San Francisco VA Medical Center 4150 Clement St San Francisco, CA 94121
Date: December 15, 2025
Project: 662-23-105, Renovate Sterile Processing Service
Scope of Work
The San Francisco VA Medical Center requires the services of a qualified General Contractor to construct Project 662-23-105, Renovate Sterile Processing Service. The general scope of this requirement is to construct via extensive renovation a sterile processing department that complies to current design criteria including HVAC and water processing. Execution will also require site prep and rental of a mobile processing trailer for the duration of the interior work. The nature and requirements of this construction are fully exhibited in the attached Construction Documents which include the following:
Construction Documents Combined Drawing Set – This comprises the full drawing set as a single file. Groups by discipline or individual sheets can be provided via RFI during the proposal phase or post-award.
662-23-105_Final CD Specifications 1 of 2_V1 – This is volume 1 of the project specifications 662-23-105_Final CD Specifications 2 of 2_V2 – This is volume 1 of the project specifications 662-23-105_Project Room Contents – This is the equipment plan depicting contents by room and identifying the corresponding JSN codes for items 662-23-105_Equipment Cutbook – This is the equipment inventory at time of design completion. The JSNs of the indicated products match 662-23-105_Project Room Contents for easy cross reference. All contractor provided equipment to be the most current version of the product at time of acquisition.
***Design Cutsheets can be provided for most Mechanical, Plumbing, and Electrical equipment and components via RFI.
Template Infection Control Risk Assessment – This is a partly-prepopulated ICRA which demonstrates categories and work restrictions. The remaining data is to be populated and posted at job site at commencement of work.
The exterior area of construction is located directly adjacent to Building 2 on the northwest face of the building. This location is primarily pedestrian access with minor deliveries. Work is primarily site and utilities work for preparation of trailers. The adjacent building area is primarily engineering and administrative space and as such, no significant restrictions on hours of work will be encountered.
The interior area of construction is located on 3rd floor of building Building 200; effectively the west side of the building on the top floor. This area is directly adjacent to the Operating Room Suite which will remain operational. As such, hours of work for any activities that generate even moderate levels of noise will be restricted to weekends, holidays, evenings, and nights (WHEN) hours. Noise, vibration, and dust control should be expected to be heavily managed with limitations strictly coordinated. For purposes if pricing, total labor effort should be assumed to comprise roughly 50% of total labor outside of normal business hours. As is generally requested, the government will support work hours beginning as early as 0400 as a standard given coordination on the 3-week look-ahead schedule. Hours beyond this are subject to additional notification.
Construction Management software is to be used in the completion of this requirement and will be provided by the government absent an established and acceptable platform utilized by the awardee. The software currently in use is Submittal Exchange. The government will grant access to all parties associated with the General Contractor as requested by the GC project manager.
The period of performance for this action is 670 calendar days from Notice to Proceed. The contractor generated Master Project Schedule shall meet the requirements of VAAR 852.232-71 to demonstrate critical path, identify float, and indicate costs by definable feature of work to facilitate timely and accurate progress-payments.

Evaluation Procedures
1. Basis for Contract Award.
A. INTRODUCTION: A tradeoff selection will be conducted by a team of Government Technical personnel in accordance with Federal Acquisition Regulation (FAR) Overhaul 15.103.1 – a best value trade-off source selection evaluation process will undergo a trade-off evaluation, supplemented by the Department of Veterans Affairs Acquisition Regulation (VAAR). These regulations are available electronically at https://www.acquisition.gov/ and https://www.va.gov/oal/library/vaar/ The Government intends to award one contract as a result of this solicitation. In using the Tradeoff approach, the Government seeks to award the offeror who gives the Government the greatest confidence that it will best meet or exceed the requirements affordably in a way that will be advantageous to the Government. This may result in an award to a higher rated, higher priced offeror where the decision is consistent with the evaluation factors and the Source Selection Authority (SSA) reasonably determines that the technical superiority and/or overall business approach and/or superior past and present performance of the higher priced offeror outweighs the cost difference. To arrive at a best value decision, the SSA will integrate the source selection team’s evaluations of the factors described in this provision. While the Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective; therefore, professional judgment is implicit throughout the selection process. Award will be made to the offeror responsible whose proposal conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and provides the best value to the Government based on the results of the evaluation described in paragraph B below. Contract terms and conditions consistent with customary commercial practices are specified in the solicitation/contract, with otherwise tailored terms and conditions specified in the Addendum to the solicitation/contract.
