About this file

This document is an Amendment to Solicitation for the UD SPS AHU & RO Upgrade project issued by the Department of Veterans Affairs Network Contracting Office 4 (Solicitation 36C24426R0139). The amendment provides RFI responses and supporting documentation. The proposal due date remains September 11, 2026 at 12:00 PM local time.

The document contains 125 resolved RFI responses organized by topic, addressing critical project clarifications across multiple disciplines. Key scope clarifications include: construction sequencing is sequential with demolition preceding new construction in each phase; VA will remove stored materials and assign dumpster locations post-award; site visits were mandatory for all prime bidders; the 180-day government acceptance timeframe is necessary due to potential funding constraints. Equipment and materials specifications are clarified throughout, including MetroMax Top-Track High Density Storage System shelving with specific top-track requirements, Bobrick B-5181 ADA shower seats, and various finishes (Stonhard StoneGlaze VSR for ceilings, EPDM wall guards with stainless steel corner guards). Automatic door operators with hand-wave actuators are required at doors 002, 216A, 221, 300A, 301, 304, 313, CAA1, CAA4, and CAA5, while card readers are specified for doors 001, 106A, 202B, 205, 213A, 223, 300A, 301, 302, 304, and 313. Major mechanical work includes sterilizer piping with steam trap details, 18-gauge welded stainless steel exhaust duct (10 linear feet pitched) for wet air areas, and seismic design Category C requirements. Hazardous materials scope includes approximately 90 square feet of asbestos-containing floor tile/mastic and one sink undercoating requiring separate abatement; roofing materials should be assumed to contain asbestos until proven otherwise. Contractor responsibilities encompass approximately 20 percent plumbing piping replacement, equipment decontamination per manufacturer instructions prior to disposal, and coordination of all work with VA to minimize disruption to hospital operations.

RFI 3

RESOLVED

Bidder RFI Question

Are there RFI’s that were asked and answered during the first time this Project Bid? Will they be included in this solicitation?

Response

Only the solicitation documents, amendments, and clarifications issued for the current solicitation shall govern. RFIs/responses from a prior solicitation are not applicable unless expressly incorporated by amendment.

RFI 9

RESOLVED

Bidder RFI Question

Is Part 2 required only for subcontractors or teaming partners that the Offeror intends to utilize on this solicitation, or should it also include firms with relevant experience that are not proposed for this project?

Response

Per Exhibit A Part 2 “Name major Subcontractors and/or Teaming Partners to be utilized on the contract being solicited”

RFI 10

Bidder RFI Question

If the Offeror intends to utilize a subcontractor for a required specialty trade but has not previously completed a project jointly with that subcontractor, should the subcontractor still be listed in Part 2, and if so, how should the "joint project experience" section be completed?

Response

Offerors identify primary Subcontractors for the project being solicited and should state if any section is not applicable.

RFI 11

Bidder RFI Question

Does the Government expect the subcontractor identified in Part 2 to correspond to the subcontractor whose Part 1 project experience (if any) is submitted, or may these be different firms?

Response

Offerors are to indicate in Part 1 Question 3 of Exhibit A any/all major subcontractors and whether named subcontractors will be used on the project to be awarded. Part 2 is for subcontractors performing on the project solicited.

RFI 12

RESOLVED

Bidder RFI Question

Is an offeror required to name any subcontractors in its proposal as a condition of responsiveness/acceptability, or is subcontractor identification required only where the offeror wishes the subcontractor's experience and past performance to be considered in the evaluation?

Response

Offerors are to follow solicitation and exhibit instructions and complete all information accurately.

RFI 13

Bidder RFI Question

Can you please confirm whether CPARS evaluations may be submitted in lieu of Exhibit

C – Past Performance Questionnaires (PPQs)? At times, it can be difficult to obtain completed questionnaires directly from past clients within the proposal timeframe.

Response

CPARS should not be submitted in lieu of the Past Performance Questionnaires. Per the

RFP: “If PPQ’s are not returned, contractors may submit adequate proof that they at least made the attempt to obtain these documents as evidence of compliance of directions.” An

Exhibit D: Sample Transmittal Letter for Past Performance Evaluation Questionnaire is included in the solicitation documents that may be provided in this circumstance.

RFI 18

Bidder RFI Question

What is our limit on Exhibit A’s? The Exhibit A says 2 & 3 and the solicitation says 4.

Response

Offerors may submit up to four (4) Exhibit A’s

RFI 22

Bidder RFI Question

The language in the solicitation makes it appear that the 7-29-26 site visit was mandatory for bidders. Was the site visit mandatory for prime bidders?

Response

Yes, offerors submitting a proposal must have attended one site visit as clarified in prior amendment.

RFI 34

Bidder RFI Question

The solicitation includes 180 days for Government acceptance. Six months seems like an excessive amount of time for this award. Can this timeline be shortened and narrow the window for a NTP?

Response

This timeframe is necessary due to potential funding constraints and extended review prior to award.

RFI 53

RESOLVED

Bidder RFI Question

Will there be any owner-required gaps in the construction (mainly between phases 2 and

3)?

