Assignment with Local Agency Preference: RollKall's assignment system prioritizes officers from law enforcement agencies within the requesting LEA's jurisdiction. The platform automatically filters eligible officers by agency affiliation, ensuring local officers receive first priority.

Section 4.2.2 - ADE and Agency Officer Eligibility Determination: The platform enforces dual eligibility verification requiring both ADE approval and law enforcement agency authorization. Officers must maintain current AZPOST certification, agency approval status, and any additional qualifications specified by ADE or the requesting LEA.

Officers are notified through push alerts or email and can claim jobs via the mobile app using the agency’s preferred assignment logic—such as first-come-first-served, seniority rotation, or randomized selection. If no officer accepts the post within the designated time window (e.g., 24–48 hours), the system automatically escalates visibility to a broader pool of pre-approved officers from neighboring or affiliated agencies, while still enforcing eligibility rules. RollKall also enables assignment to predefined officer groups, such as K-9 units, school-trained officers, or region-specific teams. This targeted distribution enhances shift coverage, reduces confusion, and allows departments to align staffing with specialized job needs.

Section 4.2.3 - Eligible LEA Request Processing: LEA users can move, reassign, or remove an SRO or SSO directly from their interface with comprehensive audit trails and automatic notifications.

Section 4.2.4 - ADE Certification Compliance: All officers assigned through the platform must maintain current SRO/SSO certification under ADE guidelines with automated alerts and access restrictions for non-compliant officers.

4. Section 4.3 - Capacity Planning for 15 Counties Describe and illustrate in detail the plan that ensures the Offeror has the capacity of servicing all 15 counties pursuant to requirement of section 4.3.

RollKall is uniquely positioned to service all 15 counties in Arizona through a combination of national reach, dedicated support infrastructure, and a scalable cloud-based platform tailored for law enforcement agencies. RollKall currently partners with over 2,000 agencies across the U.S., including statewide deployments and major metropolitan clients like Miami-Dade, Cincinnati, and Pittsburgh, evidencing our capability to handle wide geographic distribution and high shift volume.

Current Scale Demonstration:

● Active Platform Coverage: Officers from over 2,000 agencies across 44 states

● Annual Shift Volume: Over 4 million off-duty law enforcement hours managed annually

● Large Agency Success (1,500+ sworn officers): Miami Police Department, Dallas Police Department, Pittsburgh Bureau of Police, Hamilton County Sheriff's Office, Prince George's County Police Department

Resource Allocation Framework:

● Dedicated Arizona Account Team: Full-time account manager, implementation specialist, and customer success manager assigned to ADE program

● 24/7 Support Infrastructure: 24/7/365 technical support with off-duty law enforcement specialization

● Managed Services Capability: Optional full-service shift management for LEAs requiring additional support

Importantly, RollKall does not require a formal agency partnership to assign jobs to officers, provided the agency grants approval for its officers to participate. This means that any AZPOST-certified officer in the state—regardless of their agency's platform partnership status—can be assigned to ADE-funded jobs, so long as their agency allows it. This provides immense flexibility and scale, ensuring that no region is constrained by formal platform onboarding timelines.

5. Section 4.4 - Database Platform and Reporting Describe the Offeror’s database platform for reports pursuant to the requirements of section 4.4, including all subsections, of the Scope of Work.

RollKall’s reporting and data infrastructure is built on a secure, cloud-based architecture hosted in Microsoft Azure. The platform includes a robust database engine that captures and organizes all off-duty job activity—including officer check-in/check-out times (with geo-verification), job assignment data, agency and LEA affiliations, shift statuses, and payment logs. This database is the foundation for generating the required reports under Section 4.4 of the RFP, including quarterly and annual submissions to the Arizona Department of Education

(ADE).

