1. Executive Summary Offeror Name: Cascadia Global Security
Cascadia Global Security (CGS) is proud to present a comprehensive, statewide solution designed to meet the Arizona Department of Education’s (ADE) need for dependable, certified School Resource Officers (SROs) and School Safety Officers (SSOs) in all 15 counties. CGS leverages its established reputation in law enforcement coordination, armed and unarmed security staffing, and technology-enabled deployment to ensure rapid response, compliance, and performance tracking. Our cloud-based job management platform, StaffWizard, and officer-facing mobile application empower off-duty law enforcement personnel to seamlessly find, accept, and report on school safety assignments. Real-time scheduling, location-based job alerts, and integrated compliance tracking support both ADE’s mission and each school’s unique needs.
With a proven record of delivering results for government, corporate, and educational institutions, CGS ensures high-quality officer placement, transparent reporting, and 24/7 technical support. All CGS-assigned officers will be AZPOST-certified, insured, and paid weekly—with no cost incurred by ADE or the officers for liability or workers’ compensation coverage. Our operational infrastructure is purpose-built for scale, supported by a dedicated statewide management team, regional deployment coordinators, and a centralized dispatch center capable of servicing over 250 schools (1,250 shifts per week). With scalable capacity, strong compliance procedures, and mission-aligned values, Cascadia Global Security is fully prepared to fulfill the requirements of this solicitation with excellence and accountability.
2. Cloud-Based Software Platform and Mobile Application Cascadia Global Security utilizes a robust, cloud-based workforce management platform, StaffWizard, custom-developed to facilitate real-time coordination between officers, school sites, and contract administrators. This secure platform includes a mobile application available for iOS and Android, specifically designed for off-duty law enforcement officers to search, view, accept, and manage assignments in a few simple steps. The app uses geo-location technology to allow officers to filter opportunities based on proximity, certification type (SRO vs. SSO), and schedule availability.
The backend system supports automated scheduling, shift confirmations, digital check-in/check-out, and immediate reporting functionalities. School administrators and ADE liaisons can access an administrative dashboard with live monitoring of shift fulfillment, officer credentials, incident logs, and compliance documentation. The platform supports data exports for reporting, audit trails, and integration with third-party law enforcement verification systems as needed.
3. Assignment Process CGS’s process for assigning officer requests is designed for speed, reliability, and full transparency. Requests initiated by ADE or participating schools are entered into the central scheduling platform, StaffWizard, where they are matched to qualified, available AZPOST-certified officers based on criteria such as location, officer availability, role requirements, and prior assignment history.
Once matched, officers receive a mobile alert with assignment details and can accept or decline. Accepted assignments are confirmed in the system, triggering automated notifications to both the officer and the school administrator. Officers must digitally check in and out through GPS-based verification on their mobile app, ensuring accuracy and accountability. If a shift goes unfilled after a defined period, the request is escalated to a regional deployment coordinator for manual intervention and rapid fulfillment through our standby reserve pool.
4. Statewide Service Capacity (All 15 Counties) Prior to the start of the contract, Cascadia will conduct a comprehensive audit of each county to assess staffing requirements and operational priorities. This audit will include a review of current school enrollment numbers, geographic distribution of campuses, historical incident reports, local agency capacity, and any unique safety concerns or site-specific needs. The findings will inform an evidence-based staffing model designed to ensure efficient resource allocation and alignment with local expectations.
Based on the audit results, each county will be assigned to one of two Regional Coordinators, who will oversee scheduling, compliance, and day-to-day coordination. If a single county—such as Maricopa—exhibits significantly higher volume or complexity, Cascadia will assign a third full-time Coordinator dedicated exclusively to that jurisdiction. This structure ensures that all counties receive tailored support and that service levels are maintained across diverse operational environments
CGS has structured its operational model to ensure full coverage of all 15 Arizona counties through strategically placed regional hubs. Each hub is staffed by a Deployment Coordinator responsible for local scheduling, agency liaison, and quality control, and all hubs report to a centralized operations center. This center provides system-wide oversight, real-time analytics, and surge capacity management. A regional network of vetted, off-duty AZPOST-certified officers is maintained, segmented by readiness tier (active, standby, reserve), with a targeted 20% surplus of available officers per region to absorb demand fluctuations or emergencies. Field supervisors are stationed in high-volume areas to bridge SRO/SSO coverage gaps or respond to last-minute requests.
