About this file
This is a Scope of Work and Cost Proposal document for the City of St. Petersburg, Florida's Invitation for Bid (IFB-26-172) for office paper products. The City is soliciting sealed bids from qualified vendors to supply and deliver nine line items of office paper products on an as-needed basis under a multi-year agreement. The procured items include various envelope types (utility bill envelopes in sizes #9 and #10, with and without windows) and copy paper products (virgin bond paper in multiple sizes and weights, laser printer paper, and specialty papers with micro-perforation and three-hole drilling features). Estimated annual quantities range from 1 case of legal-size paper to 5,000 cases of copy paper. All supplies will be stocked at the City's Consolidated Warehouse and distributed to City Departments as needed. The solicitation closes on April 28, 2026, at 3:00 p.m., with a written questions deadline of April 14, 2026. Product samples for four specified items must be submitted within 48 business hours after solicitation close. Delivery to the Consolidated Warehouse is required within seven business days of purchase order receipt, with custom-printed items requiring delivery within seven business days of final artwork approval. The contract will be awarded to a single vendor with an initial three-year term, with the City reserving the right to renew for two additional one-year periods under mutually agreed terms.
Pricing must be submitted per unit and per line item with delivery costs included, with a 12-month firm pricing period after which parties may request price adjustments with written justification and mutual agreement. Vendors must submit a Bid Bond equal to five percent of the total bid price and maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation coverage as required by Florida law. Vendors must demonstrate a minimum of one year of experience providing office paper products and be registered with the Florida Department of State Division of Corporations with a dedicated account manager available during business hours. The solicitation is subject to Business Enterprise participation goals, requiring prime contractors to either use certified Small Business Enterprise (SBE), Minority Business Enterprise (MBE), or Women Business Enterprise (WBE) subcontractors or submit detailed Good Faith Effort documentation (Form B). All deliverables must be submitted electronically through the OpenGov Procurement website. Public records disclosure will occur 30 days after opening or earlier if a decision is reached sooner, and no specific incumbent vendor or budget range has been disclosed.