The Government reserves the right to conduct negotiations if determined necessary but intends to award without negotiations. Any negotiations will be conducted in accordance with FAR Overhaul 15.204-2.
If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer, with the concurrence of the Source Selection Authority, may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
B. EVALUATION: In accordance with FAR OVERHAUL 15.103-1, the best value trade-off sources selection evaluation process will undergo a trade-off evaluation. The factors are listed in descending order of importance. The relative importance of evaluation factors 1-3 is as follows: Technical factors (Factors 1 and 2) are of equal importance to each other, and when combined, are equal in importance to the past performance factor (Factor 3). When the proposal is evaluated as a whole, the technical factors (Factors 1 and 2) and past performance (Factor 3) combined (i.e., the non-price evaluation factors) are approximately equal to price.
Definitions:
Size: Similar magnitude (size), when referred to in the evaluation factors, is defined as projects that were valued between $10,000,000 and $20,000,000.
Complexity is defined as a design-bid-build project that includes several specialty trades and some engineering.
Scope is defined as work or activities related or closely related to that which is outlined in the Statement of Work, such as, but not limited to, the construction of new sterile processing services, the renovation of sterile processing services, including site prep, HVAC, and water processing.
Recency is defined as a project completed in the previous five (5) calendar years.
Relevancy: For purposes of this evaluation, a relevant project is defined as new construction and/or repair, alteration and related renovation of sterile processing services completed within the past five years of the proposal issue date of this RFP. Infrastructure is defined as: 1) construction of a healthcare facility; 2) construction for industrial buildings and warehouses; 3) non-residential buildings, other than industrial buildings and warehouses; or 4) improvements such as utilities, HVAC, and water and sterilization processing for healthcare facilities, industrial buildings, and warehouses. “New Construction” is defined as construction that provides for new or expanded facilities or infrastructure. New construction does not include repair and/or modernization of an existing facility, nor does it include replacement or upgrade to an existing infrastructure.
C. FACTORS ORDER OF IMPORTANCE: The factors are listed in descending order of importance. The contract resulting from this solicitation will be awarded to the responsible offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and non-price evaluation factors. An award may be made to other than the lowest priced offeror or other than the highest non-price rated offeror. Business judgments and tradeoffs will be used to determine the proposal offering the best value to the Government. In determining the best value to the Government, the Government need not quantify the tradeoffs that led to the best value decision. Any award will be made based on the best value proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the four (4) following evaluation factors (in accordance with FAR OVERHAUL 15.103-1) in order of descending importance:
1. Evaluation Factor 1 – Technical Approach
2. Evaluation Factor 2 – Project Experience
3. Evaluation Factor 3 – Past Performance
4. Evaluation Factor 4 – Price
Evaluation Factor 1 – Technical Approach:
(a) Solicitation Submission Requirements:
The Offeror shall provide a narrative describing the general technical approach for accomplishing the requirements of this contract based on the General Requirements outlined in the statement of work. This is of a high level and does not require referencing specifications. The narrative shall include the roles and responsibilities of the offeror. If the offeror is made up of more than one legal entity (e.g. Joint-Venture, Limited Liability Company, Limited Partnership, etc.), the narrative shall describe the roles and responsibilities of each legal entity(s) comprising the offeror. Provide an organizational chart, clearly depicting the offeror’s hierarchical structure and the communication channel (including each legal entity comprising the offeror if a Joint-Venture or the offeror is made up of more than one legal entity). The narrative and organizational chart shall be limited to four (4) single-sided pages, 8.5” x 11”, 1” margin left/right/top/bottom, and 10-point font or larger.
(b) Basis of Evaluation: The offeror’s technical approach will be used as a means to assess the Offeror’s understanding of the General Requirements of the contract, the roles and responsibilities of the offeror to accomplish the requirements of the contractor.
