Summary of Construction Specifications for Sterile Processing Service Renovation

This document comprises the final construction specifications for Project No. 662-23-105, a comprehensive renovation of the Sterile Processing Service (SPS) at San Francisco Veterans Affairs Medical Center. The specifications are organized by division and section, covering all systems required for a modern sterile processing facility, including HVAC, plumbing, gas systems, electrical controls, and specialized equipment. Key technical specifications include domestic water heat exchangers (shell-and-tube, circulating, and plate types) designed for 60°C (140°F) operation with capability for thermal eradication at 77-82°C (170-180°F); plumbing fixtures including sensor-controlled lavatories and emergency safety equipment; medical gas systems for oxygen, nitrous oxide, nitrogen, and compressed air with comprehensive alarm and monitoring requirements; reverse-osmosis water treatment equipment producing 8,138.63 liters per day with 98% membrane rejection ratio; and HVAC systems with detailed requirements for ductwork, insulation, testing and balancing, vibration control, and direct-digital control (DDC) systems. The specifications mandate BACnet-compliant DDC architecture with native Ethernet communication, a dedicated Engineering Control Center with redundant storage systems, portable operator terminals, and comprehensive building automation functionality including scheduling, alarming, trending, and remote access capabilities.

All materials and equipment must comply with applicable VA standards, NFPA codes, ASHRAE guidelines, and other referenced standards, with emphasis on water quality per ANSI/AAMI ST 108, non-asbestos materials, seismic restraint, and fire protection. The project requires extensive commissioning and testing protocols, including pre-functional checklists, contractor testing, systems functional performance testing, and training of VA personnel. Submittals must include detailed shop drawings, product data, equipment certifications, sequence of operations, and BACnet Protocol Implementation Conformance Statements (PICS) for all control devices. Construction must maintain building operation and environmental conditions during phased execution, with coordination between multiple trades and strict adherence to accessibility, vibration, noise, and safety requirements specified throughout the divisions.
