Statement of Work
Task: Flight Dynamics Facility Operations Planning
Task Order: 107
Task Modification: 8
I. Summary of Changes in this Task Modification:
• Extends Period of Performance to October 31, 2024
II. Summary of Work
This statement-of-work (SOW) describes the operations planning support requirements within the Flight Dynamics Facility (FDF), in support of the Navigation & Mission Design Branch (NMDB), Code 595.
As detailed below, the contractor shall provide support to the FDF Operations Director, Deputy Operations Director, and internal FDF mission operations groups supporting customers which include the Advanced Communications Capabilities for Exploration and Science Systems (ACCESS), Near Space Network (NSN), Earth Science Mission Operations (ESMO), Space Science Mission Operations (SSMO), Human Spaceflight Program, Launch Services Program (LSP) and other launch service providers, and free-flyer missions, as well as Flight Dynamics Lead Engineers within Code 595, Navigation and Mission Design Branch, supporting developmental efforts.
As an operations support task within the FDF, the contractor is required to work closely with other Flight Dynamics Support Services (FDSS) III tasks and the NMDB. The contractor shall interface directly with Project personnel, flight operations team members, other contractors, tracking networks engineers, or others as needed. The contractor shall support the FDF Operations Director, Deputy Operations Director, and/or the Task Monitor (TM) in semi-monthly meetings, ad-hoc discussions, or other methods as necessary. The contractor is responsible for: examining and coordinating current mission labor models and revising as necessary; collecting and developing FDF performance metrics; reporting the identification of operational risks and a risk management plan for mitigating them; taking a facility-wide view of understanding mission requirements and being the focal point for requirements reviews and analysis that would affect how FDF supports its customers; coordinating review of operations analysis and operations concepts that would otherwise affect FDF preparedness for meeting customer requirements; and, coordinating the identification of operational efficiencies using automation and other process improvements and developing implementation plans. The contractor is expected to provide conceptual guidance and leadership in an overarching manner without dictating to the FDF operations groups about specific mission preparation.
III. Period of Performance
The period during which the work for this task shall be performed is between November 1, 2023 and October 31, 2024.
IV. Task Description
The work on this task is divided into the following areas:
a: Maintenance of Mission Labor Profiles
The contractor shall assist the FDF Operations Director, Deputy Operations Director, and Flight Dynamics Leads with the determination of staffing profiles versus time during which the FDF supports free-flyer missions, which could be from the pre-mission phase through end-of-life.
This analysis will be based on the mission requirements, FDF capabilities, and historical data.
The resultant analysis shall provide the labor estimates required for FDF to support the mission by phase. In addition, the mission labor models (i.e., the support plans) shall be evaluated on a quarterly basis against actual costs, discrepancies identified, and updated as necessary for use in future mission labor estimates.
b: Maintenance of FDF Performance Metrics
The contractor shall identify and document FDF performance metrics by which an evaluation can be conducted on a semi-annual basis regarding meeting customer commitments and improvements to data collection methods. These metrics shall include, but are not limited to, the total number of products generated for each customer, the number of on-time deliveries, situations where deliveries do not meet requirements, and the total amount of time for which FDF computer systems were capable of both receiving and transmitting data. The contractor shall assist in the development of material for presentations to FDF Stakeholders, which typically occur once or twice a year, and incorporates many of these metrics.
c: Risk Management
The contractor shall utilize a risk management approach that encompasses the entire facility by which an evaluation can be performed to identify and prioritize the risks based on impact to FDF operational capabilities, develop mitigation strategies, and report on the status to FDF management on a quarterly basis. The contractor shall also be involved in the development and tracking of Corrective and Preventative Actions (CAPAs), through resolution.
d: Requirements Review and Verification
The contractor shall coordinate and support the technical review of all new documents pertaining to FDF support requirements. The source of this documentation can be drafts provided by Code 595 Flight Dynamics Leads related to the missions that they are supporting, the Technical Data
Management System (TDMS) pertaining to the integrated networks, or other sources as identified. The documents include, but are not limited to, Interface Control Documents (ICDs), Network Requirements Documents (NRDs), Project Support Level Agreements (PSLAs), Network Operations Support Plans (NOSPs), Network Support Requirements Documents (NSRDs), Network Mission Operations Plans (NMOPs), Requirements Specifications, Radio Frequency Interface Control Documents (RFICDs), and Memoranda of Understanding (MOUs).
The FDF Operations Director and/or Deputy Operations Director will assist with identifying the Code 595 Flight Dynamics Leads so that task personnel can have direct access. There may be occasions where the FDF requirements are not well known and the Task is expected to aid in the process of defining and documenting the FDF requirements for mission support. The requirements may specify new data types, formats, interfaces, protocols, and/or delivery methods. The contractor shall also support System Requirements Reviews (SRRs), Preliminary Design Reviews (PDRs), and Critical Design Reviews (CDRs) in support of the Code 595 Flight Dynamics Leads as FDF representative, and Network Configuration Control Board (CCB) document reviews.
In addition, the contractor shall evaluate the current documented mission requirements to ensure that the FDF is meeting customer commitments. The contractor shall identify those requirements that are undocumented and ensure that these are captured appropriately, or those that are outdated and need to be modified or eliminated through bi-annual FRB presentations.
e: Coordinate Review of Analysis Efforts and Development of Operations Concepts
The contractor shall coordinate the review of analysis efforts performed by the FDF operations groups needed to evaluate processes, procedures, or operational methodologies with the specific intent of reducing operational costs initiated by either an FDF customer, or FDF Operations Director and/or his Deputy. The contractor shall work with the appropriate operations groups to coordinate the review of the objectives of the analysis, define goals and feasible schedules, and ensure that the results are documented and presented. The originator of the analysis request may be an FDF customer.
The contractor shall coordinate amongst the FDF operations groups with the development of operations concepts pertaining to FDF functionality and capabilities for new missions that will be supported by the FDF. These missions would include new International Space Station (ISS) Visiting Vehicles (VV), Commercial Crew Program (CCP), Private Astronaut Missions (PAMs) and other commercial ventures, spacecraft, airplanes, balloons, suborbital flight tests, and crewed vehicles leaving low-Earth orbit (e.g. Exploration missions). The task shall develop recommendations regarding new infrastructure, architectures, or other capabilities needed to support the missions, including labor and hardware cost estimates for the implementation of these new capabilities.
f: Process Improvement and Utilization of FDF Capabilities for New and Existing Customers
The contractor shall develop plans for the utilization of new FDF capabilities brought on by internal and external technical innovations for existing and new users as identified by the FDF Operations Director and/or Deputy Operations Director. The contractor shall also work with other FDF operations support tasks to identify and implement process improvements that have potential to increase efficiencies, reduce customer cost, and advance technical capabilities. The contractor shall also work with the FDF technical teams to gather lessons-learned and Best Practices and collaborate with American Institute of Aeronautics and Astronautics (AIAA) Space Operations and Support Technical Committee (SOSTC) Best Practices subcommittee, and coordinate development of a best practices process. The contractor shall also coordinate the FDF New Hire Training Program. The contractor will help facilitate the creation of new training modules and coordinate the annual review/update of existing modules.