Officer requests initiated by ADE or participating schools are processed through the StaffWizard central scheduling platform, where they are matched to qualified officers based on factors such as location, availability, role requirements, and assignment history. Officers receive mobile alerts with assignment details and may accept or decline shifts in real time. Upon acceptance, confirmations are automatically sent to both the officer and the school administrator. Officers digitally check in and out using GPS-based verification, supporting accountability and transparency. If a shift remains unfilled after a specified window, it is escalated to the appropriate Regional Deployment Coordinator for manual assignment through the standby reserve pool, ensuring no lapse in coverage.
5. Reporting and Database Platform All assignment and compliance data are stored in CGS’s secure, cloud-based reporting platform, StaffWizard. This system allows ADE and participating schools to access custom dashboards and generate on-demand reports covering metrics such as shift fulfillment, officer attendance, incident reports, and regional staffing levels. Data is categorized by county, school, officer ID, and assignment type.
The system supports CSV, Excel, and PDF exports, and automated weekly/monthly summary reports can be scheduled for delivery to designated ADE staff. For compliance and auditing, all check-ins, photos, incident documentation, and performance logs are retained per state-mandated record retention schedules. Access permissions are tiered to protect sensitive officer data while enabling transparency for contract oversight.

6. Managing ADE Requests for AZPOST-Certified Officers CGS manages all ADE requests for AZPOST-certified law enforcement officers through a centralized command center and dedicated service team trained in law enforcement compliance, school safety operations, and scheduling logistics.
6.1 – Verification of Certification Upon onboarding, CGS verifies every officer’s AZPOST certification and maintains an up-to-date, auditable database.
Our system cross-references AZPOST records to ensure ongoing eligibility. Officers must upload updated credentials and are flagged automatically for re-verification prior to expiration.
6.2 – Assignment Matching Only AZPOST-certified officers are eligible to accept SRO/SSO roles through our StaffWizard platform. Assignment matching logic automatically screens out non-qualified personnel and ensures school sites receive credentialed, appropriately classified staff.
6.3 – Monitoring and Compliance CGS conducts regular audits of deployment records, shift logs, and incident reports to ensure ongoing compliance. A dedicated compliance officer reviews SRO/SSO interactions and incident management to ensure ADE policies and applicable statutes are followed.
6.4 – Incident Escalation Protocol Our field supervisors and regional coordinators follow a tiered response plan for any incident involving ADE, the officer, or the school. Any significant incident (e.g., arrest, use of force, student interaction) is logged and escalated to CGS’s internal compliance division and immediately reported to ADE in accordance with defined protocols.
7. Training Plan for SROs and SSOs CGS offers both online and on-site training options to ensure that all deployed officers are fully prepared for their roles within school environments.
7.1 – Initial Orientation Each officer will complete a CGS-led training module on SRO/SSO responsibilities, school safety protocols, and applicable Arizona school statutes. This training is delivered virtually and includes comprehension checks.
7.2 – ADE-Specific Training CGS coordinates with ADE to deliver ADE-provided or approved training (either online or in person), such as school threat assessment, student engagement best practices, or de-escalation techniques.
7.3 – Site-Specific Briefing Officers are briefed on school-specific protocols, contact personnel, and emergency procedures prior to their first assignment at each location. These briefings are recorded and documented within our officer profiles.
8. Assignment of SROs and SSOs CGS uses its automated scheduling engine and local coordinators to ensure precise and fair assignment of officers to school sites.
8.1 – Priority Assignment Criteria Assignments prioritize officer proximity, role suitability (SRO vs. SSO), previous site familiarity, and performance history. Officers can also set preferences for regions or schools, which our system takes into account.
8.2 – Continuity and Relationship Building To promote continuity and rapport with school staff and students, CGS prioritizes reassigning officers to the same schools whenever possible, unless directed otherwise.
8.3 – Substitute Management If an officer cancels or is unable to report, the CGS system flags the shift and immediately notifies the regional coordinator. A backup officer from our reserve list is dispatched. Schools and ADE are notified of the replacement via email and app notifications.
