Attachment 9 - DLA Responses to Solicitation Questions

Document Description Page # Section/ Paragraph Question/ Comment Proposed Action/ Change DLA Response

Attachment 1 - CLIN Structure (and Attachments 4 & 5) 2 CLIN 0029-0056 What printers, scanners, toner and warranties are NGEN Certified? In order to provide NGEN certified equipment, we need to know which machines are NGEN certified.

Please provide a list of which printers, scanners, toner and warranties are NGEN certified including the manufacturer name, model and part number for each. The most recent list of certified NMCI devices has been provided.

Attachment 1 - CLIN Structure (and Attachments 4 & 5) 2 CLIN 0029-0048 Some CLINs may not have an NGEN certified machine that fits the requirements or is in current production. How would DLA like us to proceed if that is the case?

If there is no certified option, we recommend allowing a "No Bid" for that CLIN to be accepted for purposes of responding to the RFP. Once there is a certified option a modification to the contract to add the approved device may be allowed at that time.

Vendors are required to provide pricing for all CLINs. If devices do not pass the cerfication process, contract awards will be terminated.

Attachment 1 - CLIN Structure 1 & 2 CLIN 0021 - 0024 and CLIN 0049 - 0052 For the 2x Toner Purchase for each machine does the DLA require BRAND NEW Original Equipment Manufacturer Branded Toner – No Remanufactured, Refurbished, Compatible, or Gray Market Toner will be accepted?

Request that DLA add the following requirement for toner: "BRAND NEW Original Equipment Manufacturer Branded Toner Only – No Remanufactured, Refurbished, Compatible, or Gray Market Toner will be accepted."

DLA requires brand new toner that does not violate the original equipment manufacturer (OEM) warranty. New generic substitutes equivalent to OEM toner are acceptable. No Remanufactured, Refurbished, or Gray Market Toner will be accepted.

Attachment 1 - CLIN Structure 1 & 2 CLIN 0011 - 0020 and CLIN 0039 - 0048 - "Laser Printer" Are all printers required to be laser printers or are non-laser printers accepted?

Some of the smaller CLINS (such as 15ppm) do not have a laser option. Will DLA accept non-laser printers or scanners for the smaller models? DLA will not accept non-laser printers.

SP7000-16-R-1002 None None Printers and scanners frequently go end-of-life (EOL) within the term of a 5-year contract. What is the DLA's plan for when products go end of life (EOL)?

Will DLA consider the replacement model for the EOL product? If so, what is the process for testing and certification, if any?

The process will be exacly the same as the initial process. Coordination will be made with our test lab to evaluate new devices.

SP7000-16-R-1002 None None Are the items quoted required to be TAA Compliant? Some of the printers, scanners or toner cartridges requested may not be made in TAA Compliant countries and no TAA version is available.

Please clarify - are the items requested required to be TAA Compliant? If so, will any non-TAA items be accepted to allow for items where there is no TAA compliant option available?

The items on this solicitation are not required to be TAA compliant. This acquisition is a small business set-aside and in-accordance-with (IAW) FAR 25.401(a)(1) small business set-asides are exempt from trade agreements.

The titles of the Attachments 2-5 all state “. . . for DLA Document Services Customers in US Territories including (Alaska & Hawaii).” The "Delivery of Equipment" section at the end of each of attachments 2-5 refers to CONUS delivery. CONUS is generally defined as the Contiguous United States, including the 48 states and Washington DC Only. OCONUS (Outside of the Contiguous US) locations include Hawaii, Alaska, Puerto Rico and other US Territories.

Please clarify - is delivery to OCONUS locations (AK, HI, PR) is included in this RFP? If so, please add a statement allowing vendor to add any applicable shipping charges for delivery to those locations. The CLIN structure has been revised to include CLINs for Hawaii and Alaska.

Attachment_2_-_SOW_1_-_Non-Certified_Scanners 3 1.1.5 Would DLA consider modifying the bit-depth to be 24bit /256 Grayscale? Bit Depth: 48 bit to 24bit /256 Grayscale The bit-depth has been revised to reflect 24 bit.