Response

VA does not anticipate an owner-required idle gap between Phases 2 and 3. Once Phase

2 work is complete and the SPS equipment is operational, commissioned, and accepted for use, VA intends to transition staff/equipment over a weekend so subsequent phased work can proceed. Contractor shall coordinate the transition and sequencing with VA.

RFI 54

Bidder RFI Question

There are doors and frames in the very first temporary space (Area #1). Due to door/frame lead times, will there be an early release to allow these submittals/materials to be expedited?

Response

Early release of doors and frames prior to award/NTP will not be authorized. Temporary-area doors and frames should be standard, non-rated assemblies with relatively short lead times. Following NTP, VA will work with the awarded Contractor to coordinate required submittals, procurement, and sequencing.

RFI 55

Bidder RFI Question

Please provide the anticipated date for a permit set of drawings, and an anticipated building permit date (for our schedule to be submitted with the bid).

Response

The issued Bid Set drawings constitute the Permit Set for this project. A separate permit drawing set will not be issued. A building permit is not required for this VA project.

Following Notice to Proceed (NTP), VA will process/issue the required PCRA and ICRA documentation in coordination with the Contractor.

RFI 56

Bidder RFI Question

Please clarify who is responsible to pay for the building permit. Is the governing body the

City of Pittsburgh or PA L&I?

Response

A building permit is not required for this VA project; therefore, there is no building-permit fee to be carried by the Contractor. Neither City of Pittsburgh nor PA L&I building-permit approval is required for this work. VA will issue/process the applicable PCRA and ICRA following NTP.

RFI 62

RESOLVED

Bidder RFI Question

Are there any required milestone dates in the 720 day schedule (turnover of Phase 2)?

Response

No separate predetermined milestone date is established for turnover of Phase 2 beyond the overall contract requirements. Offerors shall provide their proposed construction schedule and may identify schedule betterments or efficiencies in their proposal.

RFI 88

Bidder RFI Question

The solicitation requires submission of a Contractor Pre-Award OSHA Evaluation Form.

This form does not appear to be included with the documents. Can it be provided?

Response This amendment removes the requirement for VA contracts to comply with the latest VA safety

Directive 7715 (June 2023). The VA will assess the submitted safety plan instead of an OSHA rating. If your form is included in your safety compliance plan, it will be reviewed accordingly.

RFI 105

Bidder RFI Question

On page 5 of the solicitation there is a line item for “Accounting and Appropriation Data” with a line for a dollar amount. Can you please clarify what this is for and if we need to provide a value?

This information is provided upon award, and offerors are not expected to provide a value in this section.

Temporary Phasing / Construction Barriers / Logistics / Work Hours

RFI 47

RESOLVED

Bidder RFI Question

Other than the note on GI-103 regarding AN-205/AN206, please confirm all work is normal daylight hours.

Response

Except where otherwise specifically indicated in the Contract Documents, general construction work may be performed during normal daylight working hours. Work and demolition activities that generate loud or significant impact noise affecting the Radiology

Department on the floor above may be required to be performed during early-morning or late-afternoon hours. Contractor shall coordinate the scheduling of disruptive and high-impact work with VA in advance to avoid disruption to daily hospital operations and

Veteran patient care.

RFI 49

RESOLVED

Bidder RFI Question

Drawing GI-106, note P1.1 states “Confirm if existing walls extend to deck above. Extend wall to create construction barrier if needed.” Please clarify if these walls extend to the deck, or create an allowance for this work.

Response

For bidding purposes, assume all existing perimeter walls identified as part of the construction barrier require extension to the deck above. Provide extensions in accordance with the applicable temporary partition details, including TP2/GI-108. Existing conditions shall be field verified during construction. Where an existing wall is confirmed to extend continuously to the deck and satisfies the required construction-barrier condition, additional wall extension will not be required.

RFI 50

Bidder RFI Question

Temporary areas 2 and 3 do not show any ceiling work. Please confirm there is no ceiling work in these areas.

Response

Ceiling work in Temporary Areas 2 and 3 is limited to modifications, removals, patching, and restoration specifically required to accommodate temporary partitions, MEP work, and other indicated construction, with no general ceiling replacement is required other than to accommodate temporary storage, including ductwork modifications required.

RFI 52

Bidder RFI Question

Drawing GI-105 Phase 4 note states “Areas #1, #2, and #3 renovated back to usable spaces TBD – coordinate with VA”. What exactly does this mean? Are we to remove all the work done in the temporary spaces? Please provide drawings showing the completed temporary spaces at end of the project.

Response

Improved Flooring, Layout (walls/lighting, etc), mechanicals as executed in PH I shall remain “as-is”. GC team shall patch and repaint to “like new” state for turnover to VA. No reconstruction of prior furniture, etc. required.

RFI 59

Bidder RFI Question

Please provide logistics plans showing access to the jobsite through the hospital.

Response

Contractor access, material-delivery routes and construction-debris routes through the occupied medical center were previewed during prebid site walk and shall be coordinated with VA. VA to provide/confirm approved construction access points and internal travel routes, w/ successful bidder post award.

