About this file
This document is a collection of questions and answers from an Industry Day event related to a federal contract opportunity for Flight Dynamics Support Services (FDSS) IV.
The key details are:
- The FDSS-IV award does not restrict the awardee from bidding on other NASA RFPs, but performance on FDSS-IV may result in organizational conflicts of interest.
- The government anticipates posting the list of SEB Voting Members at the final RFP release date.
- Industry Day slides were posted to sam.gov on 7/30/24.
- The COSA function has been removed from the FDSS-IV SOW, but other CARA functions will remain on the contract.
- CARA does not use TLEs, but instead uses high-fidelity special perturbations products.
- CARA works with commercial vendors on developing CAOIA or OCAP plans, and coordinates with commercial missions once on orbit.
- The civil servant support does not factor into the contractor staffing level for CARA.

Quesons for FDSS-IV Industry Day
Q.01: Does the FDSS-IV award restrict the vendor in pursuing other awards for mission NASA RFPs?
A.01: No, the award itself does not restrict the awardee from bidding on other RFPs. However, performance on FDSS IV may result in organizaonal conflicts of interest that can restrict the awardee from bidding on other NASA RFPs.
Q.02: Will the government list the technical evaluators supporng the SEB?
A.02: Yes, the Government ancipates that the list of SEB Vong Members (name and code) will be posted at final RFP release date.
Q.03: Will the industry day slides be posted on sam.gov?
A.03: Yes, Industry Day slides were posted to sam.gov on 7/30/24.
Q.04: Are the CARA Orbital Safety Analysis (COSA) ops and analysis teams included in the contract?
A.04: While the COSA funcon remains in the CARA support process, it has been removed from the FDSS-IV SOW. All addional CARA funcons will remain on the FDSS-IV contract.
Q.05: When will the industry day briefings be posted?
A.05: The Government posted Industry Day charts on 07/30/24.
Q.06: Conjuncon Assessment Risk Analysis (CARA) compares NASA objects with space catalog objects but the catalog uses Two Line Elements (TLE’s) which are not sufficiently accurate, how do you handle that when there are issues?
A.06: CARA does not use TLE’s. CARA uses high-fidelity special perturbaons products generated by the Astrodynamics Support Workstaon (ASW).
Q.07: What would the FDSS team specifically do for the CARA team?
A.07: The CARA support on FDSS is provided in the following secons of the Statement of Work (SOW):
Secon 2.4.1.2 Conjuncon Assessment Risk Analysis (CARA) Systems Engineering, 2.4.2.3 CARA Operaons, 2.4.3.6 CARA Analysis, 2.4.4.3.2 CARA Soware, 2.4.5.4 CARA Infrastructure, and 2.4.6.6 CARA Strategic Iniaves.
Q.08: When will addional documentaon on environment and systems be released?
A.08: The Government is currently working on adding various documents to the eLibrary on sam.gov.
These documents include items such as policy documents and best pracces for the Conjuncon Assessment Risk Analysis (CARA) Program, an environment architecture diagram for the Flight Dynamics Facility (FDF) that outlines data interfaces, interface control documents for various missions, and a wholisc readme file that maps each document included to the funconal areas of the Statement of Work. These documents are currently being routed through GSFC Export Control for approval to release.
Once the documents are released for posng the government will upload the documents via an amendment to the RFP.
Q.09: Does the CARA team, work with commercial satellites regarding collision risk/assessment/avoidance?
A.09: CARA does work with commercial vendors on developing a Conjuncon Assessment Operaons Interface Agreement Plan (CAOIA) or an Orbital Collision Avoidance Plan (OCAP) pre-launch because commercial vendors are not bound to NPR 8079.1, but once on orbit CARA coordinates with commercial missions in the same fashion as they would with Owner/Operators (O/O) of any other resident space object (RSO).
Q.10: Does CARA do internal collision analysis with commercial mission state vectors?
A.10: It depends on which commercial mission is being referenced. The Government invites the company that posed this queson to email Jonnelle Goff with clarificaon on which commercial missions are being referred to.
Q.11: How does CARA interface with DoC/OSC and Traffic Coordinaon System for Space (TraCSS) (civil Space Situaonal Awareness)?
A.11: This work is not included in the FDSS-IV requirement.
Q.12: Can you speak to the rough breakdown to civil servants to contractors for each CARA funconal area?
A.12: The civil servant support does not factor into the contractor staffing level.
Q.13: In FTE’s how large is the current CARA team? How many civil servants and contractors split between the total team?
A.13: The civil servant support does not factor into the contractor staffing level.
