About this file
This document is a Statement of Work (SOW) for a task order under the Flight Dynamics Support Services (FDSS) IV contract. The task order is designed to provide flight dynamics support to the Navigation & Mission Design Branch (Code 595) at Goddard Space Flight Center (GSFC) for upcoming projects under the Artemis Campaign Development and Space Communication and Navigation.
The key objectives of this task order are to develop lunar surface traverse simulation tools, perform navigation analyses for the Extravehicular Activity (EVA) Human mobility Program (EHP) and the LunaNav System (LNS) initiative, and update the GEONS software to enable surface user navigation analysis. The period of performance is from March 31, 2023 to September 30, 2024. The contractor is expected to collaborate with NASA and its partners to accomplish the technical objectives. Work priorities may change as results are evaluated or mission trades occur. The contractor shall be expected to provide timely support of unplanned high-priority actions as circumstances dictate to support EHP and LNS.

Statement of Work Task: Lunar Mission Design and Navigation Support Task Order: 146 Task Modification: Mod 4
I. Summary of Changes in this Task Modification
This task modification extends the task period of performance to September 30, 2024 for SubTask 2 and adds GEONS software development scope to both SubTask 1 & 2.
II. Summary of Work This task is designed to provide Flight Dynamics support to the Navigation & Mission Design Branch (Code
595) at GSFC for upcoming projects under the Artemis Campaign Development and Space Communication and Navigation. The two current projects included in this task are EHP Navigation (EVA Human mobility Program) and LunaNav System (LNS).
The EHP program was instantiated in 2022 at NASA Johnson Space Center to oversee and coordinate across three major lunar surface exploration projects: Extravehicular Activity (EVA), Lunar Terrain Vehicle (LTV) and Pressure Rover (PR). The Navigation and Mission Design Branch at GSFC is providing navigation systems support to the EHP program. The support will focus on navigation-related tool development and associated analyses to help defined, assess, and implement adequate lunar surface navigation solutions for Artemis 3, 4, 5 and beyond.
LNS is a SCaN initiative to investigate a global lunar navigation architecture with a phase deployment starting in 2030. LNS is currently in pre-Phase A and has completed a first Mission Design Lab (MDL) study in January 2023 and an Instrument Design Lab (IDL) study in June 2023. A preliminary LNS system concept review occurred on September 21, 2023, and this task mod addresses support priorities following that review.
The contractor shall expect to work in collaboration with NASA as well as NASA’s partners in other government agencies, industry, academia, and other contractors in the accomplishment of the technical objectives of the task. As work results are evaluated or changes to mission trades occur, work priorities may change. The contractor shall be expected to provide timely support of unplanned high-priority actions as circumstances dictate to support EHP and LNS, as negotiated with the TM.
III. Period of Performance The period during which the work for this task shall be performed is between March 31, 2023 and September 30, 2024.
IV. Task Description Task 1. EHP Navigation Systems
1.1 Lunar Surface Traverse Simulation Tool Development
1.2 Lunar Surface Traverse Simulation and Analysis
1.3 GEONS Development and Testing for Surface Navigation Analysis
Subtask 1.1: Lunar Surface Traverse Simulation Tool Development Task Scope: This subtask focuses on surface traverse tool development to be used in the analysis subtask. Some analysis parallel effort may be possible with lower fidelity traverse modeling.
Technical Requirements: In this subtask, the contractor shall:
• Continue development of tool to simulate surface traverse from location A to location B with waypoints on the lunar surfaces.
o The tool shall be built with increasing level of fidelity from ingesting a traverse from a file, to being able to generate a traverse using hi-resolution DEMs.
o The tool shall compute illumination conditions, altitude change and line of-sight to various assets/features/planets/Stars in orbit and on the surface during the traverse.
o The tool shall be able to model sensor observables and associated error model and estimation process to derive an orientation and position solution.
• GEONS Code Update o Identify and provide specification for GEONS code updates needed for surface navigation analysis
Skill Requirements: This subtask requires subject matter expertise in GNC, GNC sensor models and overall software/programming experience. Skill requirements may be negotiated with the TM.
Subtask 1.2: Lunar Surface Traverse Simulation and Analysis Task Scope: This task will perform 4-DOF or 6-DOF analysis of a user on the Moon’s surface with various combinations of observables and under various traverse scenarios.
Technical Requirements: Simulations will cover, but not be limited to, the following scenarios and observables:
• Traverse Scenarios: 1) traverse to multiple waypoints; 2) return to lander 3) Crew separation and rendezvous and 4) vehicle cooperative traverse.
• Navigation Sources Sun/Sun Sensor, Stars/Star Tracker, Inertial Measurement Unit (IMU), Light Detection and Ranging (LiDAR), Camera (Horizon, TRN), lunanet orbital nodes, 3GPP towers
• Traverse area evaluation such as slope, illumination or line -of-sight to lander (This analysis is lower priority as compared to navigation performance evaluation)
For each simulation, various set of metrics will be gathered such position and orientation knowledge errors, time for a fix/updates, instantaneous planned altitude versus actual altitude of the traverse, planned walked distance versus actual walked distance, planned illumination versus actual illumination, planned traverse versus actual traverse due to execution errors, etc. The simulation ground rules and assumptions, analysis procedure along with the expected output, shall be captured by the contractor in a document (presentation or memorandum).
Skill Requirements: This subtask requires a navigation SME with 6-DOF estimation, Earth navigation algorithm background preferably independent of GPS observables.
Subtask 1.3: GEONS Development and Testing for Surface Navigation Analysis
Task Scope: The task will update the GEONS software to enable surface user navigation analysis for systems using LunaNet provider signals and/or an inertial measurement unit.

• Update the GEONS math specification and requirements according to the software updates
• Development and execution of unit testing scripts associated with the software updates
• Development and execution of system level testing scenarios associated with the software updates
