Attachment I - Questionnaire
A. Method of Approach
1. Executive Summary - In a maximum of two (2) paragraphs, provide an executive summary in non-technical language to summarize the Offeror’s approaches in meeting the needs as stated in the Scope of Work of the solicitation.
BLUE Enforcement Services LLC (BLUE) provides a comprehensive, user-friendly, cloud-based software platform with a mobile app, designed to streamline the scheduling, assignment, and management of off-duty School Resource Officers (SROs) and School Safety Officers (SSOs) across Arizona. This platform enables officers to search for and accept job assignments, clock in and out using geo-fencing technology, and share relevant site-specific information. Key stakeholders—including the Arizona Department of Education (ADE), law enforcement agencies, and eligible Local Education Agencies (LEAs)—will have secure access to manage and monitor assignments. The system also supports school-specific publishing guidelines and ensures officers are not classified as ADE employees.
The platform can support all schools across Arizona. It allows for the assignment of certified SROs and SSOs, prioritizing officers from local agencies, while also enabling ADE and law enforcement to oversee and assess officer eligibility.
2. Describe in detail the Offeror’s cloud-based software platform and mobile application that will be used to search and find available jobs pursuant to the requirements of section 4.1, including all subsections, of the Scope of Work.
BLUE’s cloud-based software platform is a secure, scalable, and user-friendly solution specifically designed to meet unique requirements. This centralized platform enables real-time job search, scheduling, and assignment management for SROs and SSOs through a responsive web interface and an integrated mobile app. Built with user experience in mind, the platform allows officers to view, search, and accept available job assignments using customized filters based on date, location, and agency preferences. Once assigned, officers receive site-specific information directly through the app, ensuring they are prepared and communication is efficient.
The mobile application—compatible with both iOS and Android devices—features secure login and geo-fencing capabilities that enable officers to clock in and out only when physically present at designated job locations. This ensures compliance with scheduling protocols and provides real-time tracking for transparency and accountability. ADE will be granted administrative access to the system to view school-requested assignments, create and manage internal assignments, and monitor staffing in real-time. Law enforcement entities will also have dedicated access to view both ADE-funded and requested assignments, promoting interagency coordination. The platform supports multiple publishing and approval workflows to accommodate agency-specific requirements and guidelines. Officer eligibility is maintained through a certification management module that ensures only ADE-certified officers are assigned, in accordance with current certification timelines. Our cloud-based solution guarantees reliable performance and seamless coordination among all stakeholders involved in the School Safety Program.
3. Describe the Offeror’s process of assigning requests pursuant to the requirements of section 4.2, including all subsections, of the Scope of Work.
BLUE follows a structured, transparent, and policy-compliant process for assigning officer requests in accordance with Section 4.2 of the Scope of Work. When an eligible LEA submits an assignment request through the platform, the system immediately flags the request and begins a matching process. Using geographic data, certification status, and agency affiliation, the platform prioritizes School Resource Officers (SROs) and School Safety Officers (SSOs) from law enforcement agencies within the requesting LEA’s area.
This approach helps maintain familiarity with the community and promotes effective school-based policing.
2Department of Education | Solicitation No. BPM007009 | Off-Duty School Resource and School Safety Officers
Once the appropriate officer pool is identified, the system confirms eligibility based on current ADE certification records and agency verification. Both ADE and the respective law enforcement agency are granted real-time visibility and control over officer eligibility validation through their administrative dashboards. If an LEA requests reassignment or a specific officer, the system quickly facilitates the change while maintaining compliance with certification requirements and availability. Only officers who meet ADE’s current certification guidelines and are within the defined certification timeline are eligible for assignment.
This process ensures that all assignments are filled quickly, fairly, and in accordance with established safety, jurisdictional, and professional standards.
4. Describe and illustrate in detail the plan that ensures the Offeror has the capacity of servicing all 15 counties pursuant to requirement of section 4.3.
BLUE has created a comprehensive statewide service plan to ensure complete coverage and effective management of SRO and SSO assignments across all 15 counties in Arizona, as specified in Section 4.3 of the Scope of Work. The core of this plan is a cloud-based platform with real-time scheduling and assignment features, supported by a regional operations model that includes dedicated account managers and regional coordinators strategically positioned throughout the state. These coordinators act as the main point of contact for local law enforcement agencies and school districts, ensuring timely support and consistent service quality in urban, suburban, and rural areas alike.