Authorized users at ADE and LEAs can access reporting dashboards via the RollKall web portal. The dashboards allow filtering by school, agency, date range, officer, and shift outcome (e.g., completed, canceled, or unfilled). Reports can be exported on demand in common formats such as PDF and Excel. Specifically, RollKall supports the creation of:

● Quarterly Reports (per 4.4.1) including: shift request volumes, fulfillment rates by LEA and agency, and lists of unfilled shifts with narrative context.

● Annual Reports (per 4.4.2) aggregating year-long trends and agency-level participation.

● Real-time monitoring tools that enable ADE to proactively track fill rates and shift activity across the state (per 4.4.3).

● County, Site, and Officer-Level Reporting with detailed breakdowns and multi-dimensional analysis

These reports are powered by RollKall’s Insights module—a configurable analytics dashboard embedded within the agency web portal. Insights provides visual and tabular access to real-time data on off-duty program performance. RollKall can integrate, via flat file or API to ADE’s existing systems for direct queries from the database. Key examples of Insights-based reports include:

● Officer Participation Logs: Officer shift details, including clock-in/out compliance and hours worked.

● Shifts Summary: Lists of shifts that went unfilled, with associated date, time, location, and reason code or notes.

● Agency-Level Usage: Metrics on the number of shifts posted, filled, and declined, helping track law enforcement engagement.

● Audit Trail Logs: Chronological logs of scheduling actions, edits, and approvals for accountability and compliance.

● Custom Report Generation: If information important to ADE is not shown within RollKall’s reporting dashboard, Insights allows for the creation of custom reports, which can represent essentially any data record held within the RollKall platform.

Insights empowers ADE and its partners to make data-informed decisions, monitor performance benchmarks like the required 90% fulfillment rate, and easily prepare quarterly and annual deliverables. All reports are backed by strict access controls, time-stamped data entries, and export capability for downstream analysis or archiving.

To note, section 5.1-5.3 and 6.2 specifies reporting requirements, and although not listed as a requirement in Attachment I, we can confirm the following capabilities:

● Section 5.2.1 - LEA Service Documentation: Reporting for each eligible LEA receiving an SRO or SSO with the total number of shifts requested and filled for each, including detailed analysis of individual LEA performance metrics and trends.

● Section 5.2.2 - Law Enforcement Agency Participation: Each law enforcement agency participating in the program, with the total number of shifts filled by each agency, including agency-level participation statistics and officer deployment patterns.

● Section 5.2.3 - Total Program Shift Volume: The total number of shifts requested and filled through this program with comprehensive trend analysis available daily and consolidated quarterly.

● Section 5.2.4 - Unfilled Shift Analysis: Total number of requested shifts left unfilled with analysis of trends and narrative discussing successes, challenges, and opportunities for improvement.

● Section 6.2 - Timely Quarterly and Annual Reporting: RollKall commits to submit quarterly and annual reports in a timely manner for review and approval, with all reports provided in accordance with the specified deadlines outlined in the scope of work.

Additionally, the following benefits are bestowed to ADE through automated report generation:

8. Section 4.11 - Plan to Assign SROs and SSOs Describe the in detail the Offeror’s plan to assign SROs and SSOs pursuant to the requirements of section 4.11, including all subsections, of the Scope of Work.

Section 4.11.1 - Platform and Mobile Assignment Distribution: Assignments are pushed out to any AZPOST-certified law enforcement officer through the software platform and mobile devices once received and approved. Real-time notifications ensure immediate awareness of available assignments.

Section 4.11.2 - First-Come-First-Served Assignment Logic: Law enforcement officers select and work shifts first come, first served. Other publishing options can be configured based on school-specific agency guidelines and can be adjusted when agreed upon by local agencies and ADE.

Section 4.11.3 - County and Local Agency Groups: Groups can be established by County and Local agencies to build consistency of shifts within the schools, ensuring familiarity between officers and school environments.

Section 4.11.4 - Unfilled Assignment Escalation: Unfilled jobs go out immediately to any local or county officers registered on the software platform who meet the required certifications.

