About this file

This Scope of Work and Cost Proposal document supports the City of St. Petersburg, Florida's solicitation for office paper products under Invitation for Bid (IFB-26-172). The procurement encompasses nine line items of office paper supplies, including utility bill envelopes (sizes #9 and #10, with and without windows) and various copy paper products such as virgin bond paper in multiple sizes and weights, laser printer paper, and specialty papers with micro-perforation and three-hole drilling features. Estimated annual quantities range from 1 case of legal-size paper to 5,000 cases of copy paper. All supplies will be stocked at the City's Consolidated Warehouse and distributed to City Departments on an as-needed basis. The solicitation closes on April 28, 2026, at 3:00 p.m., with product samples required within 48 business hours of closure for four specified items. The written question submission deadline is April 14, 2026. The contract will be awarded to a single vendor for an initial three-year term, with the City reserving the right to renew for two additional one-year periods under mutually agreed terms. Delivery must occur within seven business days of purchase order receipt, or within seven business days of final artwork approval for custom-printed items.

Pricing must be submitted per unit and per line item with delivery costs included, and the base agreement establishes a 12-month firm pricing period, after which parties may request price adjustments with written justification and mutual agreement. Vendors must submit a Bid Bond equal to five percent of the total bid price and maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation coverage as required by Florida law. Qualified vendors must demonstrate a minimum of one year of experience providing office paper products and maintain registration with the Florida Department of State Division of Corporations with a dedicated account manager available during business hours. The City requires compliance with Business Enterprise participation goals; prime contractors must either utilize certified Small Business Enterprise (SBE), Minority Business Enterprise (MBE), or Women Business Enterprise (WBE) subcontractors or submit detailed Good Faith Effort documentation (Form B) demonstrating documented outreach attempts. Vendors must complete and submit either a Letter of Intent to Perform as a Subcontractor/Supplier (Form A) or Form B explaining good faith efforts if Business Enterprise goals cannot be met. All deliverables must be submitted electronically through the OpenGov Procurement website, and the solicitation is subject to public records disclosure after 30 days from opening or earlier if a decision is reached sooner.