Factor 2 – Project Experience:
(a) Solicitation Submission Requirements:
Provide information on relevant and recent experience on construction contracts of comparable size, complexity and scope within the last five calendar years as described in the requirements below. The offeror shall complete Attachment A for this factor for each project submitted. Attachment A is structured to allow for the entry of up to four (4) total projects. The use of Attachment A and all information therein is mandatory and will be used to evaluate experience. The Government will evaluate only the information provided in Attachment A and all other information provided other than Attachment A will not be considered. The Offeror may expand individual cells on Attachment A. Attachment A submittals that do not comply with these requirements will not be evaluated.
1. Submit up to four (4) example projects demonstrating the experience and capability of the offerors in constructing Sterile Processing Service (SPS) projects or similar healthcare related projects, including the largest construction efforts within those projects. Examples should highlight the offerors' experience, as well as their ability to coordinate and work as a team, leading to the successful completion of relevant projects that are similar in size, scope, and complexity to the requirements outlined in the RFP.
(b) Basis of Evaluation: The basis of evaluation will include the offeror’s demonstrated experience and depth of experience in performing recent, relevant construction and design projects as defined in the solicitation submittal requirements of similar size, scope and complexity. The assessment of the offeror’s relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. Offeror’s projects will be rated individually and then combined to achieve an overall factor rating. Offeror’s demonstrating recent and relevant construction experience; timely project completion; recent and relevant construction of Sterile Processing Service or similar projects related to healthcare; recent and relevant examples of offeror demonstrating a successful contractor team arrangement; and recent and relevant projects completed in the NCO 21 Geographic location may be rated more favorably. This factor will be rated in accordance with the Combined Technical/Risk Rating Method outlined in Attachment 3.
Factor 3 – Past Performance:
(a) Solicitation Submission Requirements:
The Offeror shall submit a completed Contractor Performance Assessment Report System (CPARS) evaluation for at least five (5) recent, relevant projects. If there is not a completed CPARS evaluation, then submit Past Performance Questionnaires (PPQ - Attachment B) for each project. PPQs shall be completed and signed by the contracting agent and/or their representative responsible for construction contract administration. The contracting agent and/or their representative responsible for construction contract administration must submit complete PPQs via email to daniel.jhun@va.gov before the specified proposal due date. Offeror’ may submit PPQs previously submitted for other solicitations as long as complete, required information is included.
After the solicitation closes, Offerors will not be allowed to submit additional CPARS or PPQs to replace the submitted CPARS or PPQs. Therefore, it is imperative that the Offerors only submit relevant CPARS and/or PPQ’s.
If the submitted CPARS/PPQs are determined by the Government to be irrelevant then the Government reserves the right not to replace them with an additional CPARS.
Offerors may provide any information on problems encountered and the corrective actions taken on these projects. Offerors may also address any adverse past performance issues. Explanations shall not exceed four (4) single-sided pages, 8.5” x 11”, 1” margin left/right/top/bottom, and 10-point font or larger.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the reference’s unwillingness to provide the information requested may affect the Government’s evaluation of this factor. Performance award or additional information submitted will not be considered.
Basis of Evaluation: This evaluation focuses on how well the offeror performed on the relevant projects. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance, and Integrity Information System (FAPIIS), and any other known sources not provided by the offeror.
The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination.
The assessment of the offeror’s past performance will be used as a means of evaluating the offeror’s probability to successfully meet the requirements of the contract.
In rating Past Performance, the Government will evaluate recency, relevancy, and quality of contractor performance. In reference to Past Performance, offerors who do not have relevant past performance will receive a neutral rating (neither favorable nor unfavorable)(FAR Overhaul 15.104(b)(3).) However, the Offeror with favorable past performance may be considered more favorably than an offeror with Neutral rating.
Factor 4 – Price:
Solicitation Submission Requirements: All proposals must include complete SF 1442, must be signed by a person from the firm who has the authority to enter into contractual agreements, any amendments, and a completed price breakdown sheet.
Basis of Evaluation: The offerors’ price will be evaluated in accordance with FAR 15.404-1(b), Price Analysis for Commercial and Non-Commercial Items to determine price reasonableness. The offeror must complete price breakdown sheet and submit it with signed copy of SF 1442 and any amendments. The total evaluated price will be determined by the offeror’s price for all division items. Note: The VA will look at the total evaluated price and non-price factors to determine the best value. “Best Value” means the expected outcome of an acquisition that, in the Government’s estimation provides the greatest overall benefit in response to the requirements.