9. Work Shift Assignment for SROs and SSOs CGS organizes officer shift assignments based on school requests, officer availability, and compliance with work-hour limitations.
9.1 – Shift Scheduling Shift requests from ADE or schools are entered into the StaffWizard scheduling platform. Shifts are categorized (morning, afternoon, evening), and officers select availability through their app or coordinator. Shifts are then offered, confirmed, and locked with digital records.
9.2 – Scheduling Constraints CGS enforces daily and weekly work-hour limits to avoid fatigue and maintain compliance with agency policies.
Officers are restricted from accepting overlapping shifts.
9.3 – Real-Time Adjustments Changes to a school’s safety needs (e.g., special events, threats, or absences) are handled in real time through our 24/7 dispatch desk. Officers receive updates and modifications through push alerts or direct contact from regional coordinators.
9.4 – School & ADE Access Schools and ADE representatives can view officer assignments, contact information, and shift confirmations via their secure dashboard at any time.
10. Liability and Workers’ Compensation Insurance CGS provides comprehensive liability and workers’ compensation insurance at no cost to either the assigned officers or the Arizona Department of Education (ADE). Our coverage includes general liability, professional liability, and workers’ compensation, ensuring full legal and financial protection in the event of any incident, accident, or claim arising during the course of assigned duties. These policies meet or exceed Arizona state requirements and are underwritten by nationally recognized, A-rated insurance carriers.
All officers are covered automatically upon activation in StaffWizard, and confirmation of coverage is provided during the onboarding process. Certificates of Insurance (COIs) are kept up to date and can be supplied to ADE or any participating school upon request. CGS maintains full documentation and recordkeeping in accordance with state law, and schools have 24/7 administrative portal access via StaffWizard to verify insurance compliance. This approach eliminates the administrative burden on ADE while ensuring complete peace of mind for all parties involved.
11. Technical Support and Service Plan Cascadia Global Security (CGS) provides a robust, multi-tiered technical support system to ensure uninterrupted service for both field officers and school administrators. Our support infrastructure is staffed by trained specialists who can assist with all aspects of StaffWizard, including the scheduling platform, mobile application, and reporting dashboards. Support is available through phone, email, live chat, and an integrated in-app ticketing system within StaffWizard.
All support inquiries are logged and categorized by severity level, with service-level agreements (SLAs) in place to guarantee timely resolution. High-priority issues (e.g., officer check-in failures or system access problems) receive immediate attention from senior technicians. Additionally, CGS offers proactive system health monitoring, real-time alerts for downtime or anomalies, and quarterly performance reviews with ADE to discuss incident trends, user feedback, and system improvements.
Each participating school is assigned a dedicated regional support liaison who serves as a direct point of contact for operational or technical concerns. This ensures continuity, fast issue resolution, and consistent communication throughout the school year.
12. Weekly Officer Payments
We are committed to ensuring that all off-duty AZPOST-certified officers serving as School Resource Officers (SROs) and School Safety Officers (SSOs) are paid weekly, providing them with financial consistency and reinforcing trust in our partnership. Officers are compensated every Friday via direct deposit for all verified shifts completed during the previous workweek (Monday through Sunday).
This payment process is fully automated and integrated with StaffWizard’s workforce management system, which records digital check-ins and check-outs using GPS verification. Once shifts are verified and approved by a regional coordinator, the officer’s time is queued for payroll processing. Officers receive digital confirmation of each submitted and paid shift through their StaffWizard mobile app, along with access to downloadable pay statements and earnings history.
CGS assumes full responsibility for payroll processing, tax withholdings, and associated administrative burdens.
There is no cost to the Arizona Department of Education or the officers for this service. Our finance team monitors compliance and accuracy, and our support team is available to resolve any payment issues within one business day.
13. Experience Coordinating with Law Enforcement Agencies Cascadia Global Services brings extensive experience working in collaboration with law enforcement agencies at the local, state, and federal levels. Over the years, we have cultivated strong partnerships with police departments, sheriff’s offices, and specialized agencies—experience that is critical to ensuring seamless coordination, rapid deployment, and full compliance when providing off-duty officers as School Resource Officers (SROs) and School Safety Officers (SSOs).
