SP7000-19-R-1001 QUESTIONS & ANSWERS AUGUST 28, 2019

1. PWS Section 17.5- Should item number two (2) read “MIL-STD-167-1A” as specified throughout the PWS vs. “MIL-STD-167-1”.

Answer: The correction has been made in the PWS, by adding the “A” to the end of the MIL-STD.

2. PWS 21.1.37- This section states “Class I-IVC & Production Devices must be a single manufacturer”. While this requirement is reasonable for Class I - IVC since most major manufacturers/suppliers can supply these classes, it is still unduly restrictive to include production devices for which the number of acceptable machines in the market is limited. To avoid further unduly restrictive requirements, will the government accept requiring a single manufacturer/supplier for Classes I-IVC and for the remaining classes require a manufacturer/supplier for each of the individual Classes.

Answer: DLA has found that there are several manufactures capable of fulfilling the single manufacturer for Class I-IVC & Production Devices, reaching the determination that this particular requirement is not an unduly restrictive requirement.

3. The evaluated CLIN quantities for dry Toner vs Ink based toner for each volume band is significantly different. Assuming that the estimated page volume required will be the same regardless of the type of toner, it appears that the evaluated quantity for ink-based toner is incorrect. For example, for Class III machines, the dry toner CLIN 0048 quantity is 248 and for CLIN 0049, the equivalent ink toner, the quantity is 56,800.

Please confirm that the following evaluated CLIN quantities for all Ink based supply ship packs are correct and realistic. CLIN’s 0008, 0010, 0029, 0031, 0049, 0051, 0071, 0073, 0075, 0077, 0079, 0081, 0083, 0085, 0103, 0105, 0125, 0127, 0129, 0131, 0133, 0135, 0137, 0139, 0156, 0158, 0165, 0167, 0169, 0171, 0173, 0175, 0177, 0179, 0187, 0189, 0191, 0193, 0195, 0197, 0199, 0201, 0221, and 0223.

Answer: The “estimated” CLIN quantities for Toner and Ink ship-packs are based on Device Class requirements and estimated tours of deployment (i.e. 3 months or 6 months packs). It has been determined that the 3 month and 6 month kits’ estimated totals will be the same for either Toner or Ink. See the revised CLIN list and sections 22-25 for device requirements.

4. Attachment 7 of Amendment 13 which was provided on July 10, 2019 includes historical maintenance data referencing “Individual Parts” CLINs, but it did not include any spend data as requested. In order to evaluate the wide range of this scope, will the Government provide the historical spending data for all of the previous “Individual Parts” CLINs either individually or in aggregate?

Answer: DLA is suppling a list of parts and supplies that have been purchased in the past five years with an aggregate current spend amount (See attached Parts, Supplies & Toner Purchases List with Aggregate Pricing). Also, a new Attachment 9 – Individual Parts List is being added to the RFP and will be a deliverable item with proposal documents. (See Section 12.5.3. of the PWS, and Attachment 9 – Individual Parts List)

5. Attachment 7 of Amendment 13 lists 10,478 service calls between April 2015 and April 2019. The evaluated chargeable service calls on the solicitation for CLINs 0265-0270 is 117 combined. Of the 10,478 service calls listed in Attachment 7, how many of those service calls were chargeable? If we are to assume that more than 117 of the 10,478 listed in Attachment 7 were chargeable, is the evaluated quantities for CLINs 0265-0270 realistic?

Answer: The estimated quantities for CLINs 0265-0270 have been adjusted to reflect expected service calls for the full term of the potential contract. See the revised CLIN list.

6. Section 7.1 states that “Dedicated Shore-based Contractor Support Technicians shall be available to provide OEM training, parts, supplies and service support in 100% of the high traffic port locations within 60 days after contract award.” Section 3.2 for phase-in states “A 30 calendar-day Phase-in Period begins upon issuance of the first order of this IDIQ contract.” Will the government correct the language in 7.1 to coincide with the phase-in to start after the issuance of the first order?

Answer: DLA has changed Section 7.1 to be consistent with time lines.

7. Section 7 for Shore-Based support technicians to provide OEM training, parts, supplies and service support in 100% of the high traffic port locations includes 7 CONUS and 5 OCONUS ports for a minimum total of 12 FTE’s. Section 5.2 states “All CONUS and OCONUS Dedicated Shore-based Contractor Support Technicians and Shipboard Riders must be U.S. Citizens and possess at least a Secret Security Clearance.” We interpret the PWS to read that services provided by these individuals is at least partially reimbursable under CLINs 0265-0270. The quantity of evaluated chargeable service calls for CLIN’s 0265-0270, however, is only 117 combined. How does the Government expect the contractor to recover costs to retain these dedicated U.S. Citizens possessing at least a Secret Security Clearance in these high-traffic ports? Can the government add a CLIN for this requirement?

Answer: CLINs 0265-0270 have been adjusted as per question 5. DLA will not add a specific CLIN to cover the cost of retention of Security Cleared contractor personnel. Section 5.2. has been changed to clarify that all costs related to this issue will be the responsibility of the contractor. “The contractor is responsible for processing its employees’ DoD Security Clearances and shall bare all costs associated therewith.”

