About this file

This is a Subcontractor Summary Spreadsheet instruction document issued by the City of St. Petersburg, Florida, for use with competitive bidding on projects. The document provides mandatory guidelines for prime contractors submitting bids to the City, requiring completion and submission of the subcontractor worksheet as part of the bid package. The worksheet establishes that up to 80% of the contract work for shelter-related projects may be subcontracted, and prime contractors must identify all intended subcontractors prior to award, including their business addresses, contact information, trade classifications, and subcontract amounts. Once a prime contractor is awarded the project and the pre-construction meeting is held, subcontractors may not be changed or substituted except under seven specific circumstances: failure to execute a written contract at the specified price, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform the work, failure to perform the subcontract, substantial unsatisfactory work performance, or substantial delays to project progress. Any requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management division, specifically to the Contracts Compliance Manager.

Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors used to meet SBE percentage requirements must be replaced with another SBE subcontractor if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are being met through alternative means. The restrictions on subcontracting percentages and multiple-tier subcontractor use do not apply to Federal Department of Transportation (FDOT) Locally Administered Projects or other federally funded projects. The worksheet template includes fields for the prime contractor name, the name and date of the employee completing the form, SBE or MWBE designation status, subcontractor legal names, project supervision contact information, tier classification, specific trade classifications, subcontract amounts, and an audit trail for additions and deletions with corresponding reason codes and city approver signatures.
