DEFINITIONS

Accessible material – any material to which access can be gained by any means other than significant destruction of building components, or, for the purposes of describing building occupant activities, a material subject to disturbance by routine use or maintenance activities.

ACM By Virtue of Contact – any material that is tested and found via laboratory analysis to be non-asbestos containing, but it is in contact with or applied using another material that is determined to contain asbestos. Since these materials cannot be separated during removal, the non-asbestos-containing material is now contaminated and will need to be disposed of as ACM.

Some examples include: floor tile and associated mastic, linoleum sheeting and associated mastic, adhesive upon mastic application, etc.

AHERA – Asbestos Hazard Emergency Response Act

Asbestos – a generic name given to a number of naturally occurring hydrated mineral silicates that possess a unique crystalline structure, are incombustible in air, and are separable into fibers.

Asbestos includes the asbestiform varieties of Chrysotile (Serpentine), Crocidolite (Riebeckite), Amosite (Cummingtonite-Grunerite), Anthophyllite, Tremolite, and Actinolite.

Asbestos-Containing Material (ACM) – any material or product which contains more than one percent asbestos.

Asbestos-Containing Building Material (ACBM) – means surfacing ACM, thermal system insulation ACM, or miscellaneous ACM that is found in or on interior structural members or other parts of a building.

Bulk samples – samples of bulk material; in the case of asbestos, suspect material.

Chain-of-custody – formal procedures for tracking samples and insuring their integrity.

Friable – the material, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure, and includes previously non-friable material after such previously non-friable material becomes damaged to the extent that when dry it may be crumbled, pulverized, or reduced to powder by hand pressure.

Good Condition – as used in the context of material condition, integrity of the material is generally complete, with no visible damage or deterioration, or showing only very limited damage or deterioration. Possible small areas of delamination or indications of limited contact or damage. The mechanism to retain the insulation in its original position (e.g., cloth wrapping over pipe insulation) is still present.

Homogeneous application – an application of surfacing material, thermal system insulation material, or miscellaneous material that is uniform in color and texture, and vintage of application.

NESHAP – National Emission Standard for Hazardous Air Pollutants.

NIST – NVLAP – National Institute of Standards and Technology, National Voluntary

Laboratory Accreditation Program

ODH – Ohio Department of Health.

OEPA – Ohio Environmental Protection Agency.

Operations and Maintenance (O&M) Program – a program of work practices to maintain friable ACBM in good condition, ensure cleanup of asbestos fibers previously released, and prevent further release by minimizing and controlling friable ACBM disturbance or damage. An

O&M Program should be implemented at all buildings with ACM.

Optical microscope – a microscope which uses the transmission of light through lenses to magnify a specimen for examination. Capable of resolution of fibers or other materials down to approximately 0.25 micrometers in diameter.

OSHA – United States Occupational Safety and Health Administration.

Polarized Light Microscopy (PLM) – an optical microscopic method for the identification of asbestos in bulk samples in which the sample is illuminated with polarized light (light which vibrates in only one plane) to distinguish between different types of asbestos fibers by their shape and unique optical properties.

1.0 BACKGROUND

Asbestos surveys were performed at various Defense Supply Center-Columbus (DSCC) buildings in the late 1980s through early 1990s. A Limited Asbestos Survey was conducted in 2012 by PARS Environmental, Inc. to compare historical asbestos reports with current building conditions. Twelve buildings, namely Building Nos. 9, 10, 11, 16, 17, 27, 30, 47, 48, 201, 306, and 308, were the subject of the limited survey. The report concluded that each of the referenced buildings needed additional surveys to be in compliance with current National Emission Standards for Hazardous Air Pollutants (NESHAP), Occupational Safety and Health Administration (OSHA), Ohio Department of Health (ODH), Ohio Environmental Protection Agency (OEPA), and Department of Transportation (DOT) regulations applicable to renovation and/or demolition activities. The United States Environmental Protection Agency (USEPA) and OSHA requires the use of Asbestos Hazard Emergency Response Act (AHERA) sampling protocols for building surveys to ensure a thorough survey of the facility is conducted.

2.0 INTRODUCTION

PARS Environmental, Inc. (PARS), under contract to the US Army Corps of Engineers (USACE), Louisville District, has prepared this Asbestos Survey Report for the Defense Logistics Agency, Defense Supply Center-Columbus (DLA-DSCC), Building #27, located at 3990 East Broad Street, Columbus, Ohio (“Site”).

The asbestos survey was performed by Mr. Firoz Jan and Mr. Julian Fernandez-Obregon of PARS. Mr. Jan is certified as an Asbestos Hazard Evaluation Specialist by the State of Ohio (certification number ES34609) and was responsible for technical aspects of the survey. Mr.

Obregon is certified as a USEPA/AHERA Asbestos Building Inspector and assisted Mr. Jan with non-technical aspects of the survey. Copies of their certifications are included in Appendix A.

The objective of the survey was to identify suspect asbestos-containing material (ACM) for potential removal prior to renovation/demolition activities impacting these materials. During the course of the work, PARS was only allowed to inspect accessible areas. Therefore, only limited access was obtained for destructive testing to identify materials which may be hidden or obstructed at the Site. Examples of concealed or obstructed areas include, but are not limited to, wall cavities, pipe chases, spaces above fixed ceilings, foundation walls, mastic behind facility mirrors, equipment interiors, and materials below sub-floors. The sampling of roofing material was excluded from the Scope of Work and was not sampled.

