About this file

This is a contract information briefing document for a federal construction project at March Air Reserve Base in California. The project involves replacing three storefront buildings (2271, 2272, and 2273) at 163 ATKW, with a contract number W50S7426CAXXX and project number PDPG232550. The contract has a 120-day period of performance in 2026, with Notice of Award and Notice to Proceed milestones scheduled throughout that year. Administrative submittals are due within 10 days of award, material submittals within 10 days of the first Notice to Proceed, and closeout submittals within 90 days of the second Notice to Proceed.

The document establishes key government and contractor roles and responsibilities. Jeremy Hebb serves as the Contracting Officer with sole authority to bind the government for money, time, and quality decisions. David Moreno is the Contracting Administrator responsible for ensuring Federal Acquisition Regulations compliance, and Tony Alves is the Contracting Officer Representative who coordinates project activities but cannot make changes affecting cost, time, quality, quantity, or delivery. The contractor must provide a superintendent when subcontractors are on-site, submit weekly Davis-Bacon payrolls with apprenticeship certifications, comply with OSHA safety regulations and designated smoking areas, obtain required permits for burning and digging, and submit comprehensive documentation including bonds, schedules, construction quality control plans, and as-built drawings. Payment processing occurs through WAWF within 14 days of receipt at the designated billing office, with subcontractors required to be paid within 7 days of prime contractor payment. The contract is subject to standard federal construction requirements including the Changes Clause, liquidated damages for contracts over $700,000, retainage provisions up to 10 percent, and performance evaluation reporting through CPARS for contracts exceeding $700,000.