Automated escalation ensures maximum coverage potential.

Section 4.11.5 - 1099 Contractor Registration: AZPOST-certified law enforcement officers interested in working under this agreement are required to sign up as 1099 contractors for the Contractor with comprehensive onboarding ensuring proper classification and tax compliance.

Section 6.1 - Minimum 90% Assignment Fulfillment: RollKall will work with local and state agencies to meet the desired fill rate of at least 90% of all properly requested available assignments. Our platform's multi-tiered assignment process ensures maximum coverage by first prioritizing local officers, then automatically expanding to county-level resources, and finally accessing the full statewide pool of AZPOST-certified officers when needed.

9. Section 4.12 - Plan to Assign SROs and SSOs Describe the in detail the Offeror’s plan to assign SROs and SSOs work shifts pursuant to the requirements of section 4.12, including all subsections, of the Scope of Work.

Section 4.12.1 - Minimum Shift Duration: The platform enforces four (4) hour minimum shift requirements through automated scheduling logic. Eight (8) hour shifts can be broken into two four (4) hour shifts or worked by a single officer, depending on officer availability and agency fatigue rule compliance.

Section 4.12.2 - Agency Hour Limitations: SRO and SSO officers are subject to their police agency's maximum combined on and off-duty guidelines. The platform enforces maximum hour limitations and fatigue rules through automated hour tracking.

Section 4.12.3 - Advance Posting Requirements: Eligible LEA requests for SSO or SRO assignments must be posted at least two hours before the start of the shift. RollKall can prevent late postings except for verified emergencies with supervisor approval.

Section 4.12.4 - Jurisdictional Assignment Processing: Requests for each school assignment are submitted and published to the county or local agency where the school is located jurisdictionally.

Section 4.12.5 - Cross-Jurisdictional Assignment: If the assignment cannot be filled through the county or local agency, the platform opens the job to additional officers and assigns any AZPOST-Certified Officer deemed eligible by their agency and ADE, regardless of jurisdiction.

Section 4.12.6 - Vehicle Coordination: If requested by the eligible LEA or required by the law enforcement agency, RollKall will coordinate the use of vehicles provided by the law enforcement agency.

Section 4.12.6.1 - Vehicle Cost Billing: Any agency related fees for use of the vehicle will be passed on to the LEA within the officer's invoice and remitted to the corresponding agency.

Section 4.12.6.2 - Vehicle Insurance Coverage: RollKall ensures that vehicles have appropriate insurance coverage commensurate with vehicle use, including comprehensive liability and collision coverage meeting state and local requirements.

10. Section 4.13 - Insurance Provide a narrative to illustrates that liability and workers’ compensation insurance is provided at no cost to the officers or ADE pursuant to the requirement of section 4.13 of the Scope of Work.

RollKall maintains robust general liability (GL) coverage that extends to all contracted off-duty law enforcement activities scheduled and paid through the platform. This coverage specifically includes armed security related activities, as opposed to other providers coverage, and is maintained at no cost to either the officers or ADE and helps mitigate risk associated with property damage, third-party claims, or bodily injury that may occur in the course of duty. As a long-standing technology partner to thousands of law enforcement agencies, RollKall works with top-rated insurers to ensure that our commercial GL coverage meets or exceeds all applicable requirements for operating in public sector environments, including work tied to school-based security programs. This foundational protection is built into every job posted and fulfilled RollKall’s system, without the need for additional registration or cost by the officer or LEA.

Workers’ Protection — Our Purpose-Built Coverage for Officers

Traditional workers’ compensation insurance policies were not designed to protect the unique workforce model that exists in off-duty law enforcement. Officers working School Safety Program jobs through RollKall are not RollKall employees, and RollKall does not provide daily supervision, authority, or control over their activities—making a standard workers’ comp policy legally and structurally incompatible.

