Amendment 0004 Attachment 1: Questions and Answers

Question
RFP Page OR

Pre-Proposal Conference OR Site Visit/GFP/GFE Review/Inspection

RFP Para Reference (if question relates to the RFP)
Government Response
1
Will the Government allow Offerors to use 11x17-size paper for tables, charts, figures, and graphics (such as the Organizational Chart and Plan of Actions and Milestones)? If so, will you allow for each 11x17 fold-out to count as one page?
RFP, p. 65 of 89
L-4 Proposal Preparation Requirements
Proposals are only submitted electronically. Hardcopies will not be accepted. Therefore, fold-out pages are not applicable to this solicitation. Additionally, if an Offeror chooses to utilize 11x17 pages in Word or PDF, they must be legible when the document is opened.
2
Please confirm that the proposal cover page with required marking information and Government’s required CUI cover page are not in page count.
RFP, p. 66 of 89 and 68 of 89
L-4, *Note re: page limitations for E-Files II and III and 10. Markings
No special cover page is required. The offeror’s cover page with the CUI Designator block is acceptable. The offeror’s cover page does count in the page count.
3
CDRL A023 requires that the Storage and Warehousing Plan be submitted with the proposal response. Should Offerors include the Plan as a separate document or appended to E-File II? If it is included as an appendix to E-File II, please confirm that it is excluded from page count.
RFP, Att. J9
CDRL A023 Storage and Warehousing Plan
The Storage and Warehousing Plan should be included as an appendix to the E-File II. It is excluded from the page count.
4
Subfactor (a), number 2 on page 71 of the RFP states that “[t]he offeror shall provide an organizational chart by proposed work shifts that matches the number of Government provided FTEs in Section L, Cost Proposal Instructions. Where is this located in the referenced section?
RFP, p. 71 of 89
TAB 1, Sub-factor (a) Section 2
This statement was in error. Please refer to the revised Subfactor (a) verbiage provided on the amendment.
5
Number 1 under Sub-factor (a): Staffing for Full Performance requires that [t]he Offeror shall provide the Government with detailed information regarding all labor categories proposed to effectively run the distribution center based on the estimated workload. How is the contractor to independently propose these labor categories when Number 2 Organizational Chart requires the offeror to provide an organizational chart by proposed work shifts that matches the number of Government provided FTEs in Section L?
RFP, p. 71 of 89
TAB 1, Sub-factor (a) Section 1
The answer to Question 4 answers this question.
6
CDRL A004 requires that the Mission Essential Contractor Services Plan be submitted with the proposal response. Should Offerors include the Plan as a separate document or appended to E-File II? If it is included as an appendix to E-File II, please confirm that it is excluded from page count.
RFP, Att. J9
CDRL A004 MESCP
The Mission Essential Contractor Services Plan should be included as an appendix to the E-File II. It is excluded from the page count.
7
Will the government be providing receiving, MTIS, Stow, Inventory Counts and additional value-added line projected workload for years 2-4?
RFP, T.E. 5.2 Projected Workload
T.E. 5.2 Projected Workload

Yes. Updated TE 5.2 provided via Amendment 0004.

8
As we understand, a DCSA-approved facility clearance is required at the time of proposal submission, scheduled for May 17th. Considering the standard timeframe for obtaining such clearance often extends beyond 180 days, we are concerned about our ability to meet this requirement within the provided timeline.

Could you kindly advise on how we might address this challenge? Are there any provisions or alternative arrangements for companies like ours, currently in the process of obtaining the necessary clearance?

RFP
RFP Section L/M
There are no provisions or alternative arrangements for companies that do not possess a DCSA-approved facility clearance. These companies can go through the process to get the facility clearance and have the opportunity to propose on future solicitations.
9
Due to the delay in the Pre-proposal conference, site visit, and question due date, would the government be open to extending the proposal due date that allows time to respond when questions are answered?
RFP

Para 6.

