Responses to Questions Set 3
1. On a previous question # 69 on Section 18: Minimum requirements for Print Shop, Color Production Printer, request modification to 220VAC to allow for true digital press technology.
The answer given was: Requirements firm due to available power at the device installation location. Re-engineering power for all ships would be cost prohibited. – However on previous contracts the power requirements were for this unit to be 220 VAC and on the last requirement was 110 or 220VAC. Since 220VAC is provided by (2) 110VAC power lines and (1) ground line and if the current units in place are 110VAC they would have accessed one of the 110VAC lines to ground to get the needed power. Is it the government statement that the second 110VAC line was removed from the ships which would have been “Re-engineering power for all ships would be cost prohibited” at that time? It is my thought that the second 110VAC line is still in place and would require no more work to reconnect than the change from 220 to 110VAC was when that effort was made for the current vendor. Please clarify this response.
ANSWER: In this Solicitation the Navy has stated for the Color Production Printer: “Digital Press technology is not required and the cost to install 220VAC power at those locations would be prohibitive.” The requirements stand as per the Navy’s request.
2. Previous Solicitations for non-scheduled maintenance calls asked for quotes in terms of hours in 2, 4, 6 & 8 increments, this RFQ asks for quotes in only 1 hour rates. Is this referring to the time spent on board the ship from time of arrival to time of departure or does it refer to the length of the response time to the arrival at the ship?
ANSWER: That is incorrect. The previous RFI CLINS asked for quotes in terms of hours in 2, 4, 6 & 8 increments. The Solicitation never included these choices. 8.2 states: “If in CONUS Port hours to be charged are from the time of arrival until departure”. 8.3 states: “Hours for service calls shall be computed from the time the technician arrives at point of U.S. Navy embarkation until the technician completes the repair(s) and is returned to the point of his/her original U.S.
Navy embarkation point”.
3. Individual parts – Is this meant to be parts that are not part of routine maintenance or normally expected failure items such as a broken exterior cover panels or a broken document platen glass?
ANSWER: Any part not covered under the repair kit or under a separate CLIN.