To solve for this complicated but necessary issue, RollKall partnered with a nationally recognized Labor and Employment Law Firm and an A+ rated insurance provider to create RollKall Workers' Protection — a proprietary accident and disability insurance policy tailored for 1099-classified public safety professionals. The policy includes:

● $100,000 in medical expense coverage (with $0 deductible)

● Lump-sum benefits up to $200,000 for accidental death or dismemberment

● Disability income replacement (up to $1,000/week for 26 weeks)

● Travel coverage to and from the assignment

All benefits are paid directly to the individual and designed to fill the gap traditional systems leave behind. This coverage is automatic, free to the officer, and guaranteed for any qualifying job run through RollKall, giving ADE assurance that every deployed SRO or SSO is protected under a compliant and well-structured safety net. Additional information available upon request that further outlines the legal issues related to this issue.

Why Workers’ Compensation Doesn’t Apply — and Why That Matters

Workers’ compensation policies, by legal definition, apply to employees or contractors under the direct control and supervision of their employer or hiring party. In the case of ADE-funded off-duty law enforcement details, neither ADE, the LEA, nor RollKall acts as the direct employer of the assigned officer. As such:

● There is no direct hiring relationship to RollKall, making workers’ compensation inapplicable under Arizona law when provided by the off-duty service provider.

● RollKall does not exert control or direct supervision over the officers activities, which is a fundamental requirement for a workers’ compensation carrier to issue a claim.

Traditional Workers Comp Coverage should be provided by the recipient of the officers' services.

● Workers Compensation coverage could create a co-employment risk for ADE, whereby ADE could be at risk of employment misclassification and open up additional liability.

Forcing traditional workers’ comp into this model could create co-employment liabilities or create scenarios where claims for benefits may be denied. That’s why RollKall built Workers’ Protection—a legally compliant, risk-mitigating solution that mirrors the protections of workers’ compensation but fits the structure of independent public safety work.

To be clear, RollKall does maintain standard workers’ compensation policies for its own employees, as required by law. However, the coverage described in this narrative is uniquely tailored for the independent officer workforce—a population that has historically operated without this level of protection. RollKall is the first and only provider in this space to deliver coverage at this scale, and to do so in a way that protects officers, agencies, and programs like ADE’s.

If another competitive Offeror claims to provide workers’ compensation coverage to 1099 officers working off-duty jobs outside of their direct supervision and control, we strongly encourage ADE to request a copy of their insurance binder and consult with independent legal counsel to determine:

● Whether that coverage is legally binding,

● Whether it creates co-employment risk for ADE or the agency,

● And whether such coverage would truly respond in a claim in the intended scenarios.

RollKall’s solution avoids these legal and operational pitfalls by delivering purpose-built, no-cost coverage that fits the employment structure of this workforce, while meeting the spirit and letter of Section 4.13 of the Scope of Work.

11. Section 4.15 - Technical Support & Services Provide a detailed plan to provide technical support and service pursuant to the requirement of section 4.15 of the Scope of Work.

24/7 Tiered Support Model

RollKall maintains a U.S.-based, 24/7 technical support team, available by phone, SMS, email, and in-app chat. This support is accessible to all users—officers, coordinators, administrative staff, and recipients of off-duty police services—at no cost. The team is trained specifically on law enforcement workflows, off-duty scheduling, and agency coordination. All inquiries are tracked via a ticketing system with defined response SLAs, and categorized by severity to ensure rapid resolution of urgent operational issues.

Tiered Support Infrastructure:

● Critical Issues: Immediate response for system outages or security incidents

● High Priority: Rapid response for significant operational disruptions

● Standard Requests: Same-day response for routine questions and training needs

Dedicated Account Management

Each participating agency and ADE will be assigned a dedicated account manager who serves as the primary point of contact for implementation, ongoing coordination, platform configuration, and post-launch support. RollKall’s account managers are experienced in multi-agency public safety deployments and are backed by a program management team that ensures successful onboarding, user adoption, and compliance with reporting requirements.