To meet the weekly demand of approximately 1,250 shifts across 250 schools, BLUE maintains a statewide database of pre-vetted, ADE-certified officers. Officers are categorized by certification type, agency affiliation, and geographic location to facilitate assignment matching. The system uses automated workflows and geo-intelligent tools to distribute jobs efficiently, with coverage reports monitored daily by BLUE’s central operations team. In the event of unexpected absences or last-minute changes, the platform’s alert system notifies available qualified officers within a specified radius, ensuring minimal disruption to school safety operations. This scalable, technology-driven approach—combined with regional personnel and ongoing coordination with ADE and law enforcement agencies—ensures reliable, statewide service delivery.
5. Describe the Offeror’s database platform for reports pursuant to the requirements of section 4.4, including all subsections, of the Scope of Work.
BLUE’s database platform is a strong, cloud-based reporting system designed to meet the detailed data and oversight needs outlined in Section 4.4 of the Scope of Work. Built with scalability, security, and user accessibility in mind, the platform collects, stores, and organizes data related to officer assignments, site locations, and shift performance across all 15 counties and participating schools. It offers customizable reporting features that allow authorized users—such as ADE, law enforcement agencies, and approved school personnel—to generate and export real-time and historical reports segmented by county, individual school site, or officer.
Each report includes key data points such as officer name, agency affiliation, assignment history, clock-in/ out times with geo-verification, and any assignment changes or substitutions. Users can apply filters to view trends over time, monitor coverage consistency, or audit officer compliance with ADE certification requirements. The system supports both on-demand and automated scheduled reports, ensuring stakeholders receive timely updates without manual effort. All data is encrypted and access-controlled to protect privacy and comply with state and federal data security standards. This robust reporting engine enables transparent oversight, informed decision-making, and efficient program management at every level.
3Department of Education | Solicitation No. BPM007009 | Off-Duty School Resource and School Safety Officers
6. Describe the Offeror’s plan to manage and administer ADE requests for AZPOST-certified law enforcement officers pursuant to the requirements of section 4.5, including all subsections, of the Scope of Work. Provide details for each subsection.
BLUE has created a detailed and responsive plan (shown below) to handle and process ADE requests for AZPOST-certified law enforcement officers in full alignment with Section 4.5 of the Scope of Work. The plan guarantees that only officers who meet ADE’s SRO and SSO certification requirements—and who are also AZPOST-certified—are eligible for assignment. The system uses advanced automation, real-time tracking, and human oversight to ensure accuracy, compliance, and responsiveness throughout the process.
PLAN TO MANAGE AND ADMINISTER ADE REQUESTS
1.1. Accept assignment requests from eligible LEAs:
Eligible LEAs can submit requests directly through BLUE’s web-based portal or mobile app. Each request is time-stamped, geo-tagged, and logged for tracking. The platform verifies that the request originates from an approved LEA and routes it to the appropriate regional coordinator for action.
2.2. Assign appropriate SROs or SSOs to eligible LEAs, with a preference for local officers:
Upon receiving a request, the system filters officers based on ADE certification status, AZPOST credentials, availability, and proximity to the requesting LEA. Officers from local law enforcement agencies within the LEA’s jurisdiction are prioritized to support community connection and familiarity. If multiple officers meet the criteria, the system ranks candidates based on a combination of seniority, performance history, and availability.
3.3. ADE and law enforcement agencies will determine officer eligibility:
BLUE offers secure portals for both ADE and law enforcement to review officer profiles, including up-to-date certification and training records. These stakeholders have the authority to approve, deny, or flag officers for further review, promoting shared accountability in the eligibility process.
4.4. Honor LEA requests to reassign or change officers:
The platform supports easy reassignment requests from LEAs. Once a request to replace an officer is submitted, the system initiates a reassignment process that immediately removes the current officer from future shifts and notifies eligible replacements. All changes are logged for transparency and compliance tracking.
5.5. Assign only officers that are SRO/SSO certified under ADE guidelines and within the certification timeline:
The database automatically syncs with ADE’s certification records to ensure only officers who meet current certification standards and timelines are considered for assignment. The system flags expired or non-compliant certifications and blocks those officers from being assigned until their status is updated. This built-in safeguard guarantees that all active assignments fully comply with ADE and AZPOST regulations.
Through this well-coordinated plan—using secure technology, real-time data, and interagency collaboration—BLUE ensures efficient, compliant, and responsive management of ADE’s requests for AZPOST-certified law enforcement officers.
7. Describe the Offeror’s plan to deliver either on-site or online training for all SROs and SSOs pursuant to the requirements of section 4.10, including all subsections, of the Scope of Work.
