XRF Lead Evaluation

Date: 05 July 2017 Subject: Field Analysis for Suspect Lead Paint Bulk Sample Collected from the DLASJ Tracy, Warehouse 14

XRF Lead Evaluation

On 05 July 2017, field testing for the presence of Lead was performed on the primary structural coatings (paints) identified on the surfaces of the building materials at the DLASJ, Tracy, Warehouse 14. Robert Miller, Certified Industrial Hygienist, and Lonny Jones, Industrial Hygiene Technician, performed the field sample analysis utilizing a handheld Innov-X Systems, Alpha Series, X-Ray Fluorescence (XRF) Spectrometer. Prior to this sampling event the calibration of the XRF instrument was verified by performing an analysis of a National Institute of Standards & Technology (NIST), Reference Material. The field testing data for Warehouse 14 is provided in Table 1 of this report.

Warehouse Exterior Evaluation (Laboratory Analysis of Bulk Samples) On 01 May 2017, bulk samples were collected from exterior surfaces of the DLASJ Tracy, Warehouse 14. Robert Miller, a Certified Industrial Hygienist, collected the bulk paint samples.

Micro Analytical Laboratories, Inc., Emeryville, California, performed the laboratory analysis.

Micro Analytical Laboratories is an AIHA accredited laboratory, ID# 101768. The bulk paint samples were analyzed for Lead by Flame Atomic Absorption Spectrometry in accordance with

EPA/600/8-91/213, 1991.

On 17 June 2016, bulk samples were collected from the yellow coatings (paint) applied to the exterior Loading Dock Building Materials at the DLASJ Tracy, Warehouse 14. Robert Miller, a Certified Industrial Hygienist, collected the bulk paint samples. Micro Analytical Laboratories, Inc., Emeryville, California, performed the laboratory analysis. Micro Analytical Laboratories is an AIHA accredited laboratory, ID# 101768. The bulk paint samples were analyzed for Lead by Flame Atomic Absorption Spectrometry in accordance with EPA/600/8-91/213, 1991.

Discussion

The field testing of the coatings associated with the interior of the DLASJ Tracy, Warehouse 14, did identify Lead concentrations that are described in Table 1 of this report. Laboratory analysis of the bulk samples taken of the exterior coatings of Warehouse 14 reported that the coatings contained Lead, as described in Tables 2 and 3 of this report. The Federal OSHA 29 CFR 1926.62 and 29 CFR 1910.1025 Standards and California OSHA 8CCR 1532.1, and Title 17 CCR Standards regulate exposures to materials with any detectable amount of Lead.

Recommendations

• Any activity that may include the disturbance of Lead-containing materials must be performed within the regulations set forth in Federal OSHA 29 CFR 1926.62, 29 CFR

1910.1025 and California OSHA 8CCR 1532.1, and Title 17 CCR Standards.

• Disposal of any building materials that are coated with Lead-containing paint must be disposed of per the requirements of the DS-FJ Installation Support Environmental Office.