This structure supports proactive engagement and ongoing optimization throughout the life of the contract.

Managed Services Option

For LEAs that prefer a full-service model, RollKall offers an optional 24/7 Managed Services team that can handle shift creation, job posting, officer assignment, and schedule adjustments on behalf of the agency. This relieves administrative burden while maintaining compliance with agency-defined rules and priorities. Managed Services agents operate as an extension of the client team and are trained to act with the same discretion and operational awareness as agency staff .

Self-Service Knowledge Base and Training Tools

RollKall provides a comprehensive self-service Help Center accessible through both the mobile and desktop platforms. This knowledge base includes:

● Step-by-step user guides

● Video walkthroughs for officers and administrators

● FAQs and troubleshooting resources

● Training refreshers for newly onboarded or returning users

These materials are updated regularly to reflect system enhancements and client-specific configurations. RollKall also conducts periodic review sessions and refresher training for large-scale clients to ensure sustained adoption.

12. Weekly Payment Guarantee Provide a detailed plan that ensures off-duty officers performing jobs as SROs and SSOs will be paid weekly.

To ensure timely and consistent compensation for all SROs and SSOs working School Safety Program assignments, RollKall will deliver payment through its WeeklyPay disbursement process.

Automated Payment Processing:

● Weekly Processing Cycles: Every Monday, completed shifts from the previous week enter payment processing

● ACH Direct Deposit: Standard 2-3 business day processing for electronic deposits

● Expedited Options (optional): Officers may elect RollKall's InstantPay product for immediate payment after completing their shift

1099 Contractor Compliance:

● IRS Classification Management: Proper independent contractor classification with documentation and compliance tracking

● Tax Document Generation: Automated 1099-K generation and distribution by January 31st annually

● Payment Transparency: Officers view payment processing status through mobile app

B. Experience, Capability, Reliability

13. Experience with Law Enforcement Agencies (Sections 4.6-4.9) Describe the Offeror’s ability and experience to comply and coordinate with law enforcement agencies rules, policies, and procedures pursuant to the requirements of section 4.6 through 4.9 of the Scope of Work.

Section 4.6 - ADE Rule Compliance

Comply with all applicable Arizona Department of Education (ADE) SRO and SSO agency orders, rules, and policies.

RollKall's platform architecture supports comprehensive rule configuration enabling enforcement of all applicable ADE SRO and SSO agency orders, rules, and policies through:

● Custom Rule Engine: Configurable rules enforcing ADE-specific policies at the LEA and agency level

● Automated Compliance Monitoring: Real-time verification of policy adherence with automatic alerts and blocking for violations (e.g., hourly limits, certifications, tenure/seniority, etc)

● Audit Trail Maintenance: Complete documentation of all policy enforcement actions and exceptions

● Highly-configurable, non-disintermediatable assignment logic (first-come-first-served, rotation, or priority tier)

Section 4.7 - Law Enforcement Agency Compliance

Comply with all applicable law enforcement agencies (county, local, and/or state) orders, rules, and policies governing their secondary employment program and officer eligibility to participate in off-duty assignments.

RollKall has extensive experience working alongside law enforcement agencies across the country to configure and enforce agency-specific rules, procedures, and administrative controls.

The platform maintains strict compliance through:

● Agency-Specific Configuration: Customizable rule sets for each participating law enforcement agency

● Officer Eligibility Management: Real-time tracking of officer status, qualifications, and eligibility restrictions

● Secondary Employment Policy Enforcement: Automated enforcement of maximum hour limitations and rest requirements

● Multi-Jurisdictional Coordination: Seamless compliance across county, local, and state agency boundaries. RollKall ensures that every job is first made available to officers within the requesting agency. If an assignment remains unfilled after the local window, the platform automatically escalates it to a broader pool of pre-approved AZPOST-certified officers from other agencies

Section 4.8 - Inter-Agency Coordination

Coordinate with the county, local, and state law enforcement agencies and client should there be any questions about any school's off-duty assignments.

