Subcontractor Summary Spreadsheet

This is a subcontractor summary worksheet template issued by the City of St. Petersburg, Florida, designed to accompany bid submissions for city construction projects. The document requires prime contractors to identify all intended subcontractors, their trades, subcontract amounts, and tier classification (first or second tier only, unless otherwise specified in contract documents). Contractors must complete and submit the worksheet with their bid; if no subcontractors will be used, a written statement to that effect must be provided. The form captures detailed information including subcontractor legal name, business address, project supervision contact details, trade classifications, and subcontract dollar amounts. The percentage of work permitted to be subcontracted varies by project and is specified in the contract documents.

Subcontractor substitutions are restricted once a prime contractor is awarded and the pre-construction meeting is held, with changes only permitted under seven specific circumstances: failure or refusal to execute a written contract at the specified price, lack of appropriate licensure, bankruptcy or insolvency, ineligibility to perform the work, failure or refusal to perform the subcontract, substantial unsatisfactory work not in accordance with plans and specifications, or substantial delays or disruption to project progress. Small Business Enterprise (SBE) subcontractors used to satisfy SBE percentage requirements must be replaced with other SBE subcontractors if removed, unless the prime contractor demonstrates SBE requirements are met through alternative means. Restrictions on subcontracting percentage and multiple-tier subcontractors do not apply to FDOT LAP or federally funded projects. All requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management office, attention Contracts Compliance Manager, at Stephanie.Swinson@stpete.org.