Attachment_2_-_SOW_1_-_Non-Certified_Scanners 2 1.1.8.1 Is a Transparent Material adapter required or optional? None A transparent material adapter is required or an equal to solution is acceptable.

Attachment_2_-_SOW_1_-_Non-Certified_Scanners 1 1 "the software must be compatible with Windows 7or current DOD operating systems. (Both PC and Mac compatible)".

What other DoD operating systems are currenlty being used? None Windows 7 is used DOD wide but, at some point in the next few years we will be moving to windows 10.

Attachment_2_-_SOW_1_-_Non-Certified_Scanners 1 1.1.1.1

"Flatbed: With Document Feeder Without Document Feeder ".

The Government has identified 5 scanners (S0-S4) and based on above it is unclear which of the five scanners need to have the document feeder and which don’t, and at the same time, section 1.1.4 mentions the word "ADP" with all five scanners Can the Government please clarify. None The statements of work have been revised to reflect flatbed and document feeder.

Attachment_2_-_SOW_1_-_Non-Certified_Scanners 1 1.1.1 Can the Government please confirm if all five scanners must be flatbed? None The statements of work have been revised to reflect flatbed and document feeder.

Attachment_2_-_SOW_1_-_Non-Certified_Scanners 1 1.1.2

A) Are these PPM and IMP speeds the maximum or the minimum for each scanner?

B) Can an offeror bid one (same) scanner that meets all the requirements for two or more scanner CLINs? For example, if scanner A meets the IMP/PPM and all other requirements for VB S0 [VB S0 - Up to 15ppm (6 ipm)] and VB S1 [VB S1 - Up to 25ppm (50 ipm)], can an offeror bid one scanner for both CLINs 0001 and 0002? Please confirm? None The vendor can bid any device it sees fit that meets the technical requirements for a specific volume band (VB).

Attachment_2_-_SOW_1_-_Non-Certified_Scanners 1 1.1.4

In Section 1.4, the page is for VB S1 is "Up to 8.5 x 14”, 8.5 x 34” with ADF" while in "Attachment_1_- _CLIN_Structure", row 10 mentions "Up to 8.5 x 14" (CLINs 0003 & 0004) which is an ambiguity. The same ambiguity is true for VB S2 (row 14 of Attachment 1) , VB S3 (row 18 of Attachment 1) and VB S4 (row 22 of Attachment 1). Plese clarify. None Revised to reflect 8.5 x 11

Attachment_2_-_SOW_1_-_Non-Certified_Scanners 1 1.1 "Specification for Black & White/Color Scanner", can the Government please confirm if one scanner can have both Black & White and Color scanning features? None Yes, one device can have both black and white/ color scanning features.

Attachment_1_-_CLIN_Structure 1 row 7

Color scanning features for CLIN 0001 as long as it meets all other requirements?

B) Can an offeror bid a scanner that has both Black & White and Color scanning features for CLIN 0002 as long as it meets all other requirements? None Yes.

Attachment_2_-_SOW_1_-_Non-Certified_Scanners 2 1.1.12 Will the Government accept the OEM's standard warranty that comes with the equipment as long as it meets the requirement of 90 days? None Yes, as long as it meets the statement of work requirements section 1.1.12.

Please confirm that the printers are all in one devices capable of copy, print, scan and fax? Yes, printers are all in one devices capable of copy, print, scan and fax.

If the printers are all in one desktop devices do they require CAC? Printers require CAC authentication.

Is any of the equipment expected to be connects to SIPR? No, the equipment is not expected to connect to SIPR.

Would the Government consider removing the Flatbed portion of the scanners? One of the biggest advantages of newer desktop scanner is the compact size of the upright design. If DLA would do a survey from potential end users they might find out that if and when they have an oversized document that they use their full size MFD which is capable of 12’ x 18” ARDF or on the glass. If the flatbed cannot be removed in its entirety request that flatbed can be attachable (vice fully integrated) to be used when needed. The flatbed is part of the salient characteristics of the requirement.

