About this file
This is a Justification and Approval (J&A) document for other than full and open competition issued by the Department of Veterans Affairs.
The Department of Veterans Affairs, VISN 04, VA Pittsburgh Healthcare System (VAPHS) at the University Drive Campus seeks to procure Avigilon Security Cameras as part of a larger Sterile Processing and Logistics space renovation project (646-21-101 UD SPS AHU & RO Upgrade). The procurement justifies sole source award to Avigilon under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1(c), citing Avigilon as the only responsible source capable of meeting agency requirements. The facility currently uses Avigilon cameras exclusively and maintains only Avigilon components; the cameras are integrated throughout the hospital with proprietary software and programming. The J&A asserts that transitioning to an alternative vendor would require substantial additional costs for system integration, component duplication, and maintenance contract cancellation, as well as unacceptable delays in security operations. Avigilon has been authorized by the VA Office of Information and Technology Technical Reference Model and is integrated with Pittsburgh VA Medical Center's cybersecurity, lifecycle management, and interoperability requirements. While the security cameras themselves are sole sourced, the larger construction project is anticipated to be competed under full and open competition, which is expected to result in fair and reasonable pricing. The document was certified by Bunny Adair, Healthcare Engineer, on June 25, 2026, and approved by Elijah McIntosh, Contracting Officer, on the same date.

DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition (<SAT)
Acquisition Plan Action ID: 36C244-26-AP-3238
1. Contracting Activity:
a. Department of Veterans Affairs, VISN 04, VAPHS, University Drive Campus, Pittsburgh, PA 15215
2. Nature and/or Description of the Action Being Processed:
This facility has a requirement to renovate Sterile Processing and Logistics space. As part of the renovation, the replacement and installation of security cameras are required. The solicitation for this procurement shall be advertised for a minimum of 30 calendar days in order to obtain competition from qualified concerns. This Sole Source Product is for the security cameras
, this action will be awarded as part of the new contract requirement as described above 646-21-101 UD SPS AHU & RO Upgrade.
3. Description of Supplies/Services Required to Meet the Needs:
Avigilon Security Cameras are manufactured and programmed by Avigilon. These cameras are facility standard. The facility stocks and maintains Avigilon components only. These cameras are installed throughout the hospital, and the software/programming is proprietary in nature.
Therefore, any other camera vendor would incur additional cost of integration and components to the existing Avigilon Control Center, as well as substantial duplication of maintenance cost.
Replacing these cameras with another source would require cancellation of all existing maintenance contracts with Avigilon, creating an unneeded administrative burden which would cost substantial time and money.
4. Statutory Authority Permitting Restricted Competition:
( X ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements ( ) Unusual and Compelling Urgency ( ) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert
Services ( ) International Agreement ( ) Authorized or Required by Statute ( ) National Security ( ) Public Interest
5. Demonstration that the Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The acquisition is authorized pursuant to 10 U.S.C. 2304 (c)(1), and is implemented by FAR 6.302-1 (c), Only one responsible source and no other supplies or services will satisfy agency requirements. This authority is applicable due to Avigilon being the only manufacturer able to provide all necessary functions without converting the entirety of Pittsburgh VA Medical Center camera and security systems.
The Veterans Affairs Technical Reference Model (TRM) contains guidance, along with any known applicable constraints, on the permissible range of technologies or standards that a VA stakeholder may use. Avigilon has been authorized by the OIT TRM and is well integrated with the Pittsburgh Medical Center. Transitioning to a different manufacturer would require delaying the acquisition until an alternate system is approved and re-integrated into Pittsburgh VA Medical Center; including cancelling existing Avigilon contracts for an alternate source.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
Based on technical evaluations and system compatibility requirements, the Avigilon platform is the only known solution capable of meeting these essential operational and regulatory needs. Avigilon provides seamless integration with the current security architecture, supports required communication interfaces, and aligns with VA Office of Information and Technology (OIT) cybersecurity, lifecycle management, and interoperability requirements. Transitioning to a different manufacturer would require extensive reengineering, replacement of existing infrastructure, redevelopment of integrations, and additional cybersecurity authorization activities, resulting in substantial duplication of cost that would not be recovered through competition and unacceptable delays in restoring and maintaining compliant security operations.
Accordingly, Avigilon is the only firm capable of providing the supplies and services described in Section 3 without the Veterans Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling this requirement.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: This item is being sole sourced under a larger construction project that will be competed under Full and Open competition. Therefore, competition is expected to result in Fair and Reasonable pricing when comparing proposed prices in response to the solicitation.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Further market research was not conducted based on the same content provided in paragraph 6 above.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: N/A
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: N/A
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: N/A.
