About this file

This document is a Statement of Work (SOW) for a NASA Human Spaceflight Orbital Safety Analysis (OSA) Subject Matter Expert (SME) task order. The SOW provides support to NASA's Human Space Flight missions by ongoing analysis and operations at the United States Space Force's 18th Space Defense Squadron (18 SDS) at Vandenberg Space Force Base. Key tasks include providing data and analysis to support NASA JSC screening and crew OSAs, maintaining operational knowledge, and providing on-call support for various spaceflight operations. The period of performance is from November 1, 2023 to October 31, 2024. The contractor will be evaluated on technical merit, completeness, accuracy, and timeliness of deliverables. NASA will coordinate with the USSF to provide necessary resources at the 18 SDS. Travel is required for annual meetings, familiarization trips, and coordination with the 19 SDS.

The related federal contract opportunity is a special notice for the Flight Dynamics Support Services (FDSS) IV electronic library of supplemental information, issued by NASA Goddard Space Center.

Statement of Work Task: Human Spaceflight Orbital Safety Analysis Task Order: 126 Task Modification: 4

I. Summary of Changes in this Task Modification

II. Summary of Work The Human Space Flight Orbital Safety Analysis (OSA) Subject Matter Expert (SME) task provides support to the NASA Human Space Flight missions by providing ongoing analysis as required to support human space flight missions. The work and personnel is resident at the United States Space Force’s 18th Space Defense Squadron (18 SDS) at Vandenberg Space Force Base, CA.

III. Period of Performance The period during which this work shall be performed is between 1 November 2023 and 31 Oct 2024.

IV. Task Description

Task 1: Subject Matter Expert Support

(a) Support NASA JSC screening for tests and training by providing vectors, vector/ephemeris and other approved data.

(b) Support 18th Space Defense Squadron (18 SDS) operations by providing insight into NASA JSC operations.

(c) Maintain quality-of-operations role by supporting crew OSAs to maintain high level of operational knowledge.

(d) Provide on-call support for Astrodynamics Support Workstation (ASW), operational events, contingency operations, or script issues

(e) Provide mission hardware and software support. Assist NASA with data needs to do the comparisons necessary to keep NASA risk and analysis algorithms current with 18 SDS changes.

(f) Assist in the development of procedures to transfer products to JSC. Also, assist in any data coordination approvals needed by NASA with the 18 SDS.

1.4 IWG Face-to-Face Discussion Once per year, 3 days per event

VI. Management Approach

a. Staff Allocation, Expertise, and Skill Mix

II. The contractor shall staff this task with the appropriate skill mix and staffing level for the work.

Staff shall have expertise in orbital analysis, CAVENET, and Astrodynamics Support Workstation (ASW) functions, and any other developmental systems for conjunction assessment to be used for human spaceflight.

a. Configuration Management

All HSF OSA procedures and software will be covered under appropriate configuration management plans required at the 18 SDS.

b. Facilities

NASA will coordinate with the USSF to provide all necessary resources for executing the NASA Human Space Flight OSA SME functions within the 18 SDS.

c. Risk Management and Best Practices

The contractor shall manage schedule, cost, and technical risk through monitoring and reporting of progress and performance metrics, identifying issues well in advance of negative consequences, recommending corrective action to the TM, and implementing corrective actions with the compliance of the TM.

VII. Performance Metrics

Work performed for this task will be evaluated by the Technical Monitor based on technical merit. Technical evaluation of the task performance is a subjective combination of performance metrics, technical quality of deliverables, cost control, significant events, innovations and meeting requirements set forth in the SOW.

Performance metrics will be based on completeness, accuracy, and on-time delivery of products.

Appropriate responsiveness should be provided for high-priority items, and re-prioritization of existing workload shall be performed by the TMs with input from the contractor. Metrics shall be computed monthly on a subtask basis using the following process:

This Task shall be assigned a baseline of 10 points. If all of the objectives of the task are met the task will receive 10 points. Points shall be added or deducted from the baseline based on the criteria in the Metrics Table. The final metrics shall be a percentage of points achieved with respect to the baseline.

The contractor shall meet with the TM to review and discuss the metrics in the table below. At the end of the performance period, the contractor shall compile the data for the metrics, provide a summary of the metrics to the TM two weeks prior to the end of the performance period, and meet with the TM as required to discuss the performance.

VIII. Government Furnished Facilities, Equipment, Software and Other Resources The Government will provide account and passwords to government-furnished workstations where existing versions of various relevant software packages shall be maintained. It shall be the contractor’s responsibility to complete any JSC-required security-related training courses. NASA shall coordinate with the USSF for any resources required at the 18 SDS in performing the HSF OSA SME functions.

IX. Travel The contractor shall attend the following travel:

a. Up to two persons for the 2024 annual face-to-face Interagency Working Group (IWG) at a location to be determined. This will be up to four days in duration.

b. One person to accompany Delta 2 leadership on a human spaceflight operations familiarization trip to JSC.

c. One person for the 19 SDS, Dahlgren, VA, for coordination and evaluation of capability to perform as alternate space control center. This will be up to five days in duration.

d. Up to two persons to JSC for face-to-face familiarization of human spaceflight operations for the backup/alternate HSF subject matter expert candidate(s)

e. Other travel that may arise that is deemed critical by NASA for human spaceflight safety

X. Work Location This work shall be performed primarily at the 18th Space Defense Squadron (18 SDS) at Vandenberg Space Force Base, CA.

XI. Reporting Requirements The contractor shall report status via email or teleconference to the TM or designated alternates every two weeks. Reports shall include informal presentation of interim results, status of development activities, action item status, and summary of activities performed by each task member.
