1. QUOTE PREPARATION INSTRUCTIONS
1.1. These instructions prescribe the format of quotes and the approach for the development and presentation of the quote data. They are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of quotes. Carefully review this section prior to commencing quote preparation. All solicitation amendments must be acknowledged in accordance with Section 00 10 00, FAR Provision 52.215-1, Instruction to Offerors - Competitive Acquisition.
1.2. Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete quote. Failure to furnish a complete quote at the time of submission may result in the quote being unacceptable to the Government and eliminated from consideration for award.
2. QUOTE CONTENT
2.1. Prospective offerors shall submit the following volumes as separate files:
2.1.1. Submit Volume 1, Price quote completed on 1442.
2.1.2. Submit Volume 2, Technical Capability Proposal.
2.2. QUOTE FORMAT
2.2.1. Purpose: The quote shall include all the information requested in the specific instructions.
Failure to include all information requested may adversely affect the evaluation.
2.2.2. A technical capability proposal that merely reiterates or promises to accomplish the requirements of the RFQ will be considered unacceptable. A proposal that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation.
2.2.3. Quoters are cautioned to submit enough information to enable the evaluation committee to fully ascertain each offeror's capability to perform all the requirements contemplated by this solicitation. All commitments made in the proposal may become a part of the resultant contract.
The data submitted with each proposal should be complete and concise, but not overly elaborate.
Excessive reliance on promotional brochures is discouraged.
2.2.4. Quotes shall be prepared on standard 8.5 x 11 inch pages (charts may be landscaped but must be on 8.5 x 11 inch pages) and shall be in a legible font size (10 min.). All pages of each proposal shall be appropriately numbered and identified with the RFQ number. For ease of reference, consecutive page numbering is required. Type size for graphics, charts, diagrams and tables shall be of an appropriate font and size for the application, and must be clearly readable.
Text lines will be no less than single-space.
2.2.5. The quoter shall be held responsible for the validity of all information supplied in his/her proposal, including that provided by potential subcontractors. Should subsequent investigation disclose that the facts and conditions were not as stated, the proposal may be rejected.
2.3. PROPOSAL VOLUME CONTENTS. Each offeror's proposal shall be submitted as set forth below and all information shall be confined to the appropriate part to facilitate independent evaluation. Proposals, which do not include the requested minimum information, may be eliminated from further consideration for award.
2.3.1. VOLUME 1, PRICE/COST INFORMATION AND PRO FORMA DOCUMENTS
2.3.1.1. Quoters shall provide all price/cost information necessary to provide a meaningful basis for Government's analysis and evaluation of price/cost for the project set forth in Section 00 22 16 of this solicitation. The Government is not, and does not intend on, requesting certified cost or pricing data. Offerors may be required during the evaluation process to provided sufficient price/cost information that will enable the Government to perform a meaningful evaluation.
2.3.1.2. Provide an introductory page to include CAGE Code, Unique Entity Identification (UEI), Tax Identification Number (TIN), points of contact, authorized negotiators, contact phone, and email addresses. Also, include your business socioeconomic status, e.g. small business, woman owned small business, HUBZone small business, etc.
2.3.1.3. Offer and Section 00 10 00 - Complete in its entirety the "Offeror" portion of the Standard Form (SF) 1442. An official having the authority to contractually bind your company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF 1442 is required to have an original signature.
2.3.1.4. Section 00 10 00 - Insert the price/cost associated with the project in the line items. All line items (CLINs) must be priced to be considered.
2.3.1.5. Representations and Certifications (Section 00 45 00): Ensure all fillable provisions from Section 00 45 00 are filled out in their entirety. If the offeror's representations and certifications within System for Award Management (SAM) are current, these provisions do not need to be submitted separately with the proposal. However, any provision that is not included in the current SAM representations and certifications SHALL be completed in its entirety and submitted with the proposal.
2.3.1.6. All potential offerors are required to register in the System for Award Management. See FAR Provision 52.204-7, System for Award Management.
2.3.1.7. Joint Venture Requirements - Parties wishing to propose as a joint venture must submit, with the Pro Forma documents, an executed copy of the joint venture agreement. The joint venture agreement shall be executed in accordance with FAR 4.102(d). Each joint venture partner shall submit evidence satisfactory to the Contracting Officer that its Board of Directors has approved its participation in the joint venture or by an instrument of similarly binding character in the case of an unincorporated entity. Offerors are reminded that to obtain an award the awardee, to include a joint venture, must be registered in the System for Award Management (SAM) database. Applicable to set-aside solicitations: Joint Ventures must meet applicable size standards (See FAR Subpart 19.1). Submit with the proposal any size determination for the Joint Venture entity received from the Small Business Administration. A Joint Venture where-in one party is not a small business may be referred to the Small Business Administration (IAW FAR 19.302 (b)) to determine eligibility. All questions regarding Joint Ventures must be directed to the Small Business Administration (SBA) and not the Contracting Officer.

The Government may use the quoter's capability statement to obtain additional past performance information. Past performance information may be obtained from any sources available to the Government. For example, the Government may retrieve past performance information from the Contractor Performance Assessment Reporting System (CPARS), GSA, or Federal Awardee Performance and Integrity Information System (FAPIIS). As a result, this RFQ does not include a past performance information submittal from quoters. Capability statement must include the following: Up to five (5) Team (Prime/Subcontractor) Business References to include, but not limited to, Contract Number and Title, POC Name, Number, and email address, and period of performance, to demonstrate and verify aircraft corrosion prevention and wash experience.