Proposal Due Date
Yes, the due date for the proposals is extended to 31 May 2024 as shown in the amendment.
10
The government has listed page limits but no font requirements. Additionally, you have not included the margin requirements. Could the government please augment the preparation instructions to include this information.
RFP Page 66
L-4 PROPOSAL PREPARATION REQUIREMENTS

2. Page Limitations

Page size and format instructions have been added to Section L.

11
The government included this text within the page count table – “*Note the page limitations for E-Files II and III; however, resumes, letters of intent, documents pertaining to affiliates/sister companies/teaming arrangements/ joint venture agreements, and POAM are not included in this page limitation.”

Could this table, included within Section L, be revised to make it explicit as to which parts of each of the E-FILES II and III are not included in the page counts?

RFP Page 66
L-4 PROPOSAL PREPARATION REQUIREMENTS

(table) This verbiage does specify which parts of each E-File are not included in the page count. No table revisions apply.

12
We were not able to locate any information as to the format of E-FILES I, II and III. Can the government please specify, by file format, i.e., PDF, what are the acceptable submission formats? Same question for the non-pricing portions of E-FILE IV, such as information regarding the DCAA audit.
RFP Page 66
L-4 PROPOSAL PREPARATION REQUIREMENTS

(table) E-File format has been added to Section L.

13
There are many CUI markings that must be shown on all headers and footers. Could the government please indicate a minimum font requirement for this information? With the page restrictions and considerable information in headers and footers, the actual page area for response may be greatly reduced when these factors are taken into consideration.
RFP Page 68
L-4 PROPOSAL PREPARATION REQUIREMENTS

(10) The CUI header and footer marking is one line “CUI - SOURCE SELECTION INFORMATION – SEE FAR 2.101 AND 3.104”. The other two lines of the header are the Offeror’s name and solicitation number. This is a total of three lines for the header, and one line for the footer. This is a standard header/footer, and therefore does not reduce the actual page area. A minimum font of 8 has been specified in Section L for the header/footer information.

14
Section B, Schedule of Supplies and Services, has many rows with errors showing “#VALUE”. Could the government please correct this form to eliminate the error codes?
RFP Pages 5-8
Section B, Schedule of Supplies and Services

These are areas where the contractor will need to provide their calculated numbers.

15
Would the government consider lowering or eliminating the magnitude threshold for the relevancy of past performance? This 199 FTE figure appears inconsistent with the contract ceiling. Additionally, the number seems to favor the incumbent and large businesses rather than true small businesses.
RFP Page 74
E-FILE III, (2) b) Government Magnitude
No, the magnitude is an approximate number of FTEs that have provided support on this effort in the past and it will not be lowered or eliminated. The number cannot be arbitrarily changed.
16
Are Key Personnel required to be exclusive to any bidder? There may be a limited pool of resources in the local area for this skill set.
RFP Page 72
E-FILE II, Subfactor A (4) Key Personnel
No, they are not.
17
Can the government confirm if the incumbent contractor personnel for the Site Manager and Alternate Site Manager meet all required experience and education as indicated in the RFP?
RFP Page 72
E-FILE II, Subfactor A (4) Key Personnel
Key personnel requirements have not changed for this solicitation.
18
Would the government consider eliminating the requirement for including the resumes of the 2 Key Personnel (Site Manager and Alternate Site Manager) to be included in the proposal since the winning contractor might prefer to offer the current staff both of those positions (if they are qualified)? And instead require the winning bidder to fill those positions within 7 days like the other Key Personnel?
RFP Page 72
E-FILE II, Subfactor A (4) Key Personnel
No.
19
Are the current incumbent staff who are performing the duties of Site Manager and Alternate Site Manager required to be exclusive to the incumbent/current employer in the proposal phase? If so, this could present an unfair advantage to the incumbent contractor.
RFP Page 72
E-FILE II, Subfactor A (4) Key Personnel
No, they are not required to be exclusive to the incumbent.
20
In regard to: “The Offeror’s approach will be evaluated on the feasibility of the proposed approach to successfully facilitate a transition IAW Attachment J.1 – Section C – Performance Work Statement, Section 1.8, Transition Plan, as well as Attachment J.2 – Section 1.8M (only applicable if transferring to a new COCO facility).” – How does the government anticipate ensuring a level playing field between the incumbent who will not need to present a detailed transition plan and all other bidders who will?
RFP Page 89
EVALUATION FACTOR 4: TRANSITION

