Attachment_6_- _Procurex_Revers e_Auction_Instruc tions 2 Live Bidding
During live bidding on ProcureX, the lowest price is visible to all offerors and based on our experience using this tool for bidding purposes, an offeror participating in live bidding for this competition will have to modify the price of 65+ CLINs which takes too much time. The larger the # of CLINs, the more time it takes to update the bid. Can you please elaborate how the CLINs will be set up in ProcureX? None
We are allowing vendors to submit their total price, all CLINs included, during the procurex session. Vendors will need to provide their complete CLIN structure detailing their pricing 24 hours after the procurex session. We will be hosting a mock procurex session as well. The procurex sessions will begin after the technical evaluations are complete. Dates will be provided to vendors at a later date.
Your answer to our question was “A transparent material adapter is required or an equal to solution is acceptable.” Can you confirm that this requirement applies only to VB SO (the 6 ipm requirement), and does not apply to VB S1, VB S2, VB S3 and VB S4 (with 50 ipm-100 ipm)?
This language has been removed from statements of work 1 and 3.

SOW3 1 1.1.2
The speeds given are in ppm and ipm. For VB S1, S2, S3 and S4 the ipm is two times the ppm which is indicative of simplex/duplex document scanning.
However, VB S0 is 15 ppm and 6 ipm. We believe the 6 ipm is the required transparency scanning speed.
Please confirm that 6 ipm is the maximum required Transparent Materials scanning speed and that only the VB S0 scanner is required to have the Transparent Materials capability specified in 1.1.8.1.
6 ipm is the maximum speed required. The Transparent Materials requirement (1.1.8.1) has been removed from SOW 1 and SOW 3.
Attachment 2 - SOW 1 and Attachment 4 -

1-3) Each CLIN represents a certified and non-certified device option. Vendors can propose the same device or two different devices to meet the requirements. The attachments state, "The contractor shall deliver the proposed devices for each VB series to DLA . .
.for testing." If the same exact item is quoted for multiple VB Series (such as the same item being quoted for CLINS under both VB-S0 and VB-S1), will a single test unit be accepted for testing for all VB Series where that one identical item is quoted?
Please clarify how many units will need to be provided for testing.
Yes, only one device will be required for testing if a contractor proposes the same model for all CLINS.
Does Section 1.1.8.1 - Transparent Materials relate only to CLINs 0001-0006, or all scanner CLINs.
This feature appears to be available from only one vendor, and only for the low-end scanners (CLINs 0001-0006). Request that this requirement be removed from all other Scanner CLINs (0007-0030) to allow for a more open and competitive market.
The Transparent Materials requirement (1.1.8.1) has been removed from SOW 1 and SOW 3.
In the interests of having equipment available with a variety of configurations that would evolve from suppliers over a period of 60 months would document services consider opening the award to more than one vendor?
Once the offers are received at close there may be more than one qualified vendor in the same price ranges that would give document services the option of having multiple vendors available with the volatility of the market and possible business failures. Award will be made to one vendor only.
Confirming that the hardware equipment must all be brand new equipment. No refurbished, recycled, used or remanufactured.
Yes, equipment must be brand new. Refurbished, recycled, or remanufactured equipment are not acceptable.
Do vendors need to respond to all CLINS in the RFQ?
IE: Printers and Scanners or can we bid one or the other or both?
Vendors will need to respond to all CLINs in the RFP, as this action will be awarded to one vendor.
Do vendors need to respond to all VB’s inside each technology (printers and scanners)
Vendors will need to respond to all CLINs in the RFP, as this action will be awarded to one vendor.
Please confirm that the flatbed portion of the scanner can be an accessory and not permanently integrated into the scanner.
The flatbed portion of the scanner must be integrated into the scanner.
SP7000‐16‐R‐1002 Attachment 1 ‐ DLA Responses to Solicitation Questions Page 7 of 7
In order to save the government considerable money we would like ask the speeds be separated for black and white and color. This would allow considerably more equipment options if allowed.
Speeds will not be separated for black/white and color devices. The speeds represent the minimum speed for the outputs of each device and volume band.
If we can break the speeds apart we would like to request that VB4 color print speed be reduced to 42ppm (VB-S4) for the color component only. The B/W can remain at 50ppm. This would bring a major supplier into the mix and create significantly more competition.
The VB-S4 speed requirement will remain at 45 copies per minute.