Section 00 22 00 - Supplementary Instructions
SECTION 00 22 00 QUOTE EVALUATION AND BASIS FOR AWARD
1. GENERAL INFORMATION
1.1. This solicitation is for a Firm Fixed Price Contract. The Government intends to award a single contract to a qualified Small Business quoter deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to all the RFQ's requirements and is judged to represent the Best Value to the Government in accordance with the evaluation criteria set out in this solicitation. The award will be made based on the best overall best value quote that is determined to be the most beneficial to the Government, with appropriate consideration given to the three evaluation factors: Technical, Price, and Past Performance. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors, under RFO FAR 12.203, shall be used to evaluate quotes comparatively with priced tradeoffs.
1.2. Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR clause 52.217-8, Option to Extend Services, if included in this solicitation. Options under FAR clause 52.217-8 will be evaluated by using the prices quoted for the last option period to determine the price for a 6-month extension, which will be added to the base and other option years to arrive at a total evaluated price. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
1.3. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, the issuance by the Government of an order in response to a supplier's quotation does not establish a contract. A written notice of award or purchase order, mailed or otherwise furnished to the successful quoter is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
1.4. The Government will award a contract to the responsible quoter who represents the best value to the Government on the basis of comparison of its (1) quote, and (2) technical - risk.
1.5. Quote. The Government will determine the merits of your quote on the basis of its acceptability and its quoted price.
1.5.1. Acceptability. We will determine the acceptability of your quote on an acceptable or unacceptable basis. We will consider your quote acceptable if it (i) conforms to the material solicitation requirements; (ii) manifests your unconditional assent to the terms of this Request for Quote (RFQ), and (iii) you are a responsible prospective contractor pursuant to FAR 9.104-1.
(NOTE: By submission of a quote, the quoter represents that it unconditionally assents to the terms of this Request for Quote, except for any written express exceptions.)
1.5.2. Conformance. Material solicitation requirements include those terms affecting quality, quantity, price, or delivery.
1.5.3. Assent. If you (1) take exception to any term of this RFQ, (2) propose any additional terms, or (3) omit material information required by this RFQ then we will consider your quote to be unacceptable and ineligible for contract award.
1.5.4 Price: The Government will evaluate your price for fairness and reasonableness in accordance with RFO FAR 12.203.
1.6. Technical - Risk. Quoters' experience and past performance will be evaluated to assess risk.
Best value will be assessed based on direct comparisons of information--without objective standards--pursuant to RFO FAR 12.203(a)(2).
1.6.1 The Government will evaluate quoters and their capability statements (Volume 2) and assign one of the confidence risk ratings below. We will evaluate things like what work you did, when and where you did it, whom you did it for, and what methods you presumably used. It is important to understand the difference between a quoter's experience and its past performance - the government may assign a No Confidence rating based on a quoter's lack of experience.
Performance Confidence Assessments
Rating Definition
Substantial Confidence Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral No recent/relevant performance record is available or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will be able to successfully perform the required effort.
No Confidence Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
2. AWARD and DEBRIEFINGS
2.1. Award: A written award or acceptance of offer mailed, or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall be deemed to result in a binding contract without further action by either party.

Tax on Certain Foreign Procurements-Notice and Representation (Feb 2026) (Deviation 2026-
(a) Definitions. As used in this provision-
Foreign person means any person other than a United States person.
Specified Federal procurement payment means any payment made pursuant to a contract with a foreign contracting party that is for goods, manufactured or produced, or services provided in a foreign country that is not a party to an international procurement agreement with the United States. For purposes of the prior sentence, a foreign country does not include an outlying area of the United States.
United States person as defined in 26 U.S.C. 7701(a)(30) means
(1) A citizen or resident of the United States;
(2) A domestic partnership;
(3) A domestic corporation;
(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 701(a)(31)); and
(5) Any trust if-

(ii) One or more United States persons have the authority to control all substantial decisions of the trust.
(b) Unless exempted, there is a 2 percent tax of the amount of a specified Federal procurement payment on any foreign person receiving such payment. See 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.
(c) Exemptions from withholding under this provision are described at 26 CFR 1.5000C-1(d)(5) through (7). The Offeror may claim an exemption from the withholding by using the Department of the Treasury Internal Revenue Service (IRS) Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, available at www.irs.gov/w14. Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue. The IRS Form W-14 is provided to the acquiring agency rather than to the IRS.
(d) For purposes of withholding under 26 U.S.C. 5000C, the Offeror represents that
(1) It [ ] is [ ] is not a foreign person; and

(e) If the Offeror represents it is a foreign person in paragraph (d)(1) of this provision, then-
(1) The clause at FAR 52.229-12, Tax on Certain Foreign Procurements, will be included in any resulting contract; and
(2) The Offeror shall submit with its offer the IRS Form W-14. If the IRS Form W-14 is not submitted with the offer, exemptions will not be applied to any resulting contract and the Government will withhold a full 2 percent of each payment.
(f) If the Offeror selects "is" in paragraph (d)(1) and "partial or no exemption" in paragraph (d)(2) of this provision, the Offeror will be subject to withholding in accordance with the clause at FAR 52.229-12, Tax on Certain Foreign Procurements, in any resulting contract.
(g) A taxpayer may, for a fee, seek advice from the IRS as to the proper tax treatment of a transaction. This is called a private letter ruling. Also, the IRS may publish a revenue ruling, which is an official interpretation by the IRS of the Internal Revenue Code, related statutes, tax treaties, and regulations. A revenue ruling is the conclusion of the IRS on how the law is applied to a specific set of facts.