ALL offerors are evaluated against the same factors. ALL offerors are required to provide a transition plan. Facility plan is ONLY REQUIRED if proposing a COCO facility other than what is currently being utilized. All offerors will be required to submit the same information and evaluated on the same factors.

21
The Government states “The references will be evaluated in the aggregate in order to allow Offerors who may not have the entire scope, magnitude, and complexity of the requirement under one individual contract to still be considered relevant if experience with the full scope, magnitude, and complexity of the requirement can be demonstrated within the allotted number of references as described above.” Question 1: Will the Government please confirm that the requirement noted on page 74 “b) Government Magnitude: Storage and distribution services and unique mission support for a total period of performance of five years, with an anticipated full performance level of approximately ~199 Contractor Full Time Equivalents (CFTE),” can be met in the aggregate? Question 2: In addition, will the Government confirm that an offeror will receive the same confidence rating in magnitude if they can meet the requirement in the aggregate as an offeror who meets it in a single contract reference in Past Performance?
RFP Page 73/74
E-FILE III – EVALUATION FACTOR 3: PERFORMANCE CONFIDENCE ASSESSMENT
Each reference is rated individually and has its own overall relevancy rating. These overall relevancy ratings are taken in the aggregate to establish the offeror’s past performance confidence rating.

Magnitude is just one part of the relevancy rating. Therefore, the government cannot confirm that offerors will receive the same overall confidence rating based on magnitude alone.

22
The Government states, “The Government recommends submission of a total of five (5) contracts encompassing the prime Offeror and/or any major subcontractors.” Question: Will the Government please confirm that an offeror will not be penalized or evaluated with negative bias for not submitting five?
RFP Page 73
E-FILE III – EVALUATION FACTOR 3: PERFORMANCE CONFIDENCE ASSESSMENT
The offeror will not be penalized for not submitting five (5) references.
23
The Letters of Intent must include acknowledgement of the requirements in clause H-4 of the RFP. Note: All pages of the resume shall be marked “PERSONALLY IDENTIFIABLE INFORMATION (PII) SAFEGUARD IAW DOD PRIVACY PROGRAM AND PRIVACY ACT OF 1974” if PII is included in the resume. In addition, if PII is included then the following CUI markings must also be included on each page of the resume(s).

The first page must include the following CUI designator:

Controlled by: DLA DISTRIBUTION J7 CUI Category: SSEL Distribution/Dissemination Controls: FED ONLY POC: Amber Whitney (717)770-4601

This instruction contains conflicting information as noted in BOLD type. One set of instructions says that the 4 line CUI designator must be on all pages and directly after it says only the first page. Could the government please clarify the exact markings required for PII information on resumes for the first page and all pages thereafter?

RFP Page 72
E-FILE II, Subfactor A (4) Key Personnel
Revised to state CUI markings (CUI- Source Selection Information – See FAR 2.101 and 3.104) must also be included on each page of the resume(s) in the header and footer. Additionally, the first page of each resume must include the following CUI designator:

Controlled by: DLA DISTRIBUTION J7 CUI Category: SSEL Distribution/Dissemination Controls: FED ONLY POC: Amber Whitney (717)770-4601

24
There is notation regarding the Mission Essential Contract Service Plan within the CDRL and PWS where it states that this document is to be provided within the "technical proposal” and revised no later than 30 days prior to full contract performance. However, there is no indication within Section L as to where this document should be included and if it falls inside or outside the page count. Could the government please clarify its expectation for submission of a Mission Essential Services Contract Plan within the bidder’s proposal? If required for the proposal, can the government revise Section L to include detailed instructions and Section M to include how it will be evaluated?
A004-MECSP.PDF

