About this file
This document is a Statement of Work (SOW) for the Advanced Navigation Analysis and Simulation task order under the Flight Dynamics Support Services (FDSS) IV contract. The SOW describes the work to be performed by the contractor, which includes supporting the development and documentation of the Goddard Enhanced Onboard Navigation System (GEONS) software, conducting navigation simulations and trade studies, and providing analysis and reports. The period of performance for this task order is extended until September 30, 2024. Key details include the use of various measurement types, such as GPS, GNSS, XNAV, and Optimetric, for the analysis and simulation. The contractor is required to provide senior-level expertise in orbit determination and onboard celestial navigation. The work will be primarily performed at the contractor's facility, with some meetings required at the Goddard Space Flight Center. The contractor must comply with IT security requirements and adhere to the RIGHTS IN DATA - special works (FAR 52.227-17) clause.

Statement of Work Task: Advanced Navigation Analysis and Simulation Task Order: 127 Task Modification: 4
I. Summary of Changes in this Task Modification
Extend the period of performance until 09/30/2024
II. Summary of Work NASA Goddard Space Flight Center’s (GSFC’s) Navigation and Mission Design Branch is seeking contractor support for Advanced Navigation Analysis and Simulation for Earth orbits, cislunar space, lunar orbits, and deep space navigation applications. The analysis and simulation will consider different types of measurements, including but not limited to, Global Positioning System (GPS) measurements, Global Navigation Satellite Systems (GNSS) measurements, X-ray Navigation (XNAV) measurements, Optimetric measurements, etc.
III. Period of Performance The period during which the work for these tasks shall be extended to performed is October 01, 2023 to September 30, 2024.
IV. Task Description Analysis and simulation of the following work items will be conducted per the direction of the Task Monitor (TM):
Item 1. Continue to support the development and documentation of the Goddard Enhanced Onboard Navigation System (GEONS) flight and ground software suite, version 3.0 and beyond, release processes and maintain GEONS mathematical specification up-to-date and incorporate enhancements.
Item 2. Continue to support navigation simulation work and trade studies in support of GPS/GNSS receiver development and enhancements, navigation analyses, proposal work, and publication of results.
a. Simulations will be developed and conducted on the agreed upon reference trajectories using prior state-of-the-art techniques to establish a baseline level of performance.
i. The contractor will be provided with working MATLAB simulation baseline code that includes all measurement models to be studied
This task shall be staffed by a contractor with senior experience in Orbit Determination, preferably with onboard Celestial Navigation.
b. Configuration Management
Documents and Code will use the GEONS and NavCube3-mini Configuration Management (CM) Plans or other CM tools as directed by the TM.
c. Facilities
Appropriate IT devices to support the analyses, specification development, and report development are required. It shall be the contractor’s responsibility to provide and set up local workstations and network connections at the contractor’s off-site facilities as required, and to install any required tools and utilities on the contractor’s equipment.
d. Risk Management and Best Practices
The contractor shall manage schedule, cost, and technical risk through monitoring and reporting of progress and performance metrics, identifying issues well in advance of negative consequences, recommending corrective action to the TM, and implementing corrective actions with the compliance of the TM.
VII. Performance Metrics (Note: If the task has specific performance metrics, state them in this section including objective, numerical quantities when possible.
The TM shall develop additional detailed performance metrics that shall reflect the contractor’s performance in meeting research analysis, specific mission requirements, deliverables and delivery schedule, and the contractor’s cost. Technical evaluation of the task performance is a subjective combination of performance metrics, technical quality of deliverables, cost control, significant events, innovations and meeting requirements set forth in the SOW.
VIII. Government Furnished Facilities, Equipment, Software and Other Resources A working MATLAB simulation baseline code that includes measurement models to be studied will be provided by the Government.
IX. Travel There is no non-local travel for this SOW.
X. Work Location This work shall be performed primarily at the contractor’s facility, but the contractor may be required to attend some meetings at the Goddard Space Flight Center.
XI. Reporting Requirements The contractor shall report status on a bi-weekly basis (through meetings and/or email).
Reports shall include interim results, status of development activities, current and projected issues, and other action items. The contractor shall also support the TM in the preparation for project status reviews. The contractor shall comply with any and all additional requests for status meetings and reports.
• Monthly report status shall contain a detailed summary of progress, analysis (including analysis processes), and current results will be delivered via email.
• A compendium of analysis tasks or individual documentation of each task shall be delivered at the end of the task period
• Support for future conference papers and presentation writing and presentations for other forums as requested by TM
XII. Security Requirements This task shall comply with IT security requirements as documented in the FDF IT security plan for all systems located in the FDF. FDF systems shall be maintained under the FDF Sustaining Engineering Task. Systems located outside of the FDF shall be covered under the Code 590 security plan and the Code 590 sustaining engineering support or the contractor sustaining engineering support depending on system location.
XIII. Rights REQUIRED: The Contractor shall adhere to the RIGHTS IN DATA – special works (FAR 52.227-17) (2007).
