Statement of Work Task: Lunar Navigation Maps (LuNaMaps) Tools

Development Support Task Order: 149 Task Modification: 1

I. Summary of Changes in this Task Modification

• Add additional work to support LuNaMaps VIRA development and TRN app ground support development

II. Summary of Work This Task Order consists of one subtask for support in the development, integration, and testing of a navigation map evaluation pipeline developed by the Lunar Navigation Maps (LuNaMaps) Game Changing Development (GCD) project. The pipeline is a suite of interconnected tools which is being used to evaluate the applicability of maps for navigation purposes, initially at Earth’s moon but also more generally.

The pipeline as currently constructed consists of the following components:

• A synthetic image rendering engine called VIRA designed to handle huge, high resolution data sets like those required to model the lunar surface.

• A tool for generating navigation maps from publicly available digital elevation models (DEMs) of the lunar surface.

• The Goddard Image Analysis and Navigation Tool (GIANT) which is used to extract observables of the navigation maps from the images rendered by VIRA using a number of different terrain relative navigation (TRN) techniques.

• The MONTE orbit determination tool which is used to filter the TRN observables as well as LiDAR observables simulated by MONTE itself.

IV. Task Description This Task Order consists of one subtask as described below.

In addition to the requirements specified by these Subtasks, the Contractor shall:

• Support a monthly tag-up for reporting of status, risks, and issues

• Support other meetings with members of the LuNaMaps, autoNGC, and Touch and Go (TAG)

Guidance System (TGS) projects, as needed, to resolve issues

• Submit a bi-weekly status summary report by email to the Task Monitor (TM)

• Submit a monthly technical summary and financial status report to the TM, the Contracting

Officer Representative (COR), and the Contracting Officer (CO)

Subtask 1: Implementation of LuNaMaps Validation Pipeline Components Task Scope:

The LuNaMaps project has been developing a map validation pipeline which consists of FSW TRN and LiDAR applications, ground test support applications such as VIRA and MONTE, and ground support apps for generating usable navigation maps. The FSW TRN and LiDAR applications are parts of the autoNGC project, which has developed an autonomous, on-board, optical navigation library called the core Flight System (cFS) Goddard Image Analysis and Navigation Tool (cGIANT).

The scope of this subtask includes updating an existing autoNGC application for direct altimetry processing of LiDAR data with an updated cGIANT library and developing a navigation map selection/generation tool from existing DEMs. It also includes updating and improving the VIRA ray tracer for increased usability and speed. Finally, it includes integrating the aforementioned components into the LuNaMaps navigation map evaluation pipeline

Technical Requirements:

1. The Contractor shall update the existing cFS LiDAR preprocessing application with updated calls to cGIANT.

2. The contractor shall update the existing cFS LiDAR preprocessing application to be compatible with the interface control document (ICD) of a representative LiDAR to be provided by the task monitor.

3. The Contractor shall create/update/finish unit and functional tests for the cFS LiDAR preprocessing application to demonstrate that the finalized cFS application meets requirements.

4. The contractor shall develop the flight software in conformance with FSW best practices and according to NPR 7150.2 standards.

5. The Contract shall provide support and expertise to the government for the creation of a cFS TRN app using cGIANT.

6. The Contractor shall support the government with integration of the cFS lidar preprocessing application into the LuNaMaps navigation map evaluation pipeline

VI. Management Approach

a. Staff Allocation, Expertise, and Skill Mix

The contractor shall staff this work item with the appropriate skill mix and staffing level for the work.

b. Configuration Management

Systems and documents will be covered under the autoNGC Configuration Management Plan.

c. Facilities

Appropriate IT devices to support the analyses, specification development, and report development are required. It shall be the contractor’s responsibility to provide and set up local workstations and network connections at the contractor’s off-site facilities as required, and to install any required tools and utilities on the contractor’s equipment.

d. Risk Management and Best Practices

The contractor shall manage schedule, cost, and technical risk through monitoring and reporting of progress and performance metrics, identifying issues well in advance of negative consequences, recommending corrective action to the TM, and implementing corrective actions with the compliance of the TM.

e. Performance Metrics

The work performed for this task will be evaluated by the Technical Monitor based on the technical merit. The TM shall develop detailed performance metrics that shall reflect the contractor’s performance in meeting research analysis, specific mission requirements, deliverables and delivery schedule, and the contractor’s cost. Technical evaluation of the task performance is a subjective combination of performance metrics, technical quality of deliverables, cost control, significant events, innovations and meeting requirements set forth in the SOW.

f. Government Furnished Facilities, Equipment, Software and Other Resources

The Government will provide account and passwords to government-furnished workstations where existing versions of various relevant software packages shall be maintained. It shall be the contractor’s responsibility to complete any GSFC required security-related training courses.

VII. Travel There is no non-local travel for this SOW.

VIII. Work Location This work shall be performed at the contractor’s facility.

IX. Reporting Requirements The contractor shall report status via teleconference to the TM or designated alternates on a monthly basis. Reports shall include informal presentation of interim results, status of development activities, and action item status. The contractor shall provide all reports at least one day in advance of the monthly meeting via email, and maintain an email distribution list with the concurrence of the TM. The contractor shall also support the TM in the preparation of status reviews for internal and external funding agencies.