RollKall facilitates comprehensive inter-agency coordination through:

● Dedicated Service & Support Team: Knowledgeable staff available 24/7 regarding ADE, LEA, and local participating agency requirements

● Escalation Procedures: Defined protocols for resolving assignment questions and conflicts

● Documentation Systems: Complete records of all inter-agency communications and decisions

● Automated Assignment Coordination: Ensures each agency is aware of job distribution and maintains participating agency compliance

Section 4.9 - LEA Policy Integration

Response to Section 4.9: Assist eligible LEAs in modifying existing rules or policies to incorporate the Contractor's management and administration of ADE's SRO and SSO programs.

Our implementation team provides comprehensive policy integration support including:

● Policy Analysis: Review of existing LEA policies and identification of recommended modifications based on best practices

● Training and Change Management: Support for staff training and change management processes

● Documentation Support: Assistance with policy documentation and compliance tracking

● Officer Registration Assistance: Easy onboarding of officers onto the RollKall platform with agency oversight and rule enforcement

14. Offeror’s Capacity Provide a detailed description and visual representation of the Offeror’s plan that demonstrates its capacity to service approximately 250 schools (1,250 weekly shifts) in all 15 Arizona counties in full compliance with the requirements outlined in section 4.3 of the Scope of Work. The response should clearly outline logistical strategies, resource allocation, staffing plans, and any other relevant factors that support successful implementation.

Scalable, Statewide Delivery Framework

RollKall is fully equipped to support the Arizona Department of Education’s School Safety Program across all 15 Arizona counties, covering approximately 1,250 weekly shifts across 250 schools.

Scale through Technology

RollKall is a technology-driven leader in the off-duty law enforcement space, offering a highly scalable platform designed for performance and reliability. Hosted on Microsoft Azure with multi-regional redundancy, our solution sets the industry standard for speed and usability.

Consistently high CPU efficiency has enabled us to support the addition of hundreds of thousands of detail hours quarter over quarter, year after year. Thanks to intelligent automation and a platform that simply works, growing market demand can be met without requiring proportional increases in staffing—avoiding operational strain and reducing the risk of human error.

Key features of our statewide platform capacity include:

● Robust Officer Access: Any AZPOST-certified officer can work through RollKall with their agency’s approval, regardless of whether the agency is formally partnered. This ensures theoretical access to the entire certified officer population in Arizona, removing barriers to staffing availability.

● Group-Based Job Targeting: Jobs can be posted to specific officer groups (e.g., prior SROs, regional teams), improving match quality and coverage.

● Auto-Escalation Logic: If a local agency can’t fill a shift, it escalates to pre-approved officers in neighboring counties while preserving local-first preferences.

Logistics, Resource Allocation & Staffing Plans

To ensure fulfillment across all counties, RollKall will deploy:

● A dedicated Account Manager responsible for coordinating between ADE, LEAs, and law enforcement agencies.

● A 24/7 Managed Services team to support job creation, shift edits, and agency coordination where LEAs lack internal staffing.

● A 24/7 Technical Support team available to all officers and administrators via phone, email, or chat.

● A full training, onboarding, and communication plan, including live webinars, help center materials, and in-app guidance.

Visual Representation of Weekly Shifts by County

The chart above illustrates estimated shift volume per county, with proportional distribution based on population and school density. For example:

● Maricopa County may account for 400+ weekly shifts,

● Pima County for 200 shifts,

● And smaller rural counties like Greenlee or La Paz averaging 5–10 weekly shifts.

While we expect demand to not be equal across counties, we will provide the same level of oversight and concern for each department, officer, and recipient of service. As is common with large integrations, such as big school districts, we will work hand in hand with the ADE, the agency, and the school hiring the officers to ensure that each major operation knows how to use the platform, call on RollKall for support, and ensure transparency, accountability, and compliance across the entire operation.
