37 RFP 1149
“Past Performance”: On page 4 of 45, the RFP states that
“[p]ast performance shall be used as an evaluation factor within the LPTA process, unless waived…,” but then continues, “Past performance shall be evaluated…” and “past performance will be rated…” Under “Evaluation Factors for
Award” it indicates that the “evaluation criteria are as follows:
Price, Technical Capability, and Past Performance.” On page
5 of 45, it states, “A past performance review will be conducted…”
Will past performance, in fact, be an evaluation factor, or will the PCO make that determination upon receipt of proposals or some other date?
If past performance is evaluated, how will an offeror’s past performance be determined “acceptable” or “unacceptable”?
Yes, Past Performance will be an evaluated factor. Past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings below:
Acceptable: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Will a contractor be reimbursed to build a closed or other special type of facility? Must contractors have pre‐existing fixed sites at the referenced locations prior to award?
The government is not responsible nor will the government reimburse the contractor to build or maintain a facilty. The clearance will be "Secret", correponding with the clearance level of technician, shipboard riders, maintanance , tech support and clecrical support individuals. Please reference 16.6.4

Amendment 0003, Attachment 1
SMDP PWS (2/27/19)
Paragraph 3.1, 18
The government is requiring a 30 day phase in but testing as required under section 18 for proposed equipment will take up to 180 days. Since no equipment can be deployed until testing is complete, will the government pay the contractor for the required FTE’s at the proposed contract rate starting immediately after the 30 day phase in period?
The Government intends to maintain customer support with minimal interruption during these periods. The contractor is responsible to obtain approved facilities and services to perform testing to meet MIL
Specification/Standards for Power Quality, Electromagnetic Interface (EMI), Shock and Vibration, at no cost to the Government. The government will not pay the contractor for the required FTE's at the purposed contract rate.
Amendment 0003, Attachment 1
SMDP PWS (2/27/19)
Paragraph 2.1: “all devices procured must be supportable for a minimum of 48 months”
PWS 2.1 states that all devices procured must be supportable for a minimum of 48 months. In addition, section 7.1 states that “The contractor shall support all equipment acquired under this contract and legacy devices…”. Will the contractor be required to support legacy devices currently deployed that have been acquired over the past four years? If so, can the government provide a complete list of legacy devices, the manufacturer, model number, and purchase date.
The contractor will be required, per the PWS, to support all equipment purchased under this contract. The legacy equipment maintenance has been removed. The government will provide the awardee a list of all legacy devices, manufacturer, model number and purchase dates if necessary after award.
Amendment 0003, Attachment 1
SMDP PWS (2/27/19)
Paragraph 3.3: “Security cleared, trained technicians and analysts necessary to properly maintain and support the current inventory of SMDP legacy devices”.
PWS 3.3 specifies a Phase‐in period of 30 days after which the contractor shall have “Security cleared, trained technicians and analysts necessary to properly maintain and support the current inventory of SMDP legacy devices”. Are we correct in reading this that the awarded contractor will be responsible for maintaining all legacy devices, including devices on
CVN’s and LHA’s? This would mean that all required 19 Shipboard Riders as well as the 11 shore‐based support personnel both CONUS and
OCONUS would need to be hired, processed and deployed within the 30 day phase in period? This is not a realistic timeframe. If it is the intention for the government to have all personnel needed to support legacy devices would the government, consider extending the phase in period to 90 days?
Upon notification of award the awardee will be given 45 days to obtain the necessary, security cleared facility, personnel, trained technicians and analysts necessary to properly maintain and support the requirements outlined in this PWS. The government intends to maintain customer support with minimal interruption during these periods. This period of time shall be used by the contractor to obtain all resources required for the end of the phase in period to ensure a smooth transition from the incumbent contractor in accordance with the contract requirements
Amendment 0003, Attachment 1

If as stated in 3.3 and 7.1 the contractor is required to provide support for legacy devices, will the government mandate the incumbent contractor to provide commercial access to parts and technical support, software, technical manuals and related materials required to maintain legacy devices.
The government intends to maintain customer support with minimal interruption during these periods. This period of time shall be used by the contractor to obtain all resources required for the end of the phase in period to ensure a smooth transition from the incumbent contractor in accordance with the contract requirements. The government will impose the same requirements on the incumbent.
Amendment 0003, Attachment 1
SMDP PWS (2/27/19)
Paragraphs 3.3, 7.1

This period of time shall be used by the contractor to obtain all resources required for the end of the phase in period to ensure a smooth transition from the incumbent contractor in accordance with the contract requirements. SMDP PWS (2/27/19)
Paragraph 5.2: “All CONUS Dedicated Shore‐based Contractor
Support Technicians must be U.S. citizens and possess at least a Secret Security Clearance…”
PWS 5.2 states that CONUS shore‐based technicians must have Secret
Security Clearance. Do OCONUS shore‐based technicians require Secret
Security Clearance? Since the OCONUS technicians will be performing the same work as the CONUS technicians, it is in the interest of the government to require Secret Cleared OCONUS technicians.
PWS has been revised ‐ 5.2. All CONUS and OCONUS Dedicated Shore‐based
Contractor Support Technicians and Shipboard Riders must be U.S. Citizens and possess at least a Secret Security Clearance. Information for obtaining a

CLIN 0231
The quantity listed for CLIN 0231 is 229,268 months. In previously provided CLIN list “Attachment 2 CLIN List updated 2132019” under the
“2018” tab, the quantity for this CLIN was listed under CLIN 0233 was
877,360 which is significantly higher. What does this number represent and how was it derived? Will this CLIN be a full evaluated CLIN as part of the total evaluated price? If so, are we to assume that every desktop printer in Class “Black and White Printer” totaling 3,515 devices and Class
“Color Printer” totaling 4,876 devices will all at some point be included under this CLIN?

Rider services and specifically what part of the PWS applies to these
CLINs? Can the government also explain where the quantity of 653 months for 0206 and 2336 months for CLIN 022 is derived? Since Ship
Riders will maintain all classes of machines, should this CLIN be covered under CLINs 0229 and 0230 for Ship Rider Monthly Services?
These are specialty devices the customer may require which requires separate attention in some instances additional training by the shipboard rider to perform the necessary maintenance. This is why the Government has elected to separate these CLINS.

The training CLINS in classes I, III, IV, PC, and PS all have CLINS for training and training with a laptop. In some cases, the CLIN quantities are the same and in some cases they are different. Is it the government’s intention to have training both without laptop OR with laptops or rather without laptops AND with laptops. If the former is the case, is the government double counting the number of trainees in the price evaluation? Can the government clarify the quantities and the inconsistency in the different classes between these two types of training?

_CLIN_List_updated_22219 CLINS 0223 through 0228
For the Service Call CLINs 0223 through 0228, can the government explain the low number of service calls anticipated over the life of the contract? For instance, CLIN 0223 for Time and Material for CONUS service calls up to one hour has a quantity of 57 hours. If this is for the life of the contract this estimate appears unreasonable low. Can the government provide historical data from the current contract on the number of service call hours billed under the categories listed in CLIN’s
0223 – 0228? If indeed the number of hours is substantially high than the current numbers listed, with the government adjust the estimated amounts to provide a more realistic cost over the life of the contract?