Our compliance and coordination protocols are designed to align with Arizona Peace Officer Standards and Training (AZPOST) certification requirements and include the following:
• Recruitment and Vetting: We partner directly with law enforcement agencies to recruit officers who meet AZPOST standards. CGS verifies each officer’s credentials, training history, and disciplinary records through direct communication with their employing agency.
• Ongoing Communication: Our operations team maintains continuous contact with partner agencies to ensure deployment aligns with the most current policies, procedures, and legal frameworks.
• Training Alignment: We collaborate closely with agencies to keep officers updated on current law enforcement tactics, compliance standards, and school safety practices, ensuring operational readiness in dynamic school environments.
• To further support these efforts, CGS employs a dedicated Law Enforcement Liaison who serves as the primary point of contact for agency coordination. This role enables swift conflict resolution, policy alignment, and relationship-building with stakeholders across all 15 Arizona counties.
• CGS’s operational model is structured for statewide effectiveness through regional hubs, each staffed by a Deployment Coordinator responsible for local scheduling, quality control, and agency liaison duties. These hubs report to a centralized operations center, which provides strategic oversight, surge capacity management, and real-time analytics via StaffWizard. A vetted network of AZPOST-certified off-duty officers is maintained in each region, categorized by readiness tier (active, standby, reserve), and supported by a 20% surplus to absorb demand fluctuations or emergencies. Field supervisors are stationed in high-volume areas to address last-minute coverage gaps and ensure rapid response capability.
• Additionally, StaffWizard’s centralized scheduling platform ensures officer requests—whether from ADE or participating schools—are fulfilled with speed, transparency, and precision. Requests are matched to qualified officers based on criteria such as location, role requirements, availability, and prior assignment history. Officers receive mobile alerts via StaffWizard and can accept or decline assignments in real time.
Confirmed shifts are automatically communicated to both the officer and the school administrator. Officers check in and out using GPS-based verification through the StaffWizard mobile app, ensuring accuracy and accountability. Any unfilled shifts are escalated to a Regional Deployment Coordinator for manual intervention and fulfillment through our reserve pool.
14. Capacity to Service 250 Schools in All 15 Counties Cascadia Global Security (CGS) has developed a highly scalable and efficient model that is fully capable of servicing approximately 250 schools and covering 1,250 weekly shifts across all 15 Arizona counties. Our approach combines technology, regional coordination, and a robust network of trained officers to meet the needs of schools, administrators, and the Arizona Department of Education (ADE).
Our plan for statewide service delivery includes the following key elements:
1. Regional Deployment Hubs:
CGS will operate in regional hubs, strategically located across Arizona to ensure rapid officer deployment and local support. Each hub is managed by a Regional Operations Coordinator who oversees officer assignments, quality control, and communication with local schools.
2. Officer Pool and Scheduling Platform:
We maintain a flexible and diverse pool of qualified officers with varying specializations, ensuring that we can meet the specific needs of each school. Our cloud-based scheduling platform StaffWizard enables real-time shift assignments, allowing for quick adjustments based on sudden staffing needs, school closures, or officer availability.
This ensures full coverage of the 250 schools, even in case of unexpected absences or emergencies.
3. Efficient Resource Allocation:
Our technology integrates with school district calendars via StaffWizard to predict and plan for peak times (e.g., school events, sports, and holidays). We allocate officers accordingly and ensure the appropriate skillsets are assigned based on school requirements and local crime data.
4. Training and Compliance:
All officers are fully trained in school safety protocols, conflict de-escalation, and student engagement to ensure that they are not only law enforcement professionals but also sensitive to the educational environment. This training is consistent across all counties to maintain high-quality service across the entire state.
5. Coordination with Local Law Enforcement:
We work closely with local law enforcement agencies to ensure there is no overlap or duplication of resources, and that all officer assignments complement local police efforts in the community.
6. Scalability:
Should the scope of this program expand, CGS is well-positioned to add additional resources and infrastructure without compromising the quality of service. Our proprietary software, StaffWizard, combined with our regional coordinators and recruitment processes, allows us to rapidly scale operations statewide, ensuring ADE’s requirements are met both now and in the future.
15. Organizational Chart We operate with a streamlined and efficient organizational structure, ensuring clear accountability and effective management of all contract-related activities.
