15.0, Para B B. The TPOC will monitor performance to ensure services are received and carried out in accordance with the standards set in this (SOW).

This monitoring shall be done via Government inspections and Government review of the various reports and documentations defined in Section C-5paragraph 15.0 C. All work required by the contract is subject to surveillance whether or not specifically included in the plan.

2. The following questions were received by the Government in response to Solicitation SP3300-10-R-0009. Each question has been redacted to ensure anonymity. The Government response is provided under each question to allow all potential offerors the opportunity to see all communications with industry.

Question 1: Should offerors assume that the Pallets are the wooden type or 463L Aircraft Pallets? Also, regarding the 150,000 lines of retrograde, how many of the items should offerors assume are actually stowed (for Task 3)?

(Attachment J.3, Page 2; Paragraph 3.0)

Answer 1: The assumption is that all pallets are wooden. The requirement is that all lines would be stowed.

Question 2: What is the average amount of time it takes for an individual to be cleared for work at DLA Distribution Susquehanna, PA and other DLA Distribution sites? For example, what is the time it takes from the submission of the personnel security form to final adjudication? (Attachment J.1, Sections C-4 and C-5, Pages 46-50)

Answer 2: It is very difficult to give a definitive specific timeline as each case is different. However, once the investigation is submitted to the investigative agency it can range from a minimum of 30 to 60 days or up to 6 months for investigation completion. The time it takes for final adjudication solely depends on the information uncovered during the investigation. If all information is entirely favorable, the adjudication can be completed within days or if there is quite a bit of derogatory information uncovered we have had cases take up to two years.

Once an individual completes their security forms and has submitted the forms to the security office, if all checks of databases and forms are favorable and the hiring government organization wishes to request a waiver, the security office will review for approval recommendation and the individual may begin work once the waiver is approved.

Question 3: What do you anticipate will be the average length of task order assignment? Do you anticipate DLA’s temporary personnel hiring will be seasonal or cyclical? (Attachment J.1, Sections C-4 and C-5, Pages 46-50)

Answer 3: The length of a task order will be dependent upon the Government’s requirements which could result in as little as 30 days or up to one year. As stated in the PWS these requirements are for unplanned, unforeseen requirements. The Government does not anticipate seasonal or cyclical requirements.

Question 4: The RFP does not specify a contract start date for the base period. Please provide a specific estimated start date for this contract.

Answer 4: A start date is not currently known. It is dependent on the length of the evaluation process.

Question 5: Should the CLIN 0004 reference be changed from PWS Section C-3.3 to PWS sections C-1.8 and C- 3.2? (RFP Section B)

Answer 5: Yes. The reference has been corrected via Amendment 0001.

Question 6: Many of the Department of Labor code numbers provided in Section L of the RFP do not appear to correctly match the labor category names from the wage determination (WD). Also, labor category names in the WD do not always match the names being used in Section L. Please correct and re-issue, as appropriate. (RFP L.16, Cost/Price Proposal Summary Pages 67-72)

Answer 6: The codes in Section L have been corrected via Amendment 0001 to match those in Attachment J.2 (DoL Wage Determination No 2005-2455, Revision 11 dated 8/10/2010.

Question 7: DFAR 252.222-7000 – Restrictions on Employment of Personnel:

This DFAR clause limits employment to “individuals who are residents,” but its application to this contract is unclear. For example, at an OCONUS location, will the contractor be prohibited from using Expats or existing staff who want to transfer there from a different location? Or, at a CONUS location, will the contractor be prohibited from using personnel in one location that wish to transfer there from a different State? (RFP Page 35, I-152)

Answer 7: The DFAR clause is applicable. Attachment J.1, Section 1.3, Travel, states “The Contractor shall hire employees in the local area where work is being performed to reduce Temporary Duty (TDY) travel costs.”

Question 8: Does DLA consider Personal Protective Equipment (PPE) to be defined as “supplies” furnished by the contractor, or will PPE be supplied by the Government? (Attachment J.1)

Answer 8: PPE is defined as material support costs. The Government will not furnish PPE.

Question 9: Will Letters of Intent included with Volume II for key personnel be excluded from the page count?

(RFP Page 61, L.16, Vol II, (a), 6, Letter of Intent)

Answer 9: Letters of intent are excluded from the page count. This is reflected in Section L via Amendment 0001

Question 10: For the Sample Task, offerors are instructed to “include all technical criteria required in Sections A and B.” The references to Sections A and B are unclear. There are multiple “A” and “B” paragraphs or sections in the RFP and in the Sample Task Order instruction, Attachment J.3. Please clarify what “technical criteria” are desired.

(RFP Page 64, L.16, Vol II, Factor 3, Task Order Scenario (Sections A and B))

Answer 10: The references have been corrected via Amendment 0001 to read “Factors 1 and 2”.

Question 11: The following statements from the Sample Task instruction appear to be in conflict. Section 9 states that only Government-furnished facilities and equipment should be used. However, Section 10 lists Contractor-furnished equipment to be provided. Please clarify (statements shown below).

Section 9.0, Government Furnished Property, states: “The Contractor shall only use Government-Furnished facilities and equipment to accomplish the tasks required under this order.”

Section 10.0, Contractor Furnished Material and Property, states: “The Government anticipates the following Contractor-Furnished material and equipment requirements:

A. Forklifts, 4K and 6K B. Truck, Stake 2 ½ T C. Warehouse Tractors D. Warehouse Trailers E. Pallet Jacks and Hand Trucks F. Fuel for Contractor-Furnished Equipment” (Attachment J.3, Page 3, Sections 9.0 and 10.0)

Answer 11: The requirement in Section 9.0 of Attachment J.3 has been corrected via Amendment 0001 to clarify the Government’s intent that the Contractor will not use Government-Furnished facilities or equipment for any other use than for performance of the requirements in the task order.