Statement of Work 1 & 3 1.1.4 VB S4-What size is the attached flatbed required to be- 8.5” x 11” or 11” x 17”? Revised to reflect 8.5 x 11

SP7000-16-R-1002

Responses to Solicitation Questions

Statement of Work 1 & 3 1.1.5 48 Bit—Request that Government change the specification to read 24 bit which is industry standard. Only one manufacture can meet this requirement which will limit competition. The bit-depth has been revised to reflect 24 bit.

Statement of Work 1 & 3 1.1.8.1

Adapter for slides and negatives-- We request that this specification be removed in that it is based on old technology.

There are very few customers that deal with these items and it would probably be best to procure equipment to support this very specific requirement. This will also limit what equipment we can respond with. This requirement has been removed.

Statement of Work 2 & 4 1.1 Request the Government remove support for Windows XP since it is no longer a support Operating System and has been removed from the DoD Software suite. This requirement has been removed.

Statement of Work 2 & 4 1.1

Request the Government remove 0.5 MByte Built in RAM as it is vendor specific and does not allow for fair and open competition. Industry standard on desktop MFD are normally based on 1 GB and higher? These specification look like they were copied from a specific manufactures specification page based being vented as salient specifications we normally see from DLA and it has no technical merit on how the equipment well perform . The MByte Built in RAM requirement will changed to 1 GB.

Statement of Work 2 & 4 1.1

Request the Government remove IEEEE 1284- Compliant, 32 KB buffer size interface as it is based on parallel printing which is not utilized on network devices as it is vendor specific and does not allow for fair and open competition. These specification look like they were copied from a specific manufactures specification page based being vented as salient specifications we normally see from DLA and it has no technical merit on how the equipment well perform . This requirement has been removed.

Statement of Work 2 & 4 1.1 Request that VB-S4 Min 50 copies per minutes be removed as it is vendor specific for a desktop and does not allow for fair on open competition. This language has been revised.

Attachment 2 - SOW 1 1 Section 1 "Scan-to-file must be network compatible". PC attached scanners can send files over the network to a shared folder. Please confirm that a PC attached scanner meets this requirement. PC will meet the scan to file specifications.

Attachment 2 - SOW 1 1 Section 1.1.1.1 Must all scanners be flatbed? Must all scanners come with a document feeder? Please clarify the requirement. The flatbed is part of the salient characteristics of the requirement.

Attachment 2 - SOW 1 1 Section 1.1.5

Scans at 600 dpi and 24 bit depth meet the National Archives and Records Administration’s and the American Library Association’s recommended parameters for grayscale and color documents, and for gray and color photographic prints. Requiring a bit depth in excess of 24 bits may result in unnecessary added cost to DLA. We recommend the specification be changed to 24 bit depth external output. The bit-depth has been revised to reflect 24 bit.

Attachment 2 - SOW 1 2 Section 1.1.6 Define high speed connectivity Confirm USB 2.0 meets this requirement This language has been removed.

Attachment 2 - SOW 1 2 1.1.8.1

Scanning of slides and transparencies is a specialized requirement. To reproduce at the industry standard 1:1 scale and as recommended by NARA, for a 35mm transparency a minimal scan resolution of 2,550 dpi would be required for an 8" x 10" print. Applying this requirement on all CLINs would restrict competition and could needlessly increase costs to DLA. This is particularly true for black and white scanners which are primarily used for document imaging.

We recommend that a new additional CLIN be added to allow DLA to procure scanners built specifically for scanning film, slides and transparencies. This requirement has been removed.

Attachment 2 - SOW 1 2 1.1.9 Please provide detail on the use of WPD, OPF, UNICODE file formats.

Recommend that WPD, OPF, UNICODE file formats be a desirable requirement rather than a mandatory specification. This requirement has been removed.

Attachment 4 - SOW 3 2 1.1.13 Please explain the process for NGEN certification. Provide any appropriate instructions and contact information. Additional NMCI has been provided.

Statement of Work 1 - Non-Certified Scanners 2 1.1.13 Non-certified scanners should not have a NGEN certified requirement Delete ¶ 1.1.13 This language has been removed.

Attachment 3 - Statement of Work 2 - Non Certified Desktop Printer 1 1.1. Specification for Desktop Laser Printers for black/white and color.