The USEPA defines an ACM as a material that contains greater than one percent (>1%) asbestos. Applicable regulations of the local, state, and federal regulations governing asbestos are provided in Appendix B.

3.0 SITE DESCRIPTION

The subject building encompasses approximately 139,000 square feet and is a one-story mixed-use building. The building is steel-framed with brick exterior. There are, effectively, two roofs on this building. The original built-up arched roof was enclosed and covered with another pitched built-up roof and membrane. A layer of blown-in fibrous insulation covers the enclosed original built-up arched roof. The interior finishes consist of carpet, vinyl floor tile, ceiling tile, and drywall with joint compound. The structure is primarily heated with a natural gas boiler and supplemental heat is provided by forced-air, natural gas furnaces. Photographs from the August 20, 2013 Asbestos Survey are included in Appendix C.

4.0 METHODOLOGY

On August 20, 2013, PARS performed an asbestos survey at the Site. The survey approach included a visual inspection of the suspect ACM. The survey included limited intrusive testing.

PARS did not use destructive testing techniques in concealed or obstructed areas during the survey. Materials previously confirmed as ACM and roof samples weren’t collected as part of this survey.

Suspect materials were divided into homogeneous areas, which are building materials evaluated by the inspectors to be the same based on their color, texture, and age. Three representative samples were collected of each homogeneous material. To ensure laboratory precision, PARS collected split samples of two suspect bulk ACM per building which were submitted to the analyzing laboratory as blind sample duplicates. Suspect materials identified and sampled in Building #27 are listed in Table 1. A photographic log of the identified suspect ACM is provided in Appendix C. Identified ACM are highlighted in red text in the photographic log.

Bulk samples of suspect materials were collected in 4-mil plastic bags and sealed for transport to the laboratory under chain-of-custody protocols. Each sample was assigned a unique homogeneous application number (M-1 through M-30) and sample identification number (e.g., DLA-27-01). If the laboratory identified layered materials in the sample submitted for analysis, for reporting purposes it was assigned the corresponding sample identification number and an “A” added (e.g., DLA-27-01A).

The following are the homogeneous material symbols used for identification in this report:

T = Thermal System Insulation M = Miscellaneous Materials S = Surfacing Materials (troweled or spray-applied)

4.1 ANALYTICAL METHODS:

Laboratory analysis was conducted by EMSL Analytical, Inc. located in Ann Arbor, Michigan.

EMSL is certified by the National Institute of Standards and Technology and National Voluntary Laboratory Accreditation Program (NIST-NVLAP # 101048-4) for asbestos analysis.

Material identification was performed via Polarized Light Microscopy with Dispersion Staining (PLM/DS) in accordance with Ohio Department of Health’s (ODH) Asbestos Hazard Abatement Rules (OAC 3701-34) using USEPA Method 600/R-93/116.

4.2 FINDINGS

Based on the visual inspection performed by PARS, friable and non-friable suspect ACMs were identified at the Site. Below is a list of suspect ACMs that were identified and sampled. A total of 81 bulk samples were collected for analysis. Bulk asbestos sample results are summarized in Table 1 and the corresponding laboratory reports are included in Appendix D. Bulk sample chain-of-custodies are provided in Appendix E. Sample locations are depicted in the Site Figure.

Laboratory analytical results indicate that the following identified and sampled suspect ACMs were determined to be asbestos-containing. The identified ACMs were noted to be in good condition (i.e., no visible damage or deterioration or showing only very limited damage or deterioration). Limitations and service constraints are discussed in Appendix F. Destructive testing methods to access concealed and obstructed areas were employed as part of the survey.

However, the mastic behind the bathroom mirror was not tested but is presumed to be ACM until testing and analysis prove otherwise. The mirror mastic was inaccessible as the sample could not be obtained without breaking the mirror.

Homogeneous Area M-26 and M-27 were collected and submitted as blind field duplicates of Homogeneous Areas M-25 and M-08, respectively. Each of the bulk samples collected from Homogeneous Areas M-25 and M-26 and similarly with Homogeneous Areas M-08 and M-27 are reported as non-asbestos containing. The reproducibility of the laboratory results is good providing a positive indication of the laboratory precision associated with these analyses.

5.0 CONCLUSIONS AND RECOMMENDATIONS

Based on the findings of the survey, ACM was identified in Building #27. The identified ACMs were noted to be in good condition. The ACM included:

Friable ACM such as TSI and surfacing materials, if identified, should be removed by a licensed asbestos contractor prior to renovation or demolition activities impacting these materials.

If the building is not going to be renovated or demolished and ACM will remain in-place, an operations and maintenance (O&M) program should be developed. The O&M program will define work practices, training requirements, and management procedures designed to maintain the ACM in good condition.

If suspect ACM not referenced in this report is identified in concealed or obstructed areas during renovation and/or demolition activities, it is recommended that the activities that will disturb these materials cease and the materials be sampled and analyzed to assess the potential presence of asbestos.