Question 12: Subsection 15.0, A, ends with an incomplete sentence. Please provide missing portion. (Attachment J.3, Page 4)

Answer 12: Subsection 15.0 of Attachment J.3 was corrected via Amendment 0001.

Question 13: Subsection 15.0, B, makes reference to “reports and documentations defined above in Section C-5,” but there is no Section C-5 in the attachment. Please advise. (Attachment J.3, Page 4)

Answer 13: Subsection 15.0 of Attachment J.3 was corrected via Amendment 0001.

Question 14: Item 5 asks offerors to: “Identify the Task Areas that will be supplemented/added in the worst possible scenario.” Please define “worst possible” so that all offerors can respond to a common scenario assumption. (RFP Section L, L-16, Item 5, Page 64)

Answer 14: This requirement has been deleted via Amendment 0001.

Question 15: The Completion Dates for all courses in the Contractor-Furnished Training table appear to be in error.

Will the government change completion from “Prior to beginning of effective date of Task Order” to “Prior to start date on Task Order?” (Technical Exhibit 4.1, Page 1)

Answer 15: The effective date of the task order and the start date of the task order are the same.

Question 16: You cite the NAICS code and then the small business size standard as $25.5 M. Since this is 8A set aside does the size standard have any bearing on which firms may bid either as a prime or subcontractor? (Pre- Proposal briefing slide #31)

Answer 16: Any 8(a) firm responding to this solicitation must have formal 8(a) certification and must also have average annual gross revenues less than $25.5M as required by the stated NAICS code size standard. Any offeror failing to meet either one of these requirements would not be eligible for an award as a prime contractor. Where two or more companies form a partnership or a prime/sub arrangement and agree to act collectively as a potential prime contractor, each member of the team must meet the small business size standard.

Question 17: You estimate the cost reimbursable for materiel support, operational support, travel, training and conference costs. CLIN 0002 the estimate is $3,246,686. Can you please provide a more detailed breakout of what these costs consist of? (Section B)

Answer 17: This is the Government’s estimated cost for all non-labor costs associated with the contract. However, it is important to note that the successful offeror will be reimbursed for its actual costs (plus G&A or Material Handling costs, as applicable) during contract performance.

Question 18: What number is the maximum value for the services? (Section B, page 7, para “Minimum and Maximum Quantities” subpara (a))

Answer 18: As stated, the maximum value of the services is the total estimated value of the contract for the base and all option years. That value will be determined by the successful offeror through their proposal.

Question 19: Why is a contractor required to provide a plan of penalties for improper use of government vehicle 90 days before contract start date? Shouldn’t this be 90 days after contract start date? (Section H, page 21, para H-7 (2).)

Answer 19: Yes; this clause has been revised via Amendment 0001.

Question 20: Do we need to have a DCAA-reviewed system at the time of proposal submission? (Solicitation page 58 (#5))

Answer 20: No. The Government will request a PreAward Survey of Prospective Contractor’s Accounting System from your cognizant DCAA office upon receipt of your proposal. This will be complete prior to the Government’s competitive range or award determination. As provided in the solicitation, the offeror will not be eligible for award or the competitive range if the Government determines that the offeror’s accounting system is not adequate to support the Cost Reimbursable line items on the resultant contract.

Section L L-16 under VOLUME I – SOLICITATION, OFFER AND AWARD DOCUMENTS (page 60), states “The offeror shall provide verification that DCAA has determined that the contractor's accounting system will permit timely development of all necessary cost data to support the Cost line items on the resultant contract (See FAR 16.104(h)). The offeror shall provide contact information (physical address, e-mail address, phone and fax numbers) for their local DCAA Office to allow the Government evaluators to verify the accounting system meets the

Government's requirements.” If the offeror’s accounting system has not been reviewed by DCAA, it should state so in its response. The offeror should still provide the contact information for their cognizant DCAA office, as requested.

The Government encourages all offerors to contact their cognizant DCAA office in advance of proposal submission to explain that they are submitting a proposal for a cost type contract and will be providing a copy of their cost proposal directly to DCAA. Furthermore, the offeror should explain that the Contracting Officer will provide an audit request and PreAward Survey of Prospective Contractor’s Accounting System separately.

Question 21: Will the DLA act as the sponsoring government agency prior to award so that our accounting system can be audited by DCAA? (Solicitation page 58 (#5))

Answer 21: Yes. The Contracting Officer will request a PreAward Survey of Prospective Contractor’s Accounting System from your cognizant DCAA office upon receipt of your proposal.

Question 22: Will the DLA request the audit as a condition of contract award so the audit can be performed after award but prior to contract start date? (Solicitation page 60)

Answer 22: No. The Government must be able to determine that the contractor's accounting system will permit timely development of all necessary cost data to support the Cost line items on the resultant contract (See FAR 16.104(h)). This determination will occur prior to contract award or the competitive range determination, if discussions are required.

Question 23: We recognize the need to submit a copy of our pricing volume (hard copy and CD) to DCAA; can the government advise us to whom (specifically) we should send it at the DCAA? (Solicitation page 79)

Answer 23: Offerors are advised to use the “Audit Office Locator” on the DCAA website (www.dcaa.mil).

Entering the offerors’ zip code will provide the appropriate contact information. Again, we encourage all offerors to contact their cognizant DCAA office in advance of proposal submission (see answer to Question #20).