J.1 – Page C-40

A004– MECSP.PDF, CDRL C-1.9 within J.1 PWS, RFP Section L/M
Same as the response to question #6. The Mission Essential Contractor Services Plan should be included as an appendix to the E-File II. It is excluded from the page count.
25
PWS paragraph C-4.2.4.1.A states that TE 3.6 lists government vehicles available for contractor use, however that exhibit provides a listing of office equipment. Please provide the listing of government vehicles provided for contractor use. Also, will the government provide a list of contractor owned vehicles?
PWS Page C-57.
PWS C-4.2.1.A

26
Who is the contractor or government office/agency responsible for the transition/migration of the DSS to the WMS system? What is the timeline for completing the total transition?
Information requested, no page reference

Transition at DDCN was completed in Sept of 2023. However, some processes are still completed in both systems as needed (some transportation processes). As with any large system transition, there are some areas of the system that are still undergoing revisions.

DLA and DLA Distribution J4 (policy) and J6 (IT) are responsible for the transition.

27
The RFP states that the Government estimates the ceiling value of the “services” is $114,000,000.00. Please confirm that “services” in this context includes all labor, materials, ODCs, leases, and other costs associated with the awarded contract.
RFP p.9
IDIQ Maximum and Minimum Quantities
Yes, that is correct. This is the maximum value of the entire contract.
28
Attachment J.2 states that offerors may propose alternative COCO facilities to those currently used by the incumbent in Newport, NC and Greenville, NC, so long as those facilities meet the requirements in paragraph 4.7.1.M. However the RFP requires offerors to bid two separate COCO facilities CLINs, and identifies them by the incumbent facility locations. How should an offeror propose alternative arrangements, such as a single facility the meets all requirements, or three or more facilities in disparate locations that do not include Newport or Greenville?
Attachment J-2, page C.7M

RFP pages 2-3 J-2 paragraph 4.7.1.M

Section B Any proposal for new facilities shall follow processes outlined in PWS J.2 C-1.8M and meet the requirements identified in PWS J.2 C-4.7.1M.

The RFP has two separate CLINs for two separate COCO facilities, as that is how it is currently set up. However, if an offeror wants to propose just one COCO facility, please utilize only one of the current COCO CLINs and provide an explanation. If an offeror wants to propose two new COCO facilities, please utilize both of the current COCO CLINs. If an offeror wants to propose more than two COCO facilities, please cost the facilities separately and provide an explanation. If the offeror is the awardee, additional CLINs can be added.

34
The solicitation states “The offeror shall provide an organizational chart by proposed work shifts that matches the number of Government provided FTE in Section L, Cost Proposal Instructions.”

Question: Will the Government provide Work Shifts in Section L, Cost Proposal Instructions?

RFP
L-4, E-FILE II, Tab 1-Evaluation Factor 1, Subfactor (a): 2
The statement regarding the Government providing FTEs has been removed from Section L. The Government will not be providing FTEs or work shifts. The offeror shall propose the labor mix and shifts that they feel will efficiently meet the requirements. Additionally, TE 5.1 has been updated to include historical WMS transmission times by hour.
35
CLIN 0010 References CLIN 0011.

We are unable to locate additional references to CLIN 0011 in other solicitation documents.

Question: Will the Government clarify the reference to CLIN 0011?

39
During the Pre-proposal conference it was mentioned that the use of SEAVANs is a normal practice. Question: Is the contractor responsible for the movement and/or relocation of these SEAVANs? Is MHE provided by the Government? If so, what types of equipment is provided?
Pre-Proposal Conference

Yes, the contractor is responsible for the movement of 20-foot Sea Vans and Distribution MHE is available. Any Sea Vans requested, that exceed 20-foot or more may require coordination with MCAS Cherry Point Station’s Motor T via local Distribution sites CGA Support Branch Department.
