Response to Question Set 6

1. Question:

Please clarify what DLA is looking for with respect to Individual parts CLIN items 19, 39, 60, 83, 116, 139, 166, 189, 214, 229, 246, 265, 294, 313, 336 and 355:

Is DLA looking for sum of all the wearable and non-wearable parts or a Not to Exceed Amount? The intent of the Individual Parts CLIN in previous contracts was simply to allow the customer to procure parts on an as needed basis as a result of a registered Navy technician or contractor technician troubleshooting a machine during a service call or routine maintenance.

Answer:

Please provide what is being requested in Amendment 5.

2. Question:

How does DLA anticipate using this price list as part of the evaluation process since many of the non-wearable parts may never be ordered over the life of the product?

Answer:

Only those common wearable/consumable parts that are common between vendors will be evaluated by DLA Document Services. We will make that determination when we have reviewed all proposals.

DLA Document Services will evaluate proposal in a fair and honest manner, but we must have proposals to evaluate.

3. Question:

Is it DLA’s intent to consider all wearable and non-wearable parts into the TCO evaluation or only those wearable items such as fusers and drums? Evaluating all parts could inappropriately skew the results and significantly impact the TCO and contract value due to several factors. For the non-wearable parts, there is not an accurate method for determining which individual parts may or may not need replacement during the life of the machine.

4. Question:

Secondly, modifications are made to individual parts as a result of manufacturing improvements. There is also a high probability that during the initial five-year period that there will be changes and enhancements to the machine models used to fulfill each class of equipment.

Answer:

Pricing for individual parts will be fixed during the life of the contract based on the parts price list we've requested. Modifications made by the manufacture to parts over the course of the contract will not be chargeable to the government.