BLUE’s training delivery plan aims to provide all SROs and SSOs with high-quality, accessible training that meets the requirements of Section 4.10 of the Scope of Work. The plan includes both on-site and online training options to accommodate the diverse needs of officers across Arizona’s 15 counties. This adaptable approach ensures consistent statewide coverage, supports different learning preferences, and enables officers in remote or rural areas to participate without logistical obstacles. Our plan is shown on the following page.
4Department of Education | Solicitation No. BPM007009 | Off-Duty School Resource and School Safety Officers
TRAINING DELIVERY PLAN
1.1. Deliver training in a manner accessible to all officers regardless of location:
BLUE will provide a secure online learning management system (LMS) that hosts required training modules, videos, and assessments. The LMS can be accessed via computer or mobile device, enabling officers to complete training at their convenience. For officers who prefer or need in-person instruction, regional training sessions will be scheduled in collaboration with local law enforcement agencies, utilizing school facilities or regional training centers to ensure maximum accessibility.
2.2. Ensure training aligns with ADE guidelines and certification standards:
All training content—whether delivered online or in person—will be developed in accordance with ADE’s SRO/SSO certification requirements and reviewed regularly for updates. Topics will include school safety protocols, conflict resolution, youth engagement, crisis response, and any new regulatory or procedural updates mandated by ADE. Officers must complete all required modules and assessments to stay active on the platform and remain eligible for assignment.
By providing flexible training options that are both accessible and standards-based, BLUE ensures every officer, regardless of location, is fully prepared and compliant with ADE’s expectations.
8. Describe the in detail the Offeror’s plan to assign SROs and SSOs pursuant to the requirements of section 4.11, including all subsections, of the Scope of Work.
BLUE’s plan for assigning SROs and SSOs complies with Section 4.11 of the Scope of Work. It ensures efficient, transparent assignments that meet ADE certification. Using a secure, cloud-based platform with real-time availability, location matching, and verification, it coordinates with ADE, law enforcement, and LEAs to assign only qualified officers to schools. Our plan is shown below.
PLAN TO ASSIGN SROs AND SSOs
1.1. Assign only certified officers under ADE guidelines:
Before finalizing any assignment, the system cross-checks each officer’s profile with current ADE certification records to verify compliance with all training, credentialing, and timeline requirements. Officers with expired or pending certifications are automatically flagged and restricted from being scheduled until resolved. This built-in verification process ensures only certified officers are eligible for duty.
2.2. Provide officers with detailed assignment information:
Once an officer is assigned to a shift, the platform generates and sends a detailed assignment brief via the mobile app and email. This brief includes the school name, exact location, shift time, points of contact, reporting instructions, and any site-specific policies. The system also enables attachments, such as school safety protocols or updated guidelines, to be included with each assignment.
3.3. Ensure shift accountability through clock-in/clock-out and geo-fencing:
To verify attendance and ensure accountability, officers must clock in and out via the mobile app using geo-fencing technology. The system only allows time entries when the officer is physically present at the work site, preventing fraudulent or inaccurate reporting. Shift logs and attendance records are instantly accessible to ADE and law enforcement for oversight.
4.4. Provide immediate reassignment support in case of cancellation or absence:
In cases where an officer cancels or fails to report for a scheduled shift, the system immediately sends a notification to regional coordinators and identifies available backup officers who meet the same certification and location criteria. The platform enables quick reassignments to prevent service disruptions and ensure continuous school coverage.
This detailed assignment plan guarantees that only properly certified officers are scheduled, given clear instructions, monitored for compliance, and replaced promptly if necessary—all in accordance with the goals and requirements of the Arizona Department of Education’s School Safety Program.
5Department of Education | Solicitation No. BPM007009 | Off-Duty School Resource and School Safety Officers
9. Describe the in detail the Offeror’s plan to assign SROs and SSOs work shifts pursuant to the requirements of section 4.12, including all subsections, of the Scope of Work.
BLUE’s plan to assign SROs and SSOs to work shifts (shown below), as outlined in Section 4.12 of the Scope of Work, is based on a centralized scheduling system that uses real-time data and operational oversight. This plan ensures fair distribution of shifts, clear communication with officers, and strict compliance with ADE certification and performance standards. BLUE’S platform automates much of the scheduling process while allowing manual oversight to maintain flexibility and responsiveness to the specific needs of schools and agencies.
PLAN TO ASSIGN SROs AND SSOs WORK SHIFTS
1. 1. Ensure fair and consistent shift assignments:
The system uses a rules-based algorithm to fairly and consistently assign shifts across the available pool of certified officers. It considers officer availability, proximity to the assignment site, previous shift history (to ensure even distribution), and LEA preferences when matching officers to shifts. Officers who have not recently been assigned shifts are prioritized to promote equitable opportunities.
