About this file
This is a Justification and Approval (J&A) document for an acquisition exempted from full and open competition (sole source procurement).
The Department of Veterans Affairs, VISN 04, VA Pittsburgh Healthcare System (VAPHS) seeks to acquire proprietary Chicago Gooseneck Faucets with wristblade handles featuring 1.5 GPM laminar flow control and Watts LFUSG-CS thermostatic mixing valves with Cross Sense Technology. The faucets are specified with the following key attributes: 5-1/4" rigid/swing gooseneck spout, vandal-proof 4" wristblade handle pairs, ceramic 1/4-turn operating cartridges (right and left-hand), 3/8" compression connections, rated operating pressure of 20-125 PSI, and rated operating temperature of 40-140°F. The thermostatic mixing valve allows temperature control to prevent scalding while maintaining 140-degree boiler temperatures to mitigate bacterial growth such as legionella. VAPHS has standardized on these products across both the University Drive and Heinz campuses to reduce maintenance costs, minimize inventory, decrease installation time, and decrease callback frequency. The acquisition is authorized under 10 U.S.C. 2304(c)(1) and FAR 6.302-1(c) based on the determination that only one responsible source—Chicago Faucets—can satisfy agency requirements. The contracting officer determined the anticipated cost will be fair and reasonable because this item is being sole sourced under a larger construction project that will be competed as full and open competition, thereby providing competition at the base contract level. No market research was conducted, and no other sources expressed written interest in the acquisition. The requirement was certified as a bona fide need by Bunny Adair, Healthcare Engineer, and approved by Elijah McIntosh, Contracting Officer, on June 25, 2026.

DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID: 36C244-26-AP-3238
1. Contracting Activity:
a. Department of Veterans Affairs, VISN 04, VAPHS, University Drive Campus, Pittsburgh, PA
15215
2. Nature and/or Description of the Action Being Processed: Acquistition of proprietary Chicago Gooseneck Faucets with wristblade handles and 1.5 GPM laminar flow control and Watts LFUSG-CS thermostatic mixing valve. Chicago Gooseneck Faucets with wristblade handles and 1.5 GPM laminar flow control are the standard application throughout VAPHS due to conscious effort to standardize the finishes throughout the restroom, laboratory and clinical areas to make them more resistant to infectious pathogens and easier for the limited custodial staff to maintain. That translates to less time spent on installation, less inventory and fewer callbacks for maintenance. As well Watts LFUSG-CS thermostatic mixing valve with Cross Sense Technology allows for temperature control providing safety to patients and staff from scolding water; while simutanlously allows the boilers to maintain 140 degrees to help kill potentially bacteria such as legionella in the water. This Sole Source Product is for Chicago Gooseneck faucets with wristblade handles and 1.5 GPM laminar flow control and Watts LFUSG-CS thermostatic mixing valve with Cross Sense Technology.
3. : The VAPHS uses Chicago
Gooseneck Faucets with Watts LFUSG-CS thermostatic mixing valve throughout all facilities on both the University Drive and Heinz Campuses. Chicago Gooseneck Faucets with Watts LFUSG-CS thermostatic mixing valve have qualities, as noted below, that are key factors in the standardization.
This allows for quick replacements to be completed by our M&R with no adverse side effects to our patients. The Chicago Gooseneck Faucets with Watts LFUSG-CS thermostatic mixing valve is used across the campuses are designed with the following performance criteria:
a. Specifications
1.5 GPM (5.7 L/min) laminar flow control insert in spout inlet 5-1/4" Rigid/swing gooseneck spout with 1.5 GPM flow control Vandal Proof 4" Wristblade handle (pair) Ceramic 1/4-turn operating cartridge, right-hand Ceramic 1/4-turn operating cartridge, left-hand Complies with the requirements of the Buy American Act of 1933.
Rated Operating Pressure: 20-125 PSI Rated Operating Temperature: 40-140°F Minimum supply pressure 30 psi (207 kPa) Connection type 3/8" compression Hot inlet temperature 120°F 180°F (49°C 82°C) Cold inlet temperature 39°F 80°F (3.8°C 27°C) Minimum inlet temperature differential 5°F (2.8°C) Temperature range 80°F 120°F (27°C 49°C) Maximum pressure 150 psi (10.3 bar)
Minimum flow 0.25 gpm (1.0 l/m) Maximum pressure differential between hot and cold water supplies 20% (Max 20 psi)
4. Statutory Authority Permitting Restricted Competition:
( X ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements
( ) Unusual and Compelling Urgency ( ) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert
Services ( ) International Agreement ( ) Authorized or Required by Statute ( ) National Security ( ) Public Interest
5. Demonstration that the Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The acquisition is authorized pursuant to 10 U.S.C. 2304 (c)(1), and is implemented by FAR 6.302-1 (c), Only one responsible source and no other supplies or services will satisfy agency requirements. This authority is applicable due to Chicago Faucets being the only manufacturer able to provide all necessary functions necessary to satisfy Pittsburgh VA Medical Center requirements. Material finishes other than Chicago would require duplication of maintenance cost and materials as well as heightened risk to patients as described below.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Any action to increase competition for the suppliers of the Chicago Gooseneck Faucets with Watts LFUSG-CS thermostatic mixing valve would cause an undue hardship on the VA Pittsburgh Healthcare System. VAPHS has been making a conscious effort to standardize the finishes throughout the restroom, laboratory and clinical areas to make them more resistant to infectious pathogens and easier for the limited custodial staff to maintain. The installation of material finishes other than Chicago would require duplication of maintenance materials and could expose our veteran patient population to dangerous pathogens unnecessarily.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: This item is being sole sourced under a larger construction project that will be competed as Full and Open Competition. Therefore, competition will be provided on the base contract which will lead to a fair and reasonable price.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Further market research was not conducted based on the same content provided in paragraph 6 above.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: N/A
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: N/A
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: N/A.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona
Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
