About this file

This Special Conditions document supplements the general conditions for Contract No. C-2038, Invitation for Bid No. 25-B-127LL, issued by Volusia County, Florida for the Tax Collector Interior Renovations and Restoration project. The project encompasses approximately 6,766 square feet of interior renovation at the Tax Collector's office located at 123 W. Indiana Avenue in DeLand, Florida, including demolition, construction, mechanical and electrical upgrades, new flooring, walls, ceilings, lighting, custom millwork, workstations, and service counters. The pre-bid meeting is scheduled for June 26, 2025, at 2:00 pm, with bid responses due by July 24, 2025, at 3:01 pm. The total contract duration is 150 days with an estimated construction cost of $950,000.

The special conditions establish eight key requirement categories governing contractor performance: working hours and noise restrictions coordinated with County council days, site logistics and storage areas to be determined with the County Project Manager, security requirements including coordination with County's security vendor for access control and camera systems, coordination requirements with the County's modular furniture vendor and mandatory weekly progress meetings, protection of existing facilities through temporary dust barriers and damage restoration, daily clean-up requirements meeting County standards, contractor responsibility for obtaining all necessary permits and scheduling inspections, and submission of project documentation including product data, shop drawings, and as-built documentation. Bidders must be Florida Licensed General or Building Contractors, submit a completed W-9, experience list, local business certification, and comply with E-Verify requirements. The project requires a 5% bid bond, 100% payment and performance bonds, and comprehensive insurance coverage. Funding will be provided through Volusia County appropriations, with potential tax savings through the Consumer's Certificate of Exemption for direct material purchases.