8. Section 9 as written reads:

9. FULL SERVICE MAINTENANCE AGREEMENTS FOR DESKTOP MFD AND SD

9.1. Shipboard desktop printer maintenance service agreement provides the requirements of Printer Service that includes printer break-fix (repair services), unscheduled maintenance calls, regular scheduled preventative maintenance services calls, all printer repair parts, consumable supplies, (including unlimited toner) for the identified printers and inventory management, for actual MFD desktop hardware in conjunction with primary Shipboard Rider Support.

Should this read only for Single Function Devices and not MFD’s? CLIN 0273 covers only single function device desktop printers. Are we to assume that Section 9 relates only to single function desktop printers?

Answer: Section 9 pertains to Desktop MFDs as well as Desktop Single Functional Devices (BWPR & CLRPR). The PWS section has been changed for clarification.

9. CLIN 0273 combines both monochrome printers (CLIN 0151) and color printers (CLIN 0160) into a single full maintenance CLIN. Since these two classes of equipment are separate, can the government provide separate maintenance CLINS for each?

Answer: DLA has determined there are several manufactures that have combined their color and black and white device maintenance services, it has been determined that these CLINS will not be separated.

10. The quantity for CLIN 0273 when originally issued was 877,360. It was then modified on 2/29/19 to 229,268, then raised to 512,280 on 5/8/19, and now it is back to 229,268. Since the Unit of measure is “month”, the new quantity would assume that for the 8,391 of total anticipated combined printers (CLINS 0151 plus CLIN 0160) over the 7 years that each printer will be covered under a full-service maintenance agreement for 27.3 months on average. Since the evaluated value of this CLIN can have a significant value based on these assumptions, we are again asking for the current spend on CLIN.

Answer: All estimated quantities are based on calculated FY13-FY19 totals. The formulas used to determine the correct estimates for this follow-on contract have been re-evaluated and several of the estimated totals have been revised in the CLIN list.

11. Section 16 refers to the comprehensive training plan but states that training at Government furnished Mobile-Sites shall be available within 30 days after contract award. This verbiage contradicts the revised phase-in period. Are we to assume that the training program will be required to be available during/after the phase-in period which begins upon the issuance of the first order rather than 30 days after contract award?

Answer: DLA has changed this section to be consistent with time lines.

12. Section 16.2.1 states that “Within 30 days after award the contractor shall provide a 6-month training schedule of dates, times, and locations of classes (updated monthly) to the COR. The contractor shall continue to send training class schedule updates, on a monthly basis, throughout the term of the contract.” This verbiage contradicts the revised phase-in period. Are we to assume that the training schedule will be required during/after the phase-in period which begins upon the issuance of the first order rather than 30 days after contract award?

Answer: DLA has changed this section to be consistent with time lines.

13. Section 7.5 “OCONUS Workspace: The contractor shall be provided Government facilities floor space for training and storage at Yokosuka and Sasebo, Japan, Rota, Spain and Manama, Bahrain, 250 square feet of floor space for each class of equipment shall be provided for training, parts and consumable supplies.” Will Hawaii be included for a provided Government furnished work space/training space since it is classified as an OCONUS location? Can the contradictions between section 7.5 and 16.7 please be clarified?

Answer: Section 7.5: This section has been revised to remove the word “training”, which was erroneously included. This section only refers to workspace/storage space provided by the Government in four (4) OCONUS locations. As further addressed in Answer #14 below, dedicated training facilities/classroom space are separate and distinct. Although Hawaii is considered OCONUS, it is still part of the United States, therefore no government facilities will be provided at this port.

14. Section 16.7 of the PWS outlines OCONUS training facilities provided by the Government. This section excludes Manama, Bahrain and Pearl Harbor, Hawaii. Can the contradictions between section 7.5 and 16.7 please be clarified?

Answer: To clarify, workspace is separate and distinct from dedicated training facilities/classroom space (which are not to be used for any other purpose). While government provided workspace will be made available at the four (4) OCONUS locations, as stated in PWS Section 7.5, in addition to the workspace the government will provide separate training facilities/classroom space but only at the two (2) OCONUS locations set forth at PWS Section 16.7 (i.e., Yokosuka, Japan and Rota, Spain).

15. In Section 24 of the PWS, pages 37 and 38, the voltage requirement for the PC Production machine is 110V-120V. The PBW production machine voltage is 220V. Assuming production machines will be located in the same areas of any given ship and assuming that both voltages are available, can the PWS be amended to allow for voltage from 110V – 220V for both production machines.

Answer: Class PBW – Black and White Production MFDs will only be ordered for and placed in Media Rooms located on U.S. Navy Aircraft Carriers (CVNs) and Amphibious Assault Ships (LHAs/ LHDs). The specific placement area within each of these Media Rooms, for the Black and White devices, are specifically configured and wired for 220V. No 120V outlet is available for use where the Class PBW device will be placed within these Media Rooms. 220V is the requirement for Class PBW devices and 120V is the requirement for Color devices.