2.2. Maintain records of shift offers, acceptances, and rejections:
Every shift transaction—whether offered, accepted, declined, or reassigned—is logged in the system and time-stamped for full traceability. This includes documentation of any officer cancellations and the reason provided. These records are accessible to ADE and authorized law enforcement personnel for oversight, performance evaluations, and audit purposes.
3.3. Allow officers to view and accept shifts through the mobile application:
Officers receive push notifications and email alerts when new shifts are available. They can view shift details—including location, date, time, and site-specific instructions—through the mobile app and accept or decline directly within it. Accepted shifts are automatically added to the officer’s schedule and calendar, with reminders sent before the assignment.
4.4. Reassign shifts quickly when declined or cancelled:
When a shift is declined or canceled, the system immediately identifies and notifies other eligible officers nearby who meet the certification criteria. This quick reassigning feature helps prevent gaps in school coverage and supports ADE’s goal of maintaining a secure and steady safety presence across all involved schools.
BLUE’s plan combines automation, transparency, and human support to create a high-functioning, compliant shift assignment process that ensures the right officers are placed in the right roles at the right times.
10. Provide a narrative to illustrates that liability and workers’ compensation insurance is provided at no cost to the officers or ADE pursuant to the requirement of section 4.13 of the Scope of Work.
BLUE fully complies with Section 4.13 of the Scope of Work by providing comprehensive liability and workers’ compensation insurance coverage for all assigned SROs and SSOs at no cost to the officers or the ADE. This insurance coverage is a key part of BLUE’s risk management and officer protection plan, ensuring all personnel are protected while performing their duties under the School Safety Program.
The liability insurance shields officers from claims arising from actions taken during their assignments, including incidents involving students, school staff, or members of the public. Additionally, workers’ compensation insurance covers medical expenses, lost wages, and other related benefits in the case of an on-duty injury. All premiums, administrative costs, and claims management are managed entirely by BLUE.
Officers are not required to contribute financially or process claims through their own agency channels.
Documentation of active insurance policies, coverage limits, and proof of compliance will be maintained and provided to ADE upon request. This approach ensures that both the officers and ADE are fully protected from potential legal or financial liabilities related to the program.
6Department of Education | Solicitation No. BPM007009 | Off-Duty School Resource and School Safety Officers
11. Provide a detailed plan to provide technical support and service pursuant to the requirement of section 4.15 of the Scope of Work.
BLUE has developed a comprehensive technical support and service plan to fulfill the requirements of Section 4.15 of the Scope of Work, ensuring continuous functionality and user satisfaction for all stakeholders using the software platform and mobile application. The plan features a dedicated 24/7 help desk, proactive system monitoring, multi-channel support options, and ongoing system maintenance to quickly and effectively address user needs and technical issues.
Users—including ADE staff, law enforcement agencies, SROs, and SSOs—will have access to a tiered technical support structure via phone, email, and live chat.
| › Tier 1 support handles general inquiries, login problems, and basic troubleshooting. |
| › Tier 2 and Tier 3 teams manage more complex issues such as data access, geo-fencing errors, system |
integration, or account setup.
In addition to reactive support, BLUE uses real-time monitoring tools that track system uptime, identify usage anomalies, and detect potential security breaches. Any disruptions or critical issues are immediately escalated to the appropriate technical teams for resolution. BLUE also provides onboarding assistance, user training on system use, and regularly updated self-help resources, including video tutorials and FAQs.
All support interactions are recorded through a centralized ticketing system, which includes service-level agreements (SLAs), to ensure prompt resolution, accountability, and quality assurance.
12. Provide a detailed plan that ensures off-duty officers performing jobs as SROs and SSOs will be paid weekly.
BLUE has established a reliable and transparent payroll process that guarantees all off-duty officers working as SROs and SSOs are paid weekly in full compliance with Section 4.16 of the Scope of Work. This plan aims to ensure timely and accurate compensation while reducing the administrative burden on officers and partner agencies.
After each shift, officers clock in and out using a secure mobile app with geo-fencing to confirm their presence at the job site. These time entries are automatically recorded and sent to BLUE’s payroll system. The platform creates digital timesheets that are reviewed and approved by regional coordinators or designated supervisors to ensure correctness. Once verified, payments are processed through a secure direct deposit system on a regular weekly schedule. Officers receive pay stubs via email and can view their payment history through a secure portal. BLUE’s finance team oversees compliance with payroll deadlines, and dedicated support is available to resolve any discrepancies or issues quickly. This system guarantees officers are compensated fairly and reliably, fostering retention and satisfaction within the School Safety Program.