RFI 60

RESOLVED

Bidder RFI Question

Will there be space for a construction dumpster, and if so, where will it be located?

Response

VA will assign the Contractor's approved dumpster location following NTP. Contractor shall coordinate dumpster placement, size, delivery, servicing, access, and associated site requirements with VA. Contractor shall not assume a specific dumpster location prior to NTP.

RFI 61

Bidder RFI Question

What is the depth of the crawl space, and where is the access? Will crawl space work be considered confined space work?

Response

The crawl space is not classified as a confined space. Access to the crawl space shall be through the existing access hatch indicated on the Contract Drawings. Refer to the applicable drawings for the access-hatch location. Contractor shall field verify existing crawl-space conditions and clearances prior to performing work.

RFI 72

Bidder RFI Question

GI-103 and GI-104 have notes asking us to extend perimeter walls for each phase to the deck, if needed. We have no way to know if this work is required. Please clarify if these walls go to the deck, or provide an allowance for creating the construction barrier. The allowance may be preferable because even if the walls are full-height there are most likely numerous penetrations that will need to be sealed.

Response

For bidding purposes, assume all existing perimeter walls forming the construction barrier require extension and/or sealing continuously to the deck above as necessary to provide the required construction barrier. Provide wall extensions in accordance with TP2/GI-108.

Existing conditions shall be field verified during construction. Where an existing wall is confirmed to extend continuously to the deck and existing penetrations/openings are adequately sealed to provide the required barrier, additional extension work will not be required.

Related RFI

Related to RFI 49 - perimeter construction barriers to deck.

RFI 79

RESOLVED

Bidder RFI Question

Are there designated areas for crane, dumpsters, and material laydown? Can we use a trash chute?

Response

VA has identified approximate locations for crane setup and dumpster placement as shown on the site logistics exhibit. Material laydown shall remain within the project site boundaries indicated in the bid documents. A trash chute may be used for materials removed from the roof, subject to Contractor coordination with VA and compliance with applicable safety requirements.

Related to RFIs 59 and 60 - construction access, dumpster and site logistics.

RFI 80

RESOLVED

Bidder RFI Question

Are there any schedule restrictions for gravel vacuuming the roof, and having a crane on site? Are these after-hours/weekend activities?

Response

Crane operations are preferred during weekends. Roof vacuuming and other disruptive roof activities may be required during off-hours or weekends depending on noise impacts to hospital operations. Contractor shall coordinate the schedule of crane, roof vacuuming, and other disruptive activities with VA in advance. Refer to the attached site logistics exhibit for approximate crane, dumpster, and roof trash-chute locations.

Related to RFI 47 - normal work hours and disruptive work coordination.

RFI 80 - Site Logistics Exhibit (Approximate Locations)

RFI 81

Bidder RFI Question

There is a substantial amount of work that happens outside of the shaded areas shown on the phasing plans. Please provide updated phasing plans showing all work areas on all levels. Please also provide ICRA information about work in these areas.

Response

Drawings & Shaded areas highlight general areas of work. MEP drawings are separated by phase and supplement the shaded drawings. It is the responsibility of the successful bidder to coordinate supporting work with VA COR as needed, TYP.

RFI 107

RESOLVED

Bidder RFI Question

Are there any crane and/or debris considerations for helicopters overhead?

Response

Crane operations and other lifting activities shall require advance planning and coordination with VA.

Any proposed use of a helicopter for lifting operations would similarly require advance planning, coordination, and VA approval prior to the work. Crane, helicopter lifting, and other significant overhead lifting operations shall be planned for weekend work when practicable, when occupancy of spaces below the affected roof area is reduced. Contractor is responsible for required lift plans, safety controls, exclusion zones, debris-control measures, and coordination necessary to safely perform the work.

Related RFI

Related to RFIs 79 and 80 - crane/site logistics and scheduling.

RFI 124

RESOLVED

Bidder RFI Question

Are there any issues with access, or can a crane be used right next to the roof area by the dock doors?

Response

A crane may be staged adjacent to the roof area near the loading dock, generally consistent with the approximate crane setup location identified on the site logistics exhibit.

Final crane location, setup, access, outriggers, barricades, delivery route, and operational requirements shall be coordinated with VA prior to crane operations. Crane operations are preferred during weekends to minimize impacts to hospital operations. Contractor remains responsible for verifying site conditions and providing all required crane planning, protection, and safety measures.

Refer to RFIs 79, 80, and 107 - site logistics, crane scheduling, and lifting coordination.

RFI 119

Bidder RFI Question

The mechanical demo and new work do not happen in the same phase per drawings. For example, MD-10G.3.A1 is the demo for Area A1 in Phase 3, while the new ductwork scope for this area does not occur until Phase 4 per MH-20G.4.A1. It was understood that one area would be complete before moving to the next so people and supplies could shift around. This occurs for most mechanical and plumbing phases. Please confirm phasing for mechanical and plumbing scopes.

Response

Phasing is sequential. Demolition of a space must happen before construction. Refer to narrative and architectural description of phasing plan.
