About this file
This document is a Statement of Work (SOW) that specifies the work to be done and services to be provided in support of the On-orbit Servicing, Assembly and Manufacturing -1 (OSAM-1) Mission for the Guidance, Navigation and Control (GNC) Ground System (GS) Development and Mission Operations.
The SOW covers the development, test, and operations of the OSAM-1 GNC Ground System, which includes the Flight Dynamics Subsystem, Attitude Ground Subsystem, and Rendezvous and Proximity Operations Ground subsystem. The period of performance is from 11/01/2023 through 10/31/2024. Key tasks include requirements management, engineering analysis, design, development, integration, testing, pre-launch and post-launch support of the GNC Ground System. The GNC Ground System will support functions such as orbit determination, maneuver planning, attitude determination, and rendezvous and proximity operations. The contractor must have expertise in systems engineering, software engineering, orbital mechanics, and satellite operations.
This SOW is related to the Flight Dynamics Support Services (FDSS) IV federal contract opportunity, which provides an electronic library of supplemental information. The solicitation is being issued by the National Aeronautics and Space Administration Goddard Space Center.

The GNC GS contains three subsystems:
• Flight Dynamics Subsystem (FDS)
• Attitude Ground Subsystem (AGS)
• Rendezvous and Proximity Operations Ground subsystem (RPO GS)
This task requires support of OSAM-1 Mission system and subsystem engineering, technology development, requirements definition, system design, documentation, development, integration and test for the ground system and mission operations.
Work covered under this task will focus on development of the OSAM-1 GNC Ground System architecture, requirements, interfaces, and associated technologies necessary to support the development of the flight systems as well as planning and developing a Mission Operations Concept.
III. Period of Performance The period of performance for this task will be from 11/01/2023 through 10/31/2024.
IV. Task Description The OSAM-1 Mission provides robotic on-orbit servicing capability to operational satellites located in Low Earth Orbit (LEO). The primary objective of the mission is to rendezvous, autonomously grapple and tele-robotically transfer propellant to a client satellite to extend its operational life, as well as demonstrate on-orbit manufacturing and assembly.
The OSAM-1 Mission will launch in the Feb 2026 (TBD) timeframe to provide client satellite refueling and life extension services. The OSAM-1 Mission consists of the OSAM-1 Servicing Vehicle (SV), the

• Interface with FDF (Flight Dynamics Facility) to validate SV definitive solutions
• Interface with CARA (Conjunction Assessment Risk Analysis) for Collision Avoidance Maneuvers (CAM)
• Produce Orbit Planning Products: Acquisition Data (IIRVs), SN/NEN view periods, eclipse periods, etc.
• Perform maneuver evaluation (reconstruction/calibration)
• Support checkout and calibration of bus and payload
• The Attitude Ground Subsystem (AGS) will:
