About this file

This document is a Statement of Work (SOW) for Task 141 under the National Oceanic and Atmospheric Administration (NOAA) Support task order. The key objectives of this task are to facilitate the installation of the Astrodynamics Support Workstation (ASW) suite of algorithms on a NOAA cloud and/or on-premises servers, provide algorithm documentation, enhance software and scripting to facilitate data transfer from the U.S. Space Force (USSF) to NOAA, develop processes to allow NOAA's ASW instantiation to access and process the unclassified space catalog and observation data, provide support for data gathering and reporting, and perform testing and demonstrations of the data transfer process. The period of performance is from August 1, 2022 through October 31, 2024. The work will be performed primarily at the contractor's facility in Colorado Springs, CO, the VSFB 18 SDS, the NOAA MOC in Suitland MD, and the NOAA FFRDC facility in Crystal City, VA.

Statement of Work Task: National Oceanic and Atmospheric Administration (NOAA) Support Task Order: 141 Task Modification: 5

I. Summary of Changes in this Task Modification

This modification adds a Cloud-based analysis environment and an interim data access deliverable.

II. Summary of Work The NOAA Support task provides technical, software development, and installation support to allow NOAA to operate a version of the Astrodynamics Support Workstation (ASW) algorithm set on a NOAA Cloud instance and/or on-premises servers. This software suite will be used for proof-of-concept studies, validation support, and risk reduction activities to accelerate the initial operational capability of the NOAA Space Situational Awareness function, with these activities coordinated through NASA CARA. Additionally, this task performs certain study efforts to facilitate operational deployment of the NOAA orbital safety operational system.

III. Period of Performance The period of performance of this task is from 01 AUG 2022 through 31 Oct 2024.

IV. Task Description A. Facilitate the installation of Astrodynamics Support Workstation (ASW) suite of algorithms on a

NOAA Cloud and/or other locations as needed.

B. Provide pre-existing algorithmic documentation and users’ guides for the rehosted ASW algorithms. For documentation/guides that presently exist as government property, provide an enumerated list of such documents that identifies their government custodian so that NOAA may request formally copies of these documents.

C. Continue enhancements and automation to associated software/scripting that will allow the USSF to provide an unclassified high accuracy catalog and associated data, both in bulk and through an efficient “update” paradigm, to NOAA in a timely manner.

D. Develop a process and associated software/scripting that will allow the USSF to provide associated metric observations of interest to NOAA in a timely manner.

E. Develop a process and associated software/scripting (if necessary) to allow NOAA’s ASW instantiation to access and process properly the unclassified space catalogue and observation data exported through the functionality described in C and D above. This includes all the environmental and other data required by ASW to produce Initial Orbit determination as well as Orbit maintenance needed to provide statistically identical high-fidelity propagation as compared to the 18 SDS generated products.

F. Develop and implement software/procedures to provide targeted ephemeris generation on the rehosted ASW suite, once a catalogue update (as described in C above) has been received.

G. Provide support for data gathering, conditioning, and reporting as requested. Include metrics, tools and methods used upon request.

H. If directed, provide data transmission solutions and enhancements. Provide recommendations for unclassified data transfer from 18/19 SDS to NOAA. Aid implementation and support liaison activities between NOAA and DoD.

I. Support CONOPS development activities, associated operational activities, and NOAA system interactions

J. As directed, perform Muti-cycle operations in support of NOAA, to include day to day operations, test periods and demonstrations

K. Conduct test period of catalogue and data transfer from the 18 SDS to the NOAA ASW instantiations (as described in letters C and D above), demonstrating regular successful data declassification and export from the 18 SDS and successful receipt and use of the data in the NOAA ASW instantiation. Perform this for one shift per day for the demonstration duration and three shifts per day for a continuous 48-hour period within the two-week demonstration period.

At an appropriate point during the test demonstration period, execute a simple set of test cases on the NOAA system to verify that the exported data have been received, filed up, and processed correctly. Provide schedule timeline identifying initial delivery capabilities, dependencies, and limitations (if any) for intermediate milestones and ramp-up period to achieve 4-hour data delivery tempo.

L. To maintain the future integrity of the USSF algorithmic baseline on the NOAA system, a Memorandum of Understanding with the USSF item manager will be developed by NOAA that will provide guidance for obtaining ASW future releases and maintaining the algorithmic baselines between NOAA and USSF across ASW and future ATLAS releases. The contractor will provide technical input to this MOU as requested.

M. If directed, support cross-domain solution planning activities from 18 SDS to NOAA N. Provide recommendations and liaison activities with DoD for classified data processing solutions external to NOAA operations O. To deliver a free-standing version of the ASW precision propagator, with interfaces in a modern program language, that will accept historical ASW OD records and necessary ancillary data and produce propagated orbits and/or ephemerides using the same predicted space weather information as though the prediction were actually executed at the epoch time of the object.

P. To perform a screening volume sizing study to guide the choices for screening volume sizes for the NOAA TraCSS system. This study comprises the following specific tasks:

a. To propose an orbit regime division that takes account of recent population trends (existing orbit regime divisions for NASA screening volumes were based on space population boundaries in 2010).

b. To conduct large-volume screenings for each of the orbit regimes in P.a.) above, nominally one screening per day, for a significant period into the past (nominally several years).

c. To generate efficient frontier plots (or some similar presentation mechanism) for the different orbit regimes for agreed-to capture times and percentages to allow desirable screening volume sizes to be selected.

d. Using the 18 SDS maneuver repository, to profile historical maneuver sizes to determine appropriate screening volume sizing to allow regular CDM screening results to be used for maneuver safety assessments.

e. To establish a Cloud-based analysis environment and data repository (including CUI data) for CA screening volume and other related orbital safety evaluations.

f. To provide government and FFRDC access to this Cloud environment

V. Deliverable Items and Schedules At a minimum, the contractor shall deliver to the TM the items specified below.

administrative actions, Cloud access for the Cloud services used, and FFRDC server access for the FFRDC ASW hosting.

d. Risk Management and Best Practices

The contractor shall manage schedule, cost, and technical risk through monitoring and reporting of progress and performance metrics, identifying issues well in advance of negative consequences, recommending corrective action to the TM, and implementing corrective actions with the concurrence of the TM.

e. Government Furnished Facilities, Equipment, Software and Other Resources

1. The Government will provide remote access, account and passwords to government-furnished development environment where existing versions of various relevant software packages shall be maintained. It shall be the contractor’s responsibility to complete any required security-related training courses. NOAA shall coordinate with the USSF for any resources required at the 18 SDS for performing the CARA OSA functions.

2. The government will provide the unclassified SSN observations and the 18th SDS unclassified HAC catalog. No latency concerns for initial integration and development.

For proof of concept, demo of latency is to be worked out between NOAA and USSF.

3. The government will provide the commercial space data to the developmental and production environments.