The requirement for Paper Weight is as follows : Cards: 110 lb index maximum; 8.5 pt maximum thickness (110 to 200 g/m2). For the VB-S0 and VB-S1 Low Volume Printers, Vendor requests DLA reduce the maximum thickness to 80 lb index as this paper is more readily available for a low volume printer.

For the VB-S0 and VB-S1 Low Volume Printers change the maximum thickness to 80 lb index in order to lower TCO. This language has been revised.

Attachment 3 - Statement of Work 2 - Non Certified Desktop Printer 2 Software/OS Compatibility

IEEE 1284-compliant, 32-KB buffer size is a legacy Centronics Parallel interface that is not supported on many laptops and Computers.

Vendor requests DLA remove IEEE 1284-compliant, 32-KB buffer size and replace with USB compatibility. Vendor requests DLA remove IEEE 1284-compliant, 32-KB buffer size and replace with USB compatibility. This language has been removed.

Attachment 3 - Statement of Work 2 - Non Certified Desktop Printer 2 Copier Speed For the VB-S4 high speed color printer, the Vendor requests DLA reduce the minimum speed to 45 pages per minute.

For the VB-S4 high speed color printer, the Vendor requests DLA reduce to the minimum speed to 45 pages per minute. This change would allow the government to have more competitive products to choose at lower TCO. This language has been revised.

Attachment 1 - CLIN Structure 1 Non-Certified Scanners Please clarify the difference between a black and white scanner from a color scanner. Please remove the CLINS for the Black and White Scanner as all Scanners scan in color. All scanners must have the capability of scanning in black and white.

A maximum of 110 lb weight for cards unnecessarily increases the costs of both the printer and paper. Low volume desktop printers typically have lower specifications than these. In the interest to save the Government money, please change the maximum thickness to 80 lbs. This language has been revised.

Attachment 3 - Statement of Work 2 - Non Certified Desktop Printer 2 Software/OS Compatibility

IEEE 1284-compliant, 32-KB buffer size is a legacy Centronics Parallel interface that is not supported by laptops and PCs. This specification will increase the costs of these printers for a port that will not be utilized. USB compatibility is a readily available connection specification that will assist with "future-proofing" these printers. Vendor requests DLA remove IEEE 1284-compliant, 32-KB buffer size and replace with "USB compatible". This language has been removed.

Attachment 3 - Statement of Work 2 - Non Certified Desktop Printer 2 Copier Speed Reducing the minimum speed of the VB-S4 high speed color printer to 45 pages per minute will allow the government to have more cost-effective printers that will include a lower total-cost-of-ownership (TCO). Reduce to the minimum speed to 45 pages per minute for the VB-S4 high speed color printer Minimum speed of the VB-S4 high speed color printer has been revised to 45 pages per minute.

Attachment 3 2 of 3 1.1.2 and 1.1.3 If these are "desktop printers" why is having a enlarge/reduce/fax/scanner a requirement? Please confirm 1.1.2 and

1.1.3 are a requirement. will look to revise They are multi-funcitional devices that require the ability to enlarge/reduce/fax/scan.

Attactment 3 1 of 3 1.1 media weight - paper -16-36 lb - is this a range or max requirment? recommend 20 lb as max This is the range.

Attachment 5 2 of 3 1.1.2 and 1.1.3 If these are "desktop printers" why is having a enlarge/reduce/fax/scanner a requirement? Please confirm 1.1.2 and

1.1.3 are a requirement. will look to revise They are multi-funcitional devices that require the ability to enlarge/reduce/fax/scan.

Attachment 5 1 of 3 1.1 media weight - paper -16-36 lb - is this a range or max requirment? recommend 20 lb as max This is the range.

Attachment 5 Overall Does product bid need to be currently NGEN/NMCI certified or will DLA provide a certification path post award? DLA to provide certification path post award DLA will provide the certification path.

Attachment 1 CLINs 0019/0020 and 0047/0048 Are CLINs 0019 and 0020 meant to be A3 devices (11x17), similar to CLINs 0047 and 0048? Yes.

Attachment 1 Printer CLINs Are scanning and copying features required for the Network printers? Please clarify if these are network printers or multi-function devices. These devices will be networked.
